ROLL CALL AND ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the March 9, 2010 Airport Relations Commission meeting are enclosed on pages y - through G2 . These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future meeting agenda. IV. PRESENTATIONS A. Metropolitan Airports Commission Environment Update — The ARC adopted a 2009- 2010 Work Plan, which called for a discussion regarding the MAC's approach to environmental issues at MSP Airport. John Ostrom, who is the Manager of Airside Operations, will be present at the April ARC meeting to discuss how the MAC addresses the issues of wildlife management and migratory waterfowl at MSP Airport. Roy Fuhrmann, MAC Director of Environment, is unable to attend the April meeting, but stated his desire to meet with the Commission at a future date if the ARC would like additional information about MAC's extensive environmental efforts. V. OLD BUSINESS A. Communications Update — It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City's local access cable channels. The Commission is welcome at this time to make additional suggestions for communication initiatives regarding airport issues. B. MAC Monthly Reports — Eagan/Mendota Heights Corridor Analysis/Technical Advisory Report /17 -35 Departure Analysis Report — Enclosed on pages throujh b is the February 2010 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages )3 through r' is the February 2010 Technical Advisory Report. Enclosed on pages S� through is the February 2010 Runway 17 Departure Analysis Report. The February reports were the most current reports available on the MAC website at the time of packet preparation. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. C. 2009 MSP Annual Noise Contour Report — Per the consent decree that resulted from the airport noise settlement in 2007, the MAC is required to develop and make available to the general public a noise contour report by March 1 of each year. The ARC reviewed the March 2009 contour report at the March 9 Commission meeting. A summary of the report was presented to the Noise Oversight Committee on March 17. Enclosed on pages through Sate are the Power Point slides that Chad Leqve, MAC Manager of the Aviation Noise and llite Program, presented to the NOC. In response to the questions raised at the March meeting pertaining to the reduction in charter operations, Mr. Leqve informed the NOC that the significant reduction was a direct result of the closing of Champion Air, as well as reduced operations by Sun Country Airlines. VI. NEW BUSINESS A. MSP Nighttime Operations Assessment — Enclosed on pages through - is a summary of the nighttime operations at MSP, which was presented to the NOC at their March 17 meeting. No action is required; rather, this update is for the Commission's review and discussion. VII. STAFF / COMMISSIONER REPORT Follow U Communication regarding Aviation Accident Data — Enclosed on pages D through 51 1 is an e -mail from Support Services Manager, Jeremy Klein. Mr. Klein addresses emergency management issues for the City and thought the Commission would appreciate seeing data from the National Transportation Safety Board (NTSB) and the Federal Aviation Administration (FAA) pertaining to aviation accidents. B. 2010 -2011 Advisory Commission Applications —The deadline to submit applications to serve on an advisory commission has been extended to Wednesday, April 14. Applications are available online at www.cityofeagan.com. VIII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. IX. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. jr)Iriti -k I Assistant to City Administrator 3 MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MARCH 9, 2010 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, March 9, 2010 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Dan Johnson, Luke Olson, Chad Stambaugh, Chuck Thorkildson and Carol Whisnant. Absent was James Casper. Also present was Assistant to the City Administrator Miller. AGENDA Thorkildson suggested moving New Business item A, Emergency Management Presentation, after Visitors to be Heard. Aljets made a motion to approve the agenda as modified. Whisnant seconded the motion. All members voted in favor. APPROVAL OF MINUTES Beseke made a motion to approve the minutes of the February 9, 2010 regular meeting of the Eagan Airport Relations Commission. Whisnant seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. EMERGENCY MANAGEMENT PRESENTATION Miller introduced the item stating that Tim Anderson, Deputy Executive Director of the MAC, Police Chief Jim McDonald, Fire Chief Mike Scott and Police Support Service Manager Jeremy Klein are present to talk about emergency preparedness in the event of an aviation disaster or incident at MSP Airport. Tim Anderson, Executive Director of MAC, spoke to the Commission regarding the MAC's approach to emergency management and stated they have mutual aid agreements with neighboring communities and agencies are in place in the event of a disaster or incident at MSP. Eagan Police Support Service Manager Klein and the Commission discussed plans that are in place for emergency incidents. The Commission also discussed the infrequent need for fuel dumping, as well as Eagan's upgraded 800MHZ communication system. Fire Chief Scott and Police Chief McDonald gave background on training scenarios and their work with the Transportation Security Administrator (TSA) and answered questions raised by the Commission. 