April 1981
Following the call to order, adoption of agenda and the approval
of minutes of the March 5th meeting; the Planning Director will
review three proposals; the Meade and Bloom are waiver of plats,
while the Tomark proposal is a preliminary plat for residential/
multiple housing. The Planning Director will also present an
informal discussion on an up coming proposal from Orin Thompson.
This development is on property immediately adjacent to and
south of the Tomark development.
Under "old business" the assignment of task groups to proceed
with the goals and objectives of the Committee is due for
consideration. An informal discussion by the Committee on the
joint Council /Advisory meeting is also on the agenda.
The first item under "new business" concerns the park dedication
for South Delaware Hills. A separate memo is included for your
review concerning this item. Also included in the packet is a
separate memo on the proposed Bicycle Trails Survey by Shelly
Cords, Practicum.Student, and a donation of playground equipment.
Other business includes a report on the first meeting of the
"Teen Study Group" and an update on the L.A.W.C.O.N. grant
process for 1982.
The Director will also relate to the Committee two telephone
discussions received from resident of South Oaks Park neighbor-
hood. Apparently, some of the neighbors are unhappy with the
proposed soccer kick board for the park which had been requested
by some of the neighbors. One caller felt that the money would
be put to better use and benefit a larger number of park users
had it been spent on other equipment. There is no action to
be taken on this issue, but appears as informational.

The applicant has requested a waiver of platting in order to split a 52,500
square foot lot into two approximately equal portions. The applicant has
also indicated that he wishes to construct residence upon one of the newly -
created lots. The newly-created lot would be approximately 26,250 square
feet and would be well above the minimum lot size requirements. Additionally
there are about three or four other similar lot splits in this addition.
If approved, the waiver of plat shall be subject to the following conditions:
1. A single access shall be provided off of Cliff Road to serve both lots.
2. All necessary utility easements shall be provided.
3. The newly- created lots shall meet all City ordinance requirements.
4. Approval shall be obtained fran Dakota County before accesses gained to
Cliff Road.
5. An additional 25' right- of-way dedication for possible future Cliff Road
expansion shall be provided.
6. A cash park contribution shall be provided on the newly- created lots.
7. The applicant shall accept all existing easements.

to property lines, a drainage and ponding easement must be dedicated
across the north portion of Lot 10 to incorporate the 928.0 elevation
contour.

Public Works Department has the following comments to make in consideration
of approval of the above- referenced request:
STREETS AND UTILITIES
Improved street, sanitary sewer, watermain and storm sewer have been installed
to provide proper service to Lot 10 Block 3. However, the sanitary sewer
is installed across the easterly 50 feet of Lot 10. An extension of this
sanitary sewer will have to be provided to insure service to the proposed west
half of Lot 10. In addition, water service to Lot 10 is in the form of a 1"
copper water service at the sane location of the sanitary sewer. This exis-
ting 1" water service is sufficient to handle one resident. Therefore, the
westerly proposed lot will have to obtain a secondary water service from the
trunk watertnain located on the southside of Cliff Road.
EASEMENTS /ROW
Additional right -ofway will have to be dedicated to provide for a 75' half
right-of-way along Cliff Road. In addition, the normal 5' drainage and utili-
ty easement should be dedicated adjacent to all common property lines and 10'
drainage and utility easement dedicated adjacent to public right-of-way.
A drainage and ponding easement should be dedicated across the northern
portion of Lot 10 to incorporate the 928.0 elevation contour.
ASSESSMENTS
All trunk area and lateral assessments have been levied against this parcel
under previous projects,. However, the sanitary and water area trunk assess-
ments were levied on a per lot basis. Therefore, an additional per lot trunk
area assessment should be required for the newly- created lot proposed by this
lot split. Also, there has been a reluctance by the property owner to accept
the street assessment associated with the upgrading and improvement of Cliff
Road. Therefore, it is recommended that as a condition of approval of this
waiver of plat, that all related and required assessments be paid.
I will be available to discuss in further detail and answer any questions
pertaining to this report at the Planning Commission Meeting on March 24, 1981.

