City of Eagan MeMo TO: THE EAGAN AIRPORT RELATIONS COMMISSION FROM: DIANNE MILLER, ASSISTANT TO CITY ADMINISTRATOR DATE: JUNE 30, 2010 SUBJECT: AIRPORT RELATIONS COMMISSION MEETING / TUESDAY, JULY 13, 2010 The Eagan Airport Relations Commission will meet on Tuesday, July 13, 2010 at 7:00 p.m. in the Eagan City Council Chambers. In order that there is a quorum present, please contact Mary O'Brien at 651- 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES Tje minutes of the May 11, 2010 Airport Relations Commission meeting are enclosed on pages (� through IP . These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future meeting agenda. Per the request of the Commission, members of the newly created Energy and Environment Advisory Commission (EEAC) were invited to the July 13 ARC meeting to hear the discussion between the ARC and the Metropolitan Airports Commission Director of Environment regarding environmental efforts at MSP Airport. Should it be the desire of the Commission, members of the EEAC could briefly introduce themselves under Visitors to be Heard. IV. PRESENTATIONS A. Presentation by Roy Fuhrmann, Director of Environment for the Metropolitan Airports Commission — In accordance with the ARC's proposed 2010 -2011 work plan, Roy Fuhrmann, MAC Director of Environment, has been invited to provide an overview of the services that the MAC provides in the area of environmental management. Mr. Fuhrmann's presentation will build upon the presentation regarding wildlife management and migratory waterfowl that was provided to the ARC in April of 2010. Per the request of the ARC, members of the Energy and Environment Advisory Commission were also invited to hear Mr. Fuhrmann's presentation. V. OLD BUSINESS A. Communications Update — It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City's local access cable channels. The Commission is welcome at this time to make additional suggestions for communication initiatives regarding airport issues. B. MAC Monthly Reports — Eagan/Mendota Heights Corridor Analysis/Technical Advisory Report /17 -35 Departure Analysis Report — Enclosed on pages '1 through /a is the May 2010 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages 1. through aa. is the May 2010 Technical Advisory Report. Enclosed on pagesS3 through is the May 2010 Runway 17 Departure Analysis Report. The May reports were the most current reports available on the MAC website at the time of packet preparation. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. Per the request of the Commission at the May 11 meeting, the Noise staff of the Metropolitan Airports Commission was contacted to inquire as to whether a map could be produced showing the locations of the complainants' homes. Enclosed on page Cs a map produced by the MAC showing a single "dot" on each home that issued a noise complaint. The addresses of the complainants are considered private data, and thus the MAC could not release them. C. Metropolitan Council's Response to the MSP Long Term Comprehensive Plan — Enclosed on pages (DI through is a letter to the City of Eagan from Bert McKasy, MAC Commissioner representing the City of Eagan. The letter is in response to the City of Eagan's requests pe aining to the roposed MSP Long Term Comprehensive Plan (LTCP). Enclosed on pages through is action the Metropolitan Council took with regard to the LTCP. In summary, the MAC wil be required to update their LTCP every five years (next update required by 2015), initiate a capacity study two years in advance of when MSP is expected to have 540,000 annual operations, and initiate an FAA Part 150 Study update (which includes a comprehensive noise analysis) in consultation with the Noise Oversight Committee when the forecast level of operations five years into the future exceeds the levels mitigated in the consent decree (582,366 annual operations). The long -term comprehensive plan will now go back to the MAC for formal consideration, which will include the required conditions specified by the Met Council. D. RNAV Update — As a follow -up to the Area N vi ation (RNAV) update that was provided at the May ARC meeting, enclosed on pages (05 through ta is a letter sent by the Noise Oversight Committee to the FAA requesting the FAA's expedited review and approval of a the Runways 12L, 12R and 17 RNAV departure procedures. Per the request of the MAC, cities are asked to wait before sending any additional letters with regard to the expediting of the review process. VI. NEW BUSINESS A. Next Generation Conference — ARC member Dan Johnson recently had the opportunity to attend a Next Generation Conference in Washington D.C. Commissioner Johnson is prepared to provide a brief update to the Commission on information obtained at the conference. VII. STAFF / COMMISSIONER REPORT r� A. MSP Noise News — Enclosed on pages l through 70 is the summer 2010 edition of MSP Noise News. B. July 27, 2010 City Council Workshop — As a reminder, a joint meeting of the Eagan City Council and Eagan Airport Relations Commission is