I am writing this letter to express both my owri concern and
as the Vice President of Coachman Highlands, representing the
board of directors, and the individual homeowners, of our 75
unit assocation.
In the last 3 yeare we have witnessed a general degradation
and decline of our neighborhood. The area I'm refering to
can be described as between Coachman Road, Yankee Doodle, and
Highway 13. The main culprit to tha decline of this area
oan be attributed to the high density and low quality of
apartment buiidings and apartment/townehome buildings that
have existed prior to three years ago, and built recently.
Take a drive through the area and you will know what I mean:
cars are parked everywhere, buildings are deteriorating and
traffic gets worse daily. Is this the kind of Eagan you want
to see?
As homeowners we are very distressed i.hat our home values
are in otrviouse jeopardy hecause of the high density, low
quality and deteriorating apartment buildings that surround
us.
We recommend the followinq two proposals to help ameliorate
the condition in our neighborhood.
First and foremost do not allow yet another apartment complex
to be built in the area. Specifically, I'm referring to the
30-50 acres of undeveloped land 6etween Coachman Road and
Sperry part. Townhomes or detached homes developed in this
area (as we were assured by the developer 3 years ago, as
well as the land South of Coachman Highlands which turned
into apartments!) would greatly enhance the quality of the
area. Another apartment complex built there would completely
surround Coachroan Highlands with apartment complexes, a
situation that would guarantee the worst neighborhaod in
Eagan, as well as the almost certain lose of home equity for
the residents of Coachman Highlands and Four Oaks. Please
don't let this happen.

Second, and of Iess importance, but a significance to the
area is to strictly limit car parking along public roads in
the area. Currently, one area is the worse: Letretre (sp?)
avenue that runs Eaet/West along the South side of Coachman
Highland development. Along this road cars are usually
parked, stored, or whatever ajoining the apartments in the
area. That particular townhome/apartment complex should pro-
vide for sufficient on-site parking and city streets should
not become a parking lot as the current situation. As it
now is, the road already narrow is usually jamed with kids
playing, parked cars, and heavy traffic during peak hours.
There is no reason for this, it blights the neighborhood and
creates a safety hazard for children living in the area. We
propose that the winter parking restriction the currently ex-
ist be extended to a general no parking between 2am and 6am.
Again, I wish to reiterate our great concern and worry.
Eagan is a fine albeit fast growing-area, let's let develop-
ment destroy this neighborhood.