An application has been submitted for a waiver of plat in order to subdivide
a 5 -acre parcel located in the SE4 of the NE4 of Section 31.
COMMENTS
CITY OF EAGAN
The applicant has proposed to split a 37,450 square foot lot fran a 5.08 acre
parcel which previously received preliminary plat approval as the Meade Addi-
tion November 16, 1979. In April of 1980, a request was made to extend the
final plat with the understanding that all conditions of the final plat would
be satisfied prior to March 31, 1981 or the preliminary plat would become in-
valid. The applicant has indicated that the Meade Addition as indicated in
the preliminary plat is not feasible to develop. It is the intention of the
applicant at this time to divide off of the preliminary plat a saleable lot
upon which a single family residence is currently located.
It is the recommendation of the staff that the applicant revise and submit
the final plat separating the 37,450 square foot lot in the northeast corner
of the Meade Addition and designating this as Lot 1 of Meade Addition, and
the remainder of the Meade Addition be called an outlot. A revised final plat
of Meade Addition should be subject to the following conditions:
1. A 60 - foot wide street and utility easement shall be provided along the
entire length of the western boundary of the proposed Lot 1, Meade
Addition.
2. At time of development, the proposed outlot of Meade Addition shall be
replatted. The proposed Lot 1 would take access from Pin Oak Drive.
3. The existing house shall meet all setback and ordinance requirements.
4. All drainage and utility easements shall be approved by the City Planner.
5. No direct access shall be allowed onto Cedar Avenue.

Public Works Department has the following comments to make on the above- referenced
proposed waiver of plat:
STREETS AND UTILITIES
Improved street, sanitary sewer, watennain and storm sewer facilities of suffi-
cient size and depth to handle this proposed lot split are immediately avail-
able along Pin Oak Drive adjacent to the north line of this 5 -acre parcel.
EASEMENT'S
This proposed lot split conforms with a previously - approved preliminary plat,
"Meade Addition ". During the installation of utilities for the Vienna Woods
Addition along Pin Oak Drive, utility services for this future addition were
stubbed to the north line of this 5 -acre parcel. With this lot split, it is
recommended that an adequate driveway and utility easement be dedicated to
provide access to the smaller parcel from these stubbed utilities and antici-
pated driveway access location.
ASSESSMENTS
This parcel has been assessed for sanitary, water and storm sewer trunk area
charges in the past. However, they have not been assessed for sanitary sewer
and/or water laterals although this property is serviced with them. There-
fore, it is recommended that lateral benefit from trunk for sanitary and water
be assessed against the 383' of frontage along Pin Oak Drive (323' if future
60' road right- of-way is dedicated with this waiver). This assessment should
be due and payable as a condition of this waiver approval or future final
plat approval.
I will be available to,discuss in further detail any questions or concerns
pertaining to this proposed waiver at the Planning Commission Meeting of March
24th, 1981.

An application has been submitted for preliminary plat approval, Tomark
Addition, which consists of approximately 37 acres and contains approx-
imately 432 dwelling units. The applicant is only requesting approval
of the first phase which consists of approximately 10.6 acres and con-
tains 144 dwelling units.
COMMENTS
This parcel which is being proposed has some history with the City of Eagan.
It was in 1977 -78 Mr. Leonard Juster presented a plat for this property
which consisted of a combination of single family lots and multiple lots.
The proposal requested to develop the first phase which would consist of
single family lots that would be located just south of Yankee Doodle Road
and abutting the Carriage Hills Golf Course. At that time, Ordinance 52,
the Zoning Ordinance, allowed pyrimiding residential uses in an R -4 District.
So the developer could, in fact, construct single family lots in an R -4
District. When the plat was presented at the City Council, the Council
denied the application based on the fact that the Council did not think the
location of single family lots located just south of Yankee Doodle Road and
abutting the golf course was an appropriate use for that land. The reasons
the Council felt this was an inappropriate use is the fact that it abutted
Yankee Doodle Road which will carry a high volume of industrial traffic and
it abuts the Eagandale Industrial Park directly on the northside of Yankee
Doodle Road. Therefore, some higher density would be a better use for buff-
ering the industrial district than providing single family lots in this lo-
cation.
Mr. Juster challenged the City's recommendation, and this challenge went all
the way to the Minnesota State Supreme Court. The Minnesota State Supreme
Court upheld the City of Eagan's position that the single family dwellings
should not be constructed at this location.

