In order that there is a quorum present, please contact Mary O'Brien at 651- 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of tie July 13, 2010 Airport Relations Commission meeting are enclosed on pages through Le . These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future meeting agenda. IV. PRESENTATIONS A. Eagan's Legislative Delegation / MAC Representative —Per the adopted 2010 -2011 ARC Work Plan, the Eagan Legislative delegation has been invited to attend the September 14 ARC meeting to dialogue about airport issues impacting the community. As of Tuesday, September 7, the City received confirmation that Representative Masin, Representative Hansen, Representative Obermueller and State Senator Carlson will be in attendance. Chad Leqve, Manager of the Aviation Noise and Satellite Programs at the Metropolitan Airports Commission (MAC), will be representing the MAC at the meeting, as MAC Commissioner Bert McKasy is out of town and thus not able to attend. The Legislative delegation has been invited to the ARC meeting in order that the Commission, delegation, and Mr. Leave can collectively discuss airport issues facing the community, including: the current noise environment and efforts being made to improve the noise environment in Eagan, the economic health of MSP, and the role of legislators in seeking funding for mitigation and promoting modernization of MSP operations (Next Gen initiatives). Mr. Leave will provide an overview of the aforementioned topics as a springboard for discussion between the Commission and Legislative delegation. V. OLD BUSINESS A. Communications Update – It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City's local access cable channels. An article about the ARC's 2010 -2011 work plan was included in the September /October 2010 edition of Experience Eagan. The Commission is welcome to make additional suggestions for communication initiatives regarding airport issues. B. MAC Monthly Reports – Eagan/Mendota Heights Corridor Analysis/Technica Advisory Report /17 -35 Departure Analysis Report – Enclosed on pages through I is the July 2010 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages through SI is the July 2010 Technical Advisory Report. Enclosed on pages . through is the July 2010 Runway 17 Departure Analysis Report. The July reports were the most current reports available 011 the MAC website at the time of packet preparation. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. VI. NEW BUSINESS A. MSP Airspace –wide RNAV Implementation— Enclosed on pages`/ through is a memo to the Noise Oversight Committee (NOC) from Chad Leave, MAC Manager of the Aviation Noise and Satellite Programs, regarding implementation of Area Navigation (RNAV) procedures in an airspace -wide capacity, as opposed to the specific RNAV Crossing -in- the - Corridor and River Departure procedures that have previously been envisioned for use at MSP. By deferring the approvals of the two RNAV procedures previously discussed, the NOC, MAC staff, and FAA officials can instead focus on an airspace -wide approach to RNAV and Optimized Profile Descent (OPD) procedures at MSP. B. November 2010 ARC Town Hall Meeting —Per the 2010 -2011 ARC work program, the Commission is encouraged to discuss the details for an upcoming town hall meeting on the topic of the impact of MSP airport on the community. The Commission is encouraged to discuss the following logistics: • Date of the town hall meeting • Location • Number of invitees (In January 2010, the Commission invited 900 households; 90 people attended) ® Invited guests (Chad Leqve confirmed to provide update on Next Gen initiatives, new MAC website capabilities, long term plan impact, forecasted operations, and noise impact on specific neighborhood invited to meeting) ® Invitation method (postcards ?) ® Inclusion of an airport noise survey (electronic and hard copies at event ?) VII. STAFF / COMMISSIONER REPORT A. September 15, 2010 NOC Meeting —The Noise Oversight Committee (NOC) meeting taking place on September 15, 2010 includes many topics of interest to the City of Eagan. The entire NOC packet is available for viewing at: http: / /metroairports.org/ mac /apndocs /meetings/No /Agenda /NO A 1021.pdf At the September meeting, the NOC will hear a presentation by Delta Airlines' Technical Pilot Grady Boyce regarding efforts underway in the area of Performance Based Navigation. B. Fire Department/Emergency Management Drill on River Bottoms —On August 12, Assistant to the City Administrator Miller and ARC Commissioner Steve Beseke had the opportunity to observe the emergency management exercise being conducted along the Minnesota River bottoms. The exercise simulated a plane crash departing from MSP. Commissioner Beseke is welcome to provide an update to