OTHER BUSINESS /REPORTS a) Update - Parks Maintenance b) Committee Picnic Date • MEMO TO: ADVISORY PARKS AND RECREATION COMMITTEE FROM: KEN VRAA, DIRECTOR OF PARKS AND RECREATION RE: PARKS DESIGN; PARK SYSTEMS PLAN The parks system plan consultant is progressing on the plan in all areas. With much of the inventory section completed, the consultant is interested in determining which 10 park sites are to be designated for concept plans. You will recall, the scope of services requires the con- sultant to prepare 10 such park concept plans. Actual design work would not be done at this time. However, the consultant would like to begin the process of assembling and preparing the base maps for the parks to be designed in preparation for design work. This will allow the consul- tant to complete the design work on a timely basis. The consultant and staff have reviewed all of the sites for possible designation. Factors such as existing residential families, section needs, site features, anticipated residential growth, are a few of the aspects which have been weighed in considering which sites to select. In order to provide the consultant some direction, and yet provide flexibility and input from the Advisory Committee and City Council, the consultant /staff are in agreement that there might be two groupings of five parks. The top five priority parks are as follows. Lakeside Park South Oaks Park Coachman Park Capricorn Park Wedgewood Park These five parks have consistently ranked high during discussions. Other parks being considered and reviewed include: Carlson Lake, Burr Oaks, the proposed park land at Blue Cross /Blue Shield, Fish Lake, Pilot Knob, Blackhawk, Windtree, Thomas Lake and Winkler /Jackson park area. Issues: The director would like to review with the Advisory Committee the criteria affecting the top five parks, and to begin discussions on what other parks might be considered for this design work. The consultant would hope that the Advisory Committee is in concurrence with the top five selection in order to allow base map work to begin. The remaining five park sites need not be determined at this time. However, some direction and discussion in narrowing down the parks site should be initiated. At a future Advisory Committee /City Council joint system plan meeting an agenda item will include which of the five remaining park sites should be designated for design work. At that time a decision will have to be rendered concerning the remaining five parks. If members of the Advisory Committee have any questions regarding any of the parks being considered or concern for the criteria being used to select park sites, or questions in regards to the parks themselves, please feel free to contact the office prior to the Advisory Committee meeting. • • CITY OF EAGAN SUBJECT: REZONING AND PRELIMINARY PLAT - BRITTANY 4TH ADDITION APPLICANT: WILLIAM DOLAN LOCATION: OUTLOT A, BRITTANY MANOR EXISTING ZONING: R -2 (RESIDENTIAL DOUBLE DISTRICT) DATE OF PUBLIC HEARING: JULY 27, 1982 /JULY 29, 1982 DATE OF REPORT: JULY 21, 1982 REPORTED BY: DALE C. RUNKLE, CITY PLANNER APPLICATIONS SUBMITTED The first application submitted is a request to rezone approximately 6.75 acres from R -2 (Residential Double District) to PD (Planned Development District) to allow 18 single family lots. The second application submitted is a request for preliminary plat approval for Brittany 4th Addition which consists of approximately 6.75 acres and will contain 18 single family lots. ZONING AND LAND USE Presently, the parcel is zoned R -2 (Residential Double District) and would allow only duplex or twin home units within this area. In the original plat approved in 1979, the applicant has received rezoning and preliminary approval for 10 duplex buildings or 20 individual units. The Land Use Guide designates this area as R -1 (Residential Single District) with a density of 0 - 3 dwelling units per acre. The applicant is proposing 18 single family units which would have a net density of 2.96 dwelling units per acre, which also would be in accordance with the land use desig- nation. CCITIENTS The applicant is proposing to rezone Outlot A or the 6.75 acres from R -2 (Residential Double District) to PD (Planned Development District) to allow 18 single family units. The reason for the Planned Development zoning is that 9 of the 18 single family lots are under the 12,000 square foot requirement and the only provisions for smaller single family lots is through the Planned Development process in order to go below the 12,000 square foot minimum requirement. On March 6, 1979 the City Council approved the preliminary plat for Brittany Manor and rezoning from Agricultural to R -1 and R -2 in which Outlot A was zoned for 10 duplex buildings or 20 units with access provided by the same cul -de -sac as proposed within this current plan. Therefore, the only change in the plat is the reconfiguration of the lot lines in order to provide 18 single family houses. CITY OF EAGAN WILLIAM DOLAN JULY 27, 1982 PAGE TWO If approved, the preliminary plat should be subject to the following conditions: 1. The preliminary plat should be subject to Dakota County Plat Commission's review and comment because it abuts Johnny Cake Ridge Road. 2. The development agreement shall be signed prior to the final plat of Brittany 4th Addition. 3. Park dedication shall be provided as recommended by the Advisory Park Committee. 4. All easements shall be dedicated as requested by City Staff. 5. All access to the lots shall be provided from the cul- de-sac with no direct access onto Johnny Cake Ridge Road. 6. A planned development.agreement shall also be required in that no more than 18 single family dwelling units shall be allowed within Brittany 4th Addition. DCRibar ENGINEERING RECOMMENDATIONS 7. An internal storm sewer system shall be constructed with the outlet constructed to the controlled water elevation of Pond LP -4. 8. A minimum 15 foot utility easement shall be required for the trunk water main looping to the Johnny Cake Ridge 1st Addition. 9. This development shall accept it's assessment for lateral benefit from trunk sanitary sewer at the rates in effect at the time of final plat approval. • • MEMO TO: ADVISORY PLANNING COMMISSION, C/O DALE C. RUNKLE, CITY PLANNER FROM: RICHARD M. HEFTI, ASSISTANT CITY ENGINEER SUBJECT: PRELIMINARY PLAT OF BRITTANY FOURTH ADDITION The Public Works Department has the following comments for consideration of the above referenced plat. UTILITIES Sanitary sewer of sufficient size, capacity and depth to handle this proposed development is in place. A short sanitary sewer lateral would have to be constructed to serve the lots adjacent to the cul -de -sac. Water main of sufficient ressure and capacity pacity to handle this proposed development will be installed under r P o ect 364 within the street right Y of way and connect to an existing trunk line lying north of this proposed development. This g P P P 8 construction should completed in 1 . P 93 GRADING /DRAINAGE The general topography of this area provides for overland drainage to the east and Pond LP -4. The proposed grading plan maintains this general drainage pattern. However, some storm sewer is required which will dis- charge into Pond LP -4. Although Pond LP -4 has no outlet, this parcel is intended to drain into the pond as can be seen from the attached subdis- trict storm sewer drainage map. Nevertheless, it is not anticipated that this development will require the installation of the trunk storm sewer outlet from Pond LP -4. EASEMENTS & RIGHT OF WAY A fifteen (15) foot utility easement will be required to loop the trunk water main from Shelvin Court to the existing trunk water main in Johnny Cake Ridge 1st Addition. STREETS Access to this proposed development will be off of Sherwood Way via a cul- de -sac street. The length of this street is under the 550 foot maximum length allowed by our subdivision ordinance. ASSESSMENTS As a condition of final plat approval, this development should accept its assessments for lateral benefit of trunk sewer at the rates in effect at the time of final plat approval. At this time, it would amount to $12,064. Similarly, this development would be responsible for the assessment from lateral benefit from trunk water main as proposed under Project 364. • • Brittany Fourth Addition Engineering Report Page Two Finally, any costs associated with providing internal streets and utilities to service this development would be the sole responsibility of this develop- ment. TRAILS & SIDEWALKS Since Shevlin Court is not a collector street, no sidewalks or bike trails will be required along it.