Presently, Tomark Development Co. has an option to purchase this property and
construct condominium apartment projects which would ultimately contain 432
dwelling units. This then is keeping with the City's intent to provide the
buffering between the industrial district to the north and residential areas
to the south.
SITE PLAN AND PLAT REVIEW
The overall project would consist of approximately 37 acres and contain 432
dwelling units. The applicant is proposing to phase the development over a
couple of years. At the present time, the applicant is only requesting ap-
proval on the first and second phase of the proposed project. The first and
second phase would contain approximately 10.6 acres and contain 2 buildings,
144 dwelling units.
The proposed structure would be a 3 -story brick building and would contain
72 dwelling units. Each of the buildings would be broken down with 6 -three
bedroom units, 57 two-bedroan units and 9- one - bedroom units for a total of
72 dwelling units per building.
The parking requirement for each building would be 180 parking spaces of which
72 would have to be covered parking, either garage or underground. The appli-
cant is proposing underground parking for each of the buildings. The site plan
shags approximately 20 parking spaces short of the 2.5 spaces per unit require-
ment. Therefore, the site plan should be revised to show the 180 parking spaces.
Phase one and phase two contain 16% and 13.50 lot coverage respectively. Ac-
cording to Ordinance 52, the lot size requirement for the proposed building
allowing density credits is 4.7 net acres per building. The applicant is
meeting this requirement.
In the Comprehensive Guide Plan, the City has shown an active part for this
neighborhood located Southeast of the Southeast corner of Carriage Hills Golf
Course. Therefore, the staff at this time is not proposing any active park
for this area. This item has not been reviewed by the Park Committee but
will be placed on the April 2, 1981 Park agenda.
The proposed development plan is showing two recreation areas for the develop-
ment. The recreation areas contain outdoor swimming pool and tennis courts
which would provide for the active needs for this development. The applicant
is also proposing that some recreational area be provided in the southeast
corner of the development. The area is proposed for additional ponding area
for the 100 -year storm. However, this ponding area would only be underwater
for a very short time. Therefore, the applicant is also providing some recrea-
tional facilities for the development within this area. Along with the recrea-
tional areas, sane tot lots provisions shall also be included. The overall
plan appears to be well designed and all setback requirements and lot coverages
are met for the overall concept. However, only the first two phases are being
proposed to be developed at this time. The remainder of the development will
be platted as an outlot and will reappear on the Planning Commission and Council
agendas when each phase develops. The overall circulation for the project is
good with a looped street connecting to Yankee Doodle Road and Lexington Avenue.

The preliminary plat, Tomark Addition, is presently being platted in two lots
and two outlots. Lot 1, Block 1 and Lot 1, Block 2 will be the location for
the proposed condominium buildings. Outlot A is proposed for a portion of the
looped street. The staff is recommending that Outlot A be dedicated as a
public street with the plat instead of Outlot A. If approved, the plat
should be subject to the following conditions:
1. Outlot A shall be changed to a public street dedication on the final
plat.
2. That the plat be subject to Dakota County Plat Commission's review and
comments because the plat abuts County roadways.
3. A homeowner's association by -laws be reviewed by the City prior to final
plat approval.
4. A detailed landscape plan be provided for Lot 1, Block 1 and Lot 1,
Block 2, Tomark Addition, and an adequate landscape bond shall be pro-
vided and not released until one year after the landscaping has been
completed.
5. 180 parking spaces shall be provided for each condominium building and
at least 72 of the 180 shall be underground parking. The parking area
shall have an asphalt surface and concrete curbing shall be provided
around the perimeter of the parking area. Each parking stall shall
contain 10' -wide parking spaces.
6. The plat shall be subject to the Park Committee's recommendation for
park dedication on this proposed development.
7. All easements shall be obtained by the City which are required for the
development.'

1. Sufficient additional right -of -way must be dedicated to provide for a
55' half right -of -way adjacent to Lexington Avenue (County Road 43)
and Yankee Doodle Road (County Road 28).
2. Drainage and ponding easements must be dedicated in the northwest cor-
ner of the plat (DP -10) to incorporate the 860.0 elevation. In addi-
tion, the drainage and ponding easement must be dedicated in the south-
east corner of the plat (DP -9) to incorporate the 864.0 elevation.
3. Outlot "A" must be dedicated as public right - of-way with the platting
of Blocks 1 and 2.
4. The internal street must be constructed to the south line of Block 1
as a part of the first phase development.
5. Necessary permits must be obtained from the County pertaining to any
grading within their right -of -way.
6. The revised grading plan must be submitted and approved pertaining to
the proposed slopes along the east property line of this plat together
with the required landscaping plan.
7. All outstanding area and lateral benefit assessments must be paid prior
to the final plat if not covered under an existing City project as a
pending assessment.