the Commission on the exercise. A special thanks to the Fire Department for extending an invitation to the ARC to attend the exercise. C. Meetings with MAC Staff, FAA Representatives, and Eagan Residents re: Airport Noise Issues —On Thursday, August 19, Assistant to the City Administrator Miller met with staff from the MAC Noise Office, along with FAA Air Traffic Controller Management pertaining to concerns over recent runway use at MSP. Enclosed on pages and is a summary of the 2010 Runway use at MSP, which shows that frequently, Runway 17/35 is being used for twice the number of monthly operations as Runway 12L or 12R, over the Corridor. Ms. Miller will provide a verbal update to the Commission regarding the response from FAA personnel as to the recent runway use. Additionally, Ms. Miller has had the opportunity over the past month to meet with two Eagan residents, along with MAC staff, to discuss the residents' specific airport noise concerns. VIII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. IX. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. ive\A,„ ,t_sz Assistant to the City Administrator 3 MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING JULY 13, 2010 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, July 13, 2010 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Dan Johnson, Luke Olson, Chad Stambaugh and Carol Whisnant. Absent was Chuck Thorkildson. Also present was Assistant to the City Administrator Miller. AGENDA Aljets made a motion to approve the agenda as presented. Stambaugh seconded the motion. All members voted in favor. APPROVAL OF MINUTES Aljets made a motion to approve the minutes of the May 11, 2010 regular meeting of the Eagan Airport Relations Commission. Whisnant seconded the motion. All members voted in favor. VISITORS TO BE HEARD Vice Chair Beseke introduced Roy Fuhrmann, the Metropolitan Airports Commission Director of Environment, and stated he was present to talk with the Commission on environmental management and the airport. PRESENTATION BY ROY FUHRMANN, DIRECTOR OF ENVIRONMENT FOR THE METROPOLITAN AIRPORTS COMMISSION Mr Fuhrmann, MAC Director of Environment, gave an informative presentation to the Commission. He noted that MAC's mission statement includes environmental stewardship. He discussed MAC's sustainable activities which include: energy conservation; green buildings, facilities and infrastructure; air quality; water quality and conservation; waste management and recycling; natural resource management; noise abatement; and financial sustainability. He further discussed areas of improvement, specifically, the LRT, parking management, hydrant fueling, terminal rental car locations, improved traffic flow, flexible fuel vehicles, upgraded aircraft and ground service equipment. The Commission and Mr. Fuhrmann discussed the use of glycol, which is used to de -ice aircraft and runways, and the environmental issues associated with glycol. Mr. Fuhrmann also noted MAC's wetland mitigation and soil management programs. Mr. Fuhrmann discussed MAC's 2010 activities which include the Part 150 60 -64 mitigation program, energy projects and several rehab and improvement projects. 4 Eagan Airport Relations Commission July 13, 2010 Page 2 of 3 Beseke thanked Mr. Fuhrmann for his presentation and acknowledged the EEAC members that were present and invited them to introduce themselves and ask questions. COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their communication initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. Miller stated that, following the ARC joint meeting with the City Council later this month where they will present their work plan, an article regarding the work plan will appear in the next Experience Eagan Newsletter. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed May 2010 Eagan/Mendota Heights Corridor Analysis Report, the May 2010 Technical Advisory Report and the May 2010 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Miller also stated per the request of the Commission at the May 11 meeting, the Noise staff of the Metropolitan Airports Commission has produced a map with a single dot on each complainant's home that has issued a noise complaint within the City. Miller noted the addresses of the complainants are considered private data and thus are not released by the MAC. Beseke noted that there were 1,775 complaints in May from Eagan, which is second next to the city of Minneapolis. The Commission further discussed the number of complainants and the specific areas in Eagan. Miller commented on the departure percentage levels on Runway 17/35 and noted that she continues to have dialogue with MAC staff regarding runway usage. METROPOLITAN COUNCIL'S RESPONSE TO THE MSP LONG TERM COMPREHENSIVE PLAN Miller introduced the item