scheduled for July 27, 2010 at approximately 6:00 p.m. in the Eagan Room at Eagan City Hall. The purpose of the joint meeting is to review the ARC's proposed 2010 -2011 work plan, which is enclosed on pages ei I through . C. Follow -up Communication from Fire Chief Scott — Chief Scott has informed staff that an evening water rescue drill will occur in the month of August along the Minnesota River. The specific date of the drill has not been determined; however, the exercise will take place on an evening from approximately 8:00 to 11:00 p.m. Chief Scott noted that no "victims" will be included in this exercise; however, ARC members are welcome to observe the exercise if they so choose. ARC members will be notified of the specific exercise date once it has been selected. VIII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. IX. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. Assistant to the City Administrator 3 MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MAY 11, 2010 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 11, 2010 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Dan Johnson, Luke Olson, Chad Stambaugh, Chuck Thorkildson and Carol Whisnant. Also present was Assistant to the City Administrator Miller. AGENDA Johnson made a motion to approve the agenda as presented. Aljets seconded the motion. All members voted in favor. ORGANIZATIONAL BUSINESS Miller introduced the item, stating on May 4, 2010 the City Council reappointed three members for 2 -year terms: Carol Whisnant, Chad Stambaugh and Luke Johnson. Miller noted it was the City Council's decision to leave the alternate position vacant at this time. Miller invited the Commission to make nominations to elect a Chair to the Eagan Airport Relations. Aljets made a motion to nominate Thorkildson to serve as Chair of the Eagan Airport Relations Commission. Stambaugh seconded the motion. All members voted in favor of Thorkildson as the Chair of the ARC. Thorkildson opened the floor for nominations to elect a Vice Chair to the Eagan Airport Relations Commission. Aljets made a motion to nominate Beseke to serve as Vice Chair of the Eagan Airport Relations Commission. Thorkildson seconded the motion. All members voted in favor of Beseke as Vice Chair of the ARC. Whisnant made a motion to approve the minutes of the April 13, 2010 regular meeting of the Eagan Airport Relations Commission. Johnson seconded the motion. All members voted in favor. There were no visitors to be heard. APPROVAL OF MINUTES VISITORS TO BE HEARD Eagan Airport Relations Commission May 11, 2010 Page 2 of 3 COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their communication initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed March 2010 Eagan/Mendota Heights Corridor Analysis Report, the March 2010 Technical Advisory Report and the March 2010 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Miller stated per the request of the Commission at the April meeting, staff from the MAC Noise Office have prepared a summary of fleet mix by month over the past year and a monthly grid analysis for Runway 17 departures over the past year, noting there has been noticeable increases from February to March of this year. Thorkildson noted the corridor compliance report was at 93.7 percent, which is up from February. The Commission discussed increases on the grid analysis report for departures off Runway 17 and the MSP Complaints by City Report. MAC RESPONSE TO CITY COMMENTS ON THE LONG TERM COMPREHENSIVE PLAN Miller introduced the item noting comments written by communities around MSP that were submitted in response to the proposed MSP Long Term Comprehensive Plan and the responses from MAC Staff Miller stated the Long Term Comprehensive Plan will be reviewed by the Metropolitan Council and then presented to the MAC Commission later this spring for formal consideration. RNAV UPDATE Miller introduced the item stating at the request of the Commission for an update on the progress of the RNAV procedures, both RNAV procedures (Runway 17/35 River Departure procedure and the Crossing in the Corridor procedure) have been submitted to the FAA for review. Miller noted that the FAA has stated they are planning for an 18 month review timeline; which the NOC, MAC and neighboring communities around the airport will be requesting an expedited review process. Aljets made a motion to send a letter of support from the Eagan City Council requesting an expedited review process of the RNAV procedures at such time as the MAC requests such letters from the communities. Beseke seconded the motion. All members voted in favor. s-- Eagan Airport Relations Commission May 11, 2010 Page 3 of 3 FOLLOW UP COMMUNICATION FROM FIRE CHIEF SCOTT Miller noted that per the discussion in March with Fire Chief Scott regarding emergency management, a description of the most recent water rescue table top training exercise that was held on February 17, 2010 was enclosed for Commission review. The Commission discussed the table top exercise. ROUNDTABLE Miller stated, following adjournment of the meeting, the Commission will hold their annual goal setting workshop. ADJOURNMENT Upon motion by Beseke, seconded by Aljets, the meeting adjourned at 7:25 p.m. All members voted in favor. The Commission then reconvened in a workshop to formulate their recommended 2010 -2011 ARC Work Plan. The results of this study should be incorporated into the first subsequent LTCP Update. 