RE: PRELIMINARY PLAT - TOMARK ADDITION (TOMARK DEV.)
Public Works Department has the following comments to offer in consideration
of the above- referenced preliminary plat:
UTILITIES
Sanitary sewer of sufficient size and depth to handle this proposed devel-
opment is available along the southside of Yankee Doodle Road. Watermain
of sufficient size /pressure is available along the southside of Yankee Doodle
Road and the west side of Lexington Avenue. These facilities were installed
in 1971 under Project 58.
GRADING/DRAINAGE
Grading plan proposed is in conformance with City standards for street grades
and side slopes with the exception along the eastern boundary adjacent to
the golf course. Here the slopes are proposed to be 1.5:1. The grades should
be revised to provide for a minimum 2:1 slope with extensive landscape vege-
tation in place of the desired 3:1 slope. All grading is proposed to be con -
tained within the plat boundaries with the exception of minor grading within
County right -of -way. This will require a County Highway permit.
In the northwest corner of this proposed plat, the master comprehensive storm
sewer plan provides for a 15.4 acre/foot storage capacity pond (DP -10) with a
normal water level of 848.0 and a proposed high water (100 -year) elevation of
860.0. In its existing state, approximately 50% of this property drains to the
northwest with the other half draining to the southeast. The ultimate plan
provides for the ponding area in the southeast corner to drain to the northwest
and ultimately north of Yankee Doodle and west of Lexington Avenue. These two
ponding areas will have to be connected by way of an internal storm sewer sys-
tem based on their proposed grading and development plan. This connection will
be required with the second phase development of Outlot B, or when development
occurs of the land south Of this proposed plat. The City is presently studying
the needs of the storm sewer outlet from O'Leary Lake, which is located south-
west of this proposed development. This O'Leary Lake Outlet (Project 322) will
require drainage through this plat to the northwest corner into the proposed
ponding area (DP -10). Although this pond in the northwest corner (DP -10) does
not presently have a positive storm sewer outlet, it has sufficient capacity
to handle the proposed first phase (Block 1 and Block 2).
STREETS
This development provides for an internal looped street providing access to
County Road 43 (Lexingtn Avenue) and County Road 28 (Yankee Doodle Road).
These proposed intersections are located an adequate distance from the County
Road 28/43 intersection. Th grade of this internal looped street is
well within the requirement of the City. Its northerly portion of this in-
ternal street to the south line of Block 1 will have to be constructed as a

part of the first phase development. A temporary cul- de-sac will not be re-
quired due to the availability of the parking lot driveway providing for the
necessary "hammerhead" turnaround for maintenance vehicles. The continuation
of this street must be constructed with any subsequent phasing.
EASEMENTS /ROW
Additional right -of -way will have to be dedicated along Yankee Doodle Road
(County Road 28) and Lexington Avenue (County Road 23) to provide for a min-
imum 55' half right-of-way. A 60' public right - of-way for the internal
street will have to be dedicated in conjunction with the phase development.
Therefore, Outlot A should be dedicated as public right-of-way to provide
for the required street construction with the first phase.
A ponding easement must be dedicated in the northwest corner of this plat to
provide for the necessary 15.4 acre -feet of storage capacity which will in-
corporate the 860.0 elevation contour (DP -10). In addition, the ponding
easement will have to be dedicated in the southeast corner of this plat to
incorporate the 864.0 elevation contour (DP -9).
All other common and required drainage and utility easements should be dedi-
cated.
ASSESSMENTS
This parcel has received its sanitary sewer and water trunk area assessments
under Project 58 in 1972. It is still responsible for its trunk storm sewer
area assessment which will be required either with the final plat or under
Project 322, whichever occurs first. Lateral benefit from trunk watermain
along Yankee Doodle and Lexington Avenue together with lateral benefit from
trunk sanitary sewer along Yankee Doodle Road only will be required as a
condition of the final plat, or in conjunction with a future City project
if s6 petitioned for by the developer prior to final plat.

RE: SOUTH DELAWARE HILLS: REVIEW OF PARK DEDICATION
April 1981
Background: This item is appearing on the agenda at the request of the Eagan
City Council.
On March 17th the Council reviewed a request for a change in the P.D. for
South Delaware Hills. One of the issues which was brought before the Council
by residents opposing the P.U.D. change was their concern that sufficient
active park space was not available. Residents also questioned soil suit-
ability; and that much of the proposed area reserved for active, athletic
use would be "under water" due to its close relationship to the water pond
and its current high water elevation.
The Director of Parks and Recreation has done a preliminary review of the
concerns expressed and has found data which indicates that the soil is
suitable. Further, the original P.D. call for the developer to do grading
in the active park area. This grading would increase the park elevation
to a point well above the N.O.H.W. established for the pond.
The single park issue remaining is the amount of active /athletic space in
the park dedication.
Because of the expressed concerns of the residents, the Council has requested
that the Advisory Committee review the park dedication in South Delaware Hills.
Action Requested: That the sub - committee meet to review the park dedication
in its entirety, and to make a determination /recommendation on the amount of
active space that might be required in the P.D.

