ITEM XII: Adjournment ï JULY 2010 DEPARTMENT HAPPENINGS STRENGTHEN COMMUNITY IMAGE AND SENSE OF PLACE th The Grand Opening of the 4 season of Market Fest was enjoyed by over 2,700 attendees, our most thth attended grand opening to date. Upcoming Theme Night dates are: July 14 – Family Night, July 28 th – 150 Celebration Night & Volunteer Appreciation and August 4 – Health & Wellness Night featuring free community health screenings. Progress continues on the new Festival Grounds Pavilion, most of the framing is complete and the roof is being is being installed…..there were delays in the delivery of some material but a late August opening is still possible. Most of the administrative work has now been completed for the construction of the Eagan Service Memorial in Central Park near the new pavilion. The project is being funded with State Bonding proceeds. The Eagan Legion and Lioness are providing assistance. Completion is expected in September. A number of parking lots within parks are being seal-coated (pea gravel on oil), the process helps preserve the integrity of the surface. There will be loose gravel and no lines for a week or two. The Eagan Art Festival was held on June 26 and 27. Total attendance was over 6,000 people. There were 95 artists. 425 children made Grant Wood inspired puppet stages and 500 people watch artist demonstrations including pottery, weaving, painting, music and traditional Hmong arts. The Art House took an informal survey and discovered that 84% of art activity tent attendees were from Dakota County. SUPPORT ECONOMIC DEVELOPMENT The Civic Arena is getting ready to host tournaments the last two weekends in July and first weekend in August. rdth and 24. The ECC will be home to the Land O Lakes Antique Postcard Show July 23 Progress continues, albeit slowly, on the installation of a data transmission tower in Northview Park. As part of the ground space lease with the service provider, lights would be installed on 3 of the existing NV tennis courts. PROMOTE HEALTH AND WELLNESS thth Registration for Fall Softball began June 28 for returning teams and July 6 for new teams. Capacity is 80 teams for fall. Informational packets for fall basketball, flag football and volleyball were sent via email the beginning of July with registration taking place in late July-early August. Leagues will start in early September for flag football and mid-September for basketball and volleyball. thth Summer Ice Skating lessons begin on July 19. Registration closes on July 15 and we currently have 110 enrolled. The 2010 Summer Figure Skating camp that will be held on August 2-5. 125 people took advantage of the 90 days for $90 summer fitness pass at the ECC As part of the fitness equipment replacement plan, the ECC will be replacing free weight equipment with installation to take place during the annual shut-down week. Requests for proposals are out to vendors for the new playgrounds at Trapp Farm Park. Some of the existing equipment will be refurbished and reused, much of the existing decking and boardwalks will be upgraded. PROTECT ENVIRONMENTAL RESOURCES The Geo thermal project at Arena is in final stages of completion. î While the focus has been on Emerald Ash Borer, let’s not forget Dutch Elm…. Staff have removed 50 infected trees from parks. EAB seems to be in a holding pattern in the metro area, whether the disease is waning or it’s just the calm before the storm is still unknown. FACILITATE COMMUNITY CONNECTIONS Cascade Bay is now offering a 10-visit punch card for season pass holders. This provides for a low- cost opportunity for pass holders to bring friends or visiting family members. PROVIDE RECREATION EXPERIENCES st 21 youth registered for Adapted Bowling which began on July 21and runs for 6 weeks at Cedarvale Lanes. The Eagan Art House registrations for summer 2010 are up 5% over 2009. GENERAL ANNOUNCEMENTS “The ship” is up an operation at Cascade Bay! í To: Juli Johnson, Director of Parks & Recreation From: Pamela Dudziak, Planner Date: July 14, 2010 rdth Subject: Nicols Ridge 3 and 4 Additions (Lennar) PROPOSAL Planned Development Amendment The applicant proposes a for a modified Site Plan consists of 59 townhome units upon 6.8 acres. This proposed amendment changes the type and reduces the number of dwelling units on the subject site. Nicols In order to accomplish this redesign, the applicant proposes two subdivisions. rd Ridge 3 Addition creates one lot containing the existing 14-unit condominium building, and consolidates the rest of the Nicols Ridge property into a single parcel to eliminate the lots previously intended for additional condominium buildings, and to Nicols Ridge separate the common property from the existing condominium ownership. th 4 Addition incorporates the adjacent 1.5 acres into the project site, and proposes separate lots for each of the new townhome units and an outlot for the common area. The Site Plan shows 28 back-to-back townhome units consisting of two 10-unit and one 8-unit buildings, and 