10) MAC shall continue to work with all appropriate agencies to implement the Interstate 494/34 Avenue, Trunk Highway 5/Glumack Drive and Trunk Highway 5/Post Roadinter+change modifications included in the 2030 Concept elan, including preliminary environmental scoping and analysis. These highway modifications are not currently included in the region's fiscally - constrained 2030 highway plan. 11) The LTCP needs to acknowledge that storm water from MSP detention ponds discharges to the reaches of the Minnesota and Mississippi Rivers that are identified as water - quality impaired for a number of pollutants and stressors. 12) The LTCP should include a general discussion of financial assumptions and funding mechanisms available to implement the proposed development. In 1996 the Long Term Comprehensive Plan (LTCP) for Minneapolis -St Paul International Airport (MSP) was approved as part of the Major Airport Dual -Track planning process. The Metropolitan Airport Commission (MAC) has prepared a LTCP update that replaces the 2010 Plan and 2020 Concept Plan prepared in 1996, and moves the planning horizon to 2030. On April 19, 2010, the MAC directed its staff to submit this update to the Council for its review and comments, after which MAC will adopt its final LTCP. The MSP LTCP executive summary is attached at the end of TAB Action Transmittal No. 2010 -34; the full plan can be viewed at http: / /www. mspairport.com/ about- mso/lona- term - comp- plan.asox. The preferred development alternative for MSP retains its current runway configuration while adding passenger gates, vehicle parking and improved ground access. MSP retains its system role as a Major hub - airport facility, which is consistent with the 2030 Transportation Policy Plan (TPP). LTCP forecasts indicate a 73% increase in passengers and a 40% increase in operations by 2030. Rationale Under MS 473.611 and MS 473.165, the Council reviews the individual LTCP for each airport owned and operated by the MAC for consistency with the Council's metropolitan development guide. Under current TPP policy, airport LTCP's are to be updated every 10 years. LTCP's are used as basic input to the Council's update of the regional aviation system plan and referral reviews including community comprehensive plans. Funding This action involves no funding considerations for the Council. Known Support / Opposition • Preparation of the LTCP by MAC included a public involvement process. Airport users generally support the preferred concept. However, several MSP -area communities indicated to MAC, and also through the TAC/TAB review process, that they are concerned about continuing noise impacts and mitigation. The attached TAB action transmittal includes the comments received by MAC during the January 20 to February 19, 2010 comment period, MAC's responses to the comments received and the TAB recommendation to the Council. At Minneapolis /St. Paul International Airport (MSP) this effort has been initialized by the MSP Noise Oversight Committee (NOC). The NOC is comprised of elected community officials and airport user representatives who advise the Metropolitan Airports Commission (MAC) on noise - related issues. In 2008 the NOC began the process of reviewing possible aircraft procedures at MSP that could reduce noise impacts. As part of these discussions, consideration was given to the utilization of Area Navigation (RNAV) terminal procedures as a means of improving compliance with existing noise procedures and paving the way for future use of Required Navigation Performance (RNP) to further enhance both environmental and operational improvements for the community and the operators at MSP. This initiative has been a model for cooperative efforts on behalf of all stakeholders. Extensive cooperation from Delta Air Lines (and, previously, Northwest) and its regional airline partners, local Federal Aviation Administration (FAA) tower personnel (namely, Mr. Carl Rydeen), and the communities located around the airport resulted in the development of three RNAV departure procedures. The GWAIT RNAV departure procedure for Runways 12L and 12R and the HSTIN and Worthington RNAV departure procedures for Runway 17 have been submitted by the MSP Tower for the FAA's review and final approval. As you are probably aware, it is very rare to have an operational initiative at a major airport that has significant support from all stakeholders. This effort is all the more unique given the support already expressed by the local FAA, airlines and cities. Both the NOC and the MAC have taken action endorsing policy statements in support of the development