4 Eagan Airport Relations Commission March 9, 2010 Page 2 of 3 COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their communication initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. Miller stated the local cable channel continues to show the taping of the ARC Town Hall meeting held on January 12, 2010 at the Cedar School in Eagan. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed January 2010 Eagan/Mendota Heights Corridor Analysis Report, the January 2010 Technical Advisory Report and the January 2010 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Thorkildson stated the corridor figures were back to more typical levels in January, as compared to December 2009, and it was noted that the number of complaints were down. COMMENTS TO MAC LONG TERM COMPREHENSIVE PLAN Miller introduced the item stating on February 16, 2010, the City Council approved correspondence that was sent to the Metropolitan Airports Commission with comments and recommendations from the City of Eagan regarding the proposed MAC Long Term Comprehensive Plan. She further stated the Council added one comment to the correspondence stating that homes being added to the 60 -64 DNL contours receive, at minimum, the same level of noise mitigation as those homes that received mitigation under the 2007 legal settlement. 2009 MSP ANNUAL NOISE CONTOUR REPORT Miller introduced the item stating per the consent decree resulting from the airport noise settlement in 2007, MAC is required to develop a public noise contour report by March 1 of each year. Miller stated this report will be presented to the Noise Oversight Committee on March 17. Chair Thorkildson commented on the contours decreasing in size. Aljets referred to a table in the report regarding 2007 forecasted operations versus 2009 actual operations at MSP and noted a large decrease in the actual Charter operations from the forecasted operations. 2010 -2011 AIRPORT RELATIONS COMMISSION MEETING SCHEDULE Miller introduced the item noting on February 9, 2010, the Eagan City Council approved a new Energy and Environment Advisory Commission, which will be staffed by Assistant to the City Administrator Miller and, in a effort to balance workloads, the City Council made the decision for the ARC to meet on a bimonthly basis when the Commission appointments are made in early May. Eagan Airport Relations Commission March 9, 2010 Page 3 of 3 Miller stated the ARC will meet April, May, July, September and November; however, because of time sensitive issues, the ARC may call a special meeting if needed. Miller also noted the Energy and Environment Advisory Commission will meet on the even months. Miller reminded the Commission that application are due on Wednesday, March 31 and are available online at www.cityofeagan.com . Miller stated appointments will be made by the City Council at their first meeting in May. If the issue comes up again here is what I've been able to find on the subject. NTSB & FAA both claim that the other has better data, but I thought both had some relevant pieces of information. Excerpt below from: Annual Review of Aircraft Accident Data Annual Review of U.S. General Aviation Accident Data 2005 (2005 is the most current report available on their site) Airport Involvement Aircraft accident locations were closely split between those occurring on airport property (42 %) and those occurring away from an airport (47 %). (The remaining 11% are unknown.) Comparing accident risk based on location is difficult because of the exposure differences between types of operations and types of aircraft. .NTSB Annual Review of U.S. General Aviation Accident Data Accident Aircraft Phase of Flight During First Occurrence, 2005 Standinu /Taxi/Other Takeoff Climb Cruise Descent ManeuverrMover Approach G*Around L 4.0% 18.7% 3.2% 15.2% 3.0% 12.3% 10.9% 2.1% ,663 accident aircraft with phase of flight dat As shown above, about half of all general aviation accidents (49.4 %) occurred during either takeoff or landing, despite the relatively short duration of these phases compared to the entire profile of a normal flight. This high number of accidents reflects the increased workload during takeoff and landing when the flight crew must control the aircraft, change altitude and speed, communicate with air traffic control (ATC) and /or other aircraft, and maintain separation from obstacles and other aircraft. Aircraft systems are also stressed during takeoff and landing with changes to engine power settings, the possible operation of retractable landing gear, flaps, slats, and spoilers, and changes in cabin pressurization. In addition, while the aircraft is at low altitude, it is also most susceptible to hazards caused by wind and weather conditions. (The annual US Air Carrier report did not provide similar data in a similar format) The figure below shows the percentage of overrun and undershoot at various distances. I'm not sure where the exact runway end is measured but if you go by the extreme end of improved surface, the river bottom area is about 600 — 700 feet.