31 units of row townhomes in nine buildings of 2 to 4 units each. The Site Plan provides for a street connection between the development and Cedar Grove Parkway. The streets within this development are proposed to be private. Additional visitor parking is proposed in on-street parallel stalls to be constructed on the west side of Cedar Grove Trail. The project is anticipated to be constructed in two phases with the first phase being the back-to back townhomes and 13 row townhomes across from the existing townhomes of st Nicols Ridge 1 Addition. The second phase is another 18 row townhomes along the new street connecting to Cedar Grove Parkway. BACKGROUND/HISTORY Nicols Ridge Planned Development was established in 2001. The site is located within the Cedar Grove Redevelopment District and the City has previously entered into a TIF assistance Agreement with U.S. Homes. stnd The Nicols Ridge 1 Addition was constructed in 2005, and the 2 Addition in 2006. The applicant’s narrative indicates “the site has remained idle since the last new home ì closing in 2007.” In 2009, the City amended its agreements with U.S. Homes to permit submission of a modified site plan to reduce the number of units and modify the type of units within this Planned Development. EXISTING CONDITIONS The site is located south of Cedar Grove Parkway between Nicols Road and Rahn Road. The land was graded with previous development. A wooded hill extends over the southwest corner of the site and west onto adjacent property. An existing storm pond which will also serve this site was constructed adjacent to Cedar Grove Parkway with previous development. PARKS AND TRAILS DEDICATION Parks Through a development agreement with the City, the Developer shall satisfy the park dedication requirement with a cash park dedication of $204,022, or the equivalent of $3,458 per unit. Payment of the dedication shall coincide with the two phases of the development; Phase I @ $141,778 / Phase II @ $62,244. Trails Through a development agreement with the City, the Developer shall satisfy the trail dedication requirement through the payment of $130,800 for trail improvements in City Project 888. This amount is in excess of the standard trail dedication. The Developer is also reimbursing for trunk utility assessment in the amount of $50,522. TREE PRESERVATION A tree inventory submitted with this application indicates that there are thirty-nine (39) This individual tree resource is comprised of a large significant trees existing at this site. variety of hardwood and softwood deciduous trees (the majority being oak and hackberry trees. Tree diameters range from 7 inches to 20 inches, averaging about 12 inches diameter. According to the Tree Preservation Plan submitted, significant tree impacts will result in the removal of five (5) significant trees (12.8% of the total). Per the City of Eagan Tree Preservation Ordinance allowable tree removal for this type of development proposal is set at 30% of the total significant trees. Because the proposed significant tree removal is less than allowable significant tree removal there is no required tree mitigation. WATER QUALITY City water quality requirements were met previously with the original development of this site. WETLANDS There are no wetlands associated with this parcel. ë ALTERNATIVES FOR COMMISSION CONSIDERATION 1.This development shall satisfy the parks dedication requirement with a cash dedication of $204,022, payment to coincide and be consistent with the two phases of development as agreed upon in the development agreement. 2.This development shall satisfy the trails dedication requirement with a payment of $130,800 for trail improvements as part of City Improvement Project 888. 3.The applicant shall protect the preserved tree’s critical root zones through the placement of required Tree Protective measures (i.e. orange colored silt fence or 4 foot polyethylene laminate safety netting), to be installed at the Drip Line or at the perimeter of the Critical Root Zone, whichever is greater, of significant trees/woodlands to be preserved on-site. 4.The applicant shall contact the City Forestry Division and set up a pre- construction site inspection at least five days prior to the issuance of the grading permit to ensure compliance with the approved Tree Preservation Plan and placement of the Tree Protection Fencing. ê é è ç ïð ïï ïî ïí ïì ïë Subject to Approval ADVISORY PARKS COMMISSION EAGAN, MINNESOTA MINUTES OF REGULAR MEETING OF JUNE 14, 2010 A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on June 14, 2010. Commission Members present: Rebecca Aanning, Phil Belfiori, Jennifer Dahlquist, Laurie Halverson and MichaelPalmer. Staff members present included Director, Juli Seydell Johnson; Superintendent of Operations, Cherryl Mesko; Recreation Program Manager, Paula Nowariak and Recreation Supervisor, Loudi Rivamonte. APPROVAL OF AGENDA Member Palmer moved, Member Dahlquist seconded, with all members present voting in favor to approve the agenda