and implementation of these RNAV procedures at MSP. More recently, at the May 26, 2010 MSP NOC meeting, the Committee took unanimous action to send this letter to the FAA. In closing, given the unique circumstances surrounding the Runways 12L, 12R and 17 RNAV departure procedures, the MSP NOC requests the FAA's expedited review and approval of the procedures. But core system upgrades are making this renowned system even better. WHY IS AN UPGRADE NECESSARY? Currently flight tracking information is supplied by the ASR -9 radar at the 1\Iinneapolis- St. Paul International Airport and Federal Aviation Administration (FAA) Air 'Traffic Control technology and personnel. Use of this existing system means the NIAC is dependent upon technology that it neither owns nor operates, placing limits on the amount of data MAC receives. (The MAC could be missing up to 2 percent of data due to data unavailability.) Agreements with the FAA also place restrictions on how the data can be used. (p7 WHAT ARE THE CORE IMPROVEMENTS? The upgraded system uses multilateration (vI T) technology and a network of eight sensors, rather than a single radar source (ASR -9), to collect aircraft operations data . This will significantly reduce the amount of missing data. The data will be transmitted directly to the MAC rather than funneled through the FAA, which eliminates the FAA screening process and data -use restrictions, as well as reduces the delay in information availability. The public will have access to the MLAT flight track data by the end of June with only a one -day delay rather than the current 4- to 7 -day delay. Later this year the MAC plans to release a Real -tithe Flight Tracker tool using the new system that will offer information about a flight within 10 minutes. Multilateration (MLAT) System Installation and Real -time Flight Tracker Development Update MAC staff provided NOC members with a status report regarding the N11,AT system installation and development of a Real -time Hight Tracker program (see page 1). Q. Why is there a delay in the availability of flight track information? A. The Metropolitan Airports Commission (MAC) currently receives its flight track data from the Federal Aviation Administration (FAA). The data is collected through the FAA's ASR -9 radar, located on the field at Minneapolis -St. Paul International Airport. The data is then "aged" 72 hours and screened for security purposes before being released to the MAC. Once received, the data it is processed and posted to the MAC Noise Program website (www.macnoise.com /maps) resulting in a delay of anywhere between 4 and 7 days from the day of an actual flight. The good news is MAC has been testing a new data collection system that will make flight track information available much sooner (see page 1.) While still in the testing phase, the MAC's newly - installed multilateration system is currently collecting flight track data independent from the FAA's radar. When fully implemented, flight track information will be available with only a one -day delay. Next NOC Meeting The next MISP NOC meeting is scheduled for July 21, 2010 at 1 :30 p.m. at the Metropolitan Airports Commission General Offices. • Volume 9, Issue 2 Page 3 Optimizing Aircraft Landing Procedures at MSP Airport For several months now the Metropolitan Airports Commission (MAC), in partnership with the Federal Aviation Administration (FAA) and Delta Air Lines, has been exploring the feasibility of designing aircraft landing procedures for the Minneapolis - St. Paul International Airport (MSP) that employ non - typical methods for descending to an airport. Typically when aircraft land at NISP they follow long - established procedures that provide pilots with guidance about aircraft heading and altitudes. These FAA- designed procedures direct pilots to begin their descent several miles from the airport and then "step" their way down to the airport runway. A type of non - traditional landing procedure is called the Optimized Profile Descent (OPD) (previously referred to as a Continuous Descent Approach). An OPD arrival procedure at NISP could be designed to keep arriving aircraft at higher altitudes longer until a continuous and gradual constant -angle descent is possible. Keeping aircraft higher for longer and eliminating the "step down" approach is likely to result in a noticeable noise reduction in areas located under arrival paths 7 to 10 miles from ;'LISP. Other environmental benefits include reduced engine emissions and lower fuel consumption. Fuel savings per aircraft utilizing an OPD arrival procedure could be as much as 500 pounds per flight. At its May 26, 2010 meeting, the MSP Noise Oversight Committee (NOC) reviewed preliminary information about a test OPD procedure for Runway 35 (aircraft arriving from the south over parts of Apple Valley, Burnsville, Bloomington and Eagan). The test procedure will overlay the existing arrival path . NOC members will receive status updates as the process and coordination with FAA and Delta Air Lines continues.