RE: SURVEY OF BIKE TRAILS
TITLE: SURVEY OF BIKE TRAIL USAGE IN THE CITY OF EAGAN -PHASE I
April 1981
PURPOSE: This is Phase I of a two -phase survey. The purpose of this survey is to
determine the amount of, type of, and reasons for usage on the major bike
trail extending from Nicols Road to Lexington Avenue, and including the
Pilot Knob Road section and Berry Ridge Road. The reason this site has
been chosen is due to the extent of the system, as compared to the much
shorter trails in the City of Eagan.
In addition to determining numbers, this survey will also serve as an
insight as to the users' opinion of the present trail and the system's
future, whether users' bikes are registered, if illegal modes of trans-
portation are being used, and what types of users are on the trail in
terms of age, single or in groups, joggers, bikers, hikers, or other.
It is the department's hunch one will be able to find consistency as to
why people use the trails and what neighborhoods most frequently use them.
Phase II of this survey, on the other hand, will focus on what neighbor-
hoods in the City of Eagan are not using the trails and why those people
are not using them.
The department feels a survey of the type proposed is very timely, as the
data gathered can be used for many purposes. One of the strong points
about this survey is that it is designed to be used in the future on a
recurring basis. This is very instrumental in monitoring user trends;
whether the trails are continually being more heavily used as the trails
system expands.
Another use for this survey is that the department will obtain some insight
as to whether or not users will support the continued expansion of the City
wide trail system by participating at public meetings and /or special trail
campaigns.
Finally, this survey should provide the department with a substantial
information base to support the continued funding of the bike trails
system.
DEFINITION: For the purpose of this study, Bike Trail will be defined as those routes
specifically designed for use by bicyclists, but also including joggers/
hikers.
NULL HYPOTHESIS: There is no difference in the number of cyclists using the bike trails at
a given time; and there is no difference in the objectives and opinions
of those persons using the bike trails.

SOURCES OF DATA: The department has selected two modes of data gathering:

METHOD:
STEP I
STEP II
To carry out this portion of the survey, traffic counters will be placed
at strategic locations along the said bike trails. Locations situated
at points along the interior of the trails will be chosen to insure
coverage. A number of days and times of day will be selected to achieve
a cross - section of a weekly breakdown. This will be used to determine
peak usage in terms of the above criteria.
Once the peak user periods are determined by the traffic counts, a
survey team will be stationed along the trails to gather further data.
This will be carried out in an interview form. Types of information
to be gathered include:

The department would like to encourage the advisory committee to
thoroughly review the bike trails survey proposal. The staff hopes

RE: PLAYGROUND EQUIPMENT DONATION

The Parks and Recreation staff recently received a call from the Meadowlark
Ridge Apartment complex on Meadowlark Lane regarding their willingness to
donate some wooden playground equipment currently on their property. The
Director and Parks Foreman have made an on site inspection of this playground
equipment and deemed it to be of some use to the Parks and Recreation
Department. The equipment consists of two slides, vertical ladder and swing
series. In addition, there is a small merry -go -round included as part of the
playground equipment.
Because the equipment still has between 7 and 8 years of useable life remain-
ing in it, the City staff has accepted the donation. City forces will be
utilized to remove the equipment which will require approximately two days
to accomplish. The equipment will be stored at the park office until such
time that crews are able to reinstall it at a park location. Staff is
currently reviewing possible locations for the installation of this equipment
and will be able to make a recommendation at the April 2 Advisory Parks and
Recreation Committee meeting. At issue will be the park location for the
equipment to be reinstalled, and a recommendation to the Advisory Committee
that the City expend an additional $700 to $900 for additional lumber, timbers,
stain, sand, etc., to facilitate the reinstallation of equipment.
Action to be Considered: To either approve or disapprove the relocation of the
playground equipment at a park location and to recommend additional expendi-
tures to facilitate this reinstallation of equipment.