as presented. APPROVAL OF MINUTES OF MAY 17, 2010 Member Belfiori moved, Member Aanning seconded, with all present members voting in favor to approve the minutes of May 17, 2010. VISITORS TO BE HEARD There were no visitors to be heard. DIRECTOR’S DEPARTMENT UPDATE Director Johnson stated that today was the first day out of school for a lot of kids. Most of our summer programs started today including SIP (Summer In the Park) which kicked off in the rain but kids were still out having a great time in the parks. Cascade Bay is opened even though chilly. We will laugh when we watch the rebroadcast of this meeting remembering how cold it was these first couple of days and then we hit a heat wave for the rest of the summer. Director Johnson reviewed some of the upcoming events this summer including the numerous inquiries on the Farmer’s Market. Market Fest runs every Wednesday from June 30 – September 15, the Eagan Art Festival, which will be on th Fun Fest. Saturday, June 26 & Sunday, June 27 and the Eagan July 4 For the viewing audience, Director Johnson stated that earlier in the evening the Commission Members had a chance to tour the Civic Arena and Cascade Bay. The Civic Arena project which is a new geo-thermal heating system is nearing completion and we will have ice on both sheets by the middle of July which is right on schedule. This three million dollar project has taken about three months and has included considerable amount of federal funding so we were able to spend that stimulus money as quickly as they wanted us to and make the project happen. The other thing happening is at Cascade Bay. We are installing a middle feature on our two drop slides. It will be fun and exciting, but Director Johnson was not able to tell what it is. The feature will be unveiled Thursday, June 24 and will change the entire look of Cascade Bay. On the Parks side, we are mowing like crazy especially with the rain and spring weather but they are able to keep up with that. The other project that Parks and Forestry staff is working on is Emerald Ash Bore. We have not found Emerald Ash Bore in Eagan, however, Forestry staff is working in anticipation of the spread of that insect so they are continuing the process of proactive treatment of ash trees located within open areas of the parks and parks landscape and they have also taken out a lot of high-risk ash trees and treating a number of others. So we are hitting this full force as best we can through Eagan. We won’t know more until there is confirmation that it has spread a little bit further. But we are working towards it. Director Johnson mentioned that it is wedding season at the Eagan Community Center with three to four weddings a weekend often times outdoor ceremonies. During the days we have a lot of corporate meetings happening. It is a very busy facility. If you would like to come inside to exercise, we have a 90 day, $90 fitness pass going on during the summer. It used to be a student pass only available to students home for the summer but now it is available to everyone. The puppet ïê Advisory Parks Commission June 14, 2010 Page 2 wagon is a free event geared towards preschoolers that happens every week and travels to 7 different parks so you can look at the City of Eagan’s website for locations near you. Director Johnson congratulated two staff members, Loudi Rivamonte and Lauren Whitaker who were awarded the Apple Award from the Dakota County Educators for their work in the after-school program at Dakota Hills Middle School. This is a program that uses CDBG funding to help low income individuals. CONSENT AGENDA There were no Consent Agenda Items for the Commission to review. OTHER BUSINESS AND REPORTS th Funfest Update Partner Group – July 4 Recreation Program Manager, Paula Nowariak introduced Ken Cooke who is one of the Funfest Directors. Ken, gave the History, Mission, Volunteer & Sponsorship behind the non-profit, multi-day celebration. Ken gave a rundown of the schedule of events and stated by buying a $2.00 button/coupon book that you will be supporting local businesses that help support the Eagan Funfest. Partner Group – Eagan Senior Advisory Board Recreation Program Manager, Loudi Rivamonte introduced Marilyn Dvorak who chairs the 7 personnel Advisory Board Members which helps to serve Eagan’s 55 Plus/Senior community. Marilyn started by thanking the Parks & Recreation staff for all their help and the Eagan Community Center staff who sets up the Lone Oak Room per their needs. She continued telling Commission Members about weekly activities in the Lone Oak Room and Health & Wellness programs for 55 Plus/Seniors. Marilyn mentioned a few featured events such as the Volunteer Gala, Chili/Soup Cook-off, AARP Tax Preparation, and the Senior Expo. Director Johnson thanked the Senior Advisory Board for all that they give back to Parks & Recreation programs. COMMUNICATIONS Director Johnson stated that a letter was sent to Eagan Parks & Recreation thanking us for the Holz Farm Open House on May 16.