noting a letter from Bert McKasy, MAC Commissioner, to the City in response to Eagan's requests pertaining to the proposed MSP Long Term Comprehensive Plan. Miller stated in summary, after review by the Met Council, MAC will be required to update their Long Term Comprehensive Plan every five years, initiate a capacity study two years in advance of when MSP is expected to have 540,000 annual operations, and initiate an FAA Part 150 Study Update in consultation with the Noise Oversight Committee when the forecast level of operations five years into the future exceeds the levels mitigated in the consent decree, which would be 582,366 annual operations. She further stated the long term plan will now go back to the MAC for formal consideration which will include the conditions specified by the Met Council. Eagan Airport Relations Commission July 13, 2010 Page 3 of 3 RNAV UPDATE Miller introduced the item stating as follow -up to the Area Navigation (RNAV) update that was provided at the May ARC meeting, a letter was sent by the Noise Oversight Committee to the FAA requesting the FAA expedite a review and approval for Runway 12L, 12R and 17 RNAV departure procedures. NEXT GENERATION CONFERENCE Miller introduced the item stating Commissioner Johnson recently attended a Next Generation Conference in Washington, D.C. Johnson gave the Commission an update on the information obtained at the conference. He stated the next generation is described as the now and future efficiency and implementation of the national air space system. He noted the participants at the conference were there to address present day issues and future roles and responsibilities of pilots, controllers, and dispatchers along with policy changes, implementation strategies and capability vs. technology. MSP NOISE NEWS Miller stated the MSP Noise News was included for Commission review. JULY 27, 2010 CITY COUNCIL WORKSHOP Miller stated, as a reminder, a joint meeting of the Eagan City Council and ARC is scheduled for July 27, 2010 at approximately 6:00 p.m. in the Eagan Room at City Hall for the purpose of reviewing the ARC's proposed 2010 -2011 work plan. Miller also noted that an invitation went out to ARC members inviting them to a volunteer recognition night on July 28 at the Eagan Marktfest. FOLLOW -UP COMMUNICATION FROM FIRE CHIEF SCOTT Miller introduced the item stating Fire Chief Scott has informed staff that an evening water rescue drill with occur in the month of August along the Minnesota River from approximately 8:00 to 11:00 p.m. She further stated there will not be mock victims included in the exercise; however, ARC members are welcome to observe the exercise. Legve, Manager — Aviation Noise and Satellite Programs SUBJECT: MSP AIRSPACE -WIDE RNAV IMPLEMENTATION a. Runway 12L and 12R RNAV Departure Procedures and Runway 35 Optimized Profile Descent (OPD) Procedure Deferrals On August 30, 2010 the MSP Performance Based Navigation (PBN) Task Force met to discuss the Runway 35 Optimized Profile Descent (OPD) Procedure. As was discussed at the July 21, 2010 NOC meeting, Federal Aviation Administration (FAA) was considering the development and implementation of this procedure using RNAV, as well as the implementation of RNAV technology airspace -wide at MSP. After consultation with the FAA RNAV Project Office in Washington D.C., it was determined that MSP is an excellent airport for airspace -wide RNAV implementation given the present airspace design and the lack of conflicts with other airport airspaces. At the August 30 Task Force meeting it was determined that the most effective and efficient way to develop and implement Crossing -in- the - Corridor RNAV tracks, as well as OPD procedures, was through the airspace -wide RNAV procedures development and implementation initiative. Based on the interdependency that Runways 12L and 12R Corridor compliant RNAV tracks could have with Crossing -in- the - Corridor RNAV tracks, and the OPD considerations that could flow from implementation on all runways at MSP, it is recommended that the Runways 12L and 12R Crossing -in- the - Corridor RNAV procedures and OPD procedure design and implementation be rolled into the airspace - wide RNAV procedures development and implementation initiative. The MSP airspace -wide RNAV procedures development and implementation initiative will begin with a coordination meeting in October; an official kick -off meeting is planned for November 2010. The NOC will be kept updated on the developments and specifics related to this major effort as the activities move forward. Staff will provide a presentation on this topic at the September 15, 2010 NOC meeting. RECOMMEND THAT THE METROPOLITAN AIRPORTS COMMISSION ENDORSE DEFERRAL OF THE RUNWAYS 12L AND 12R RNAV DEPARTURE PROCEDURES SO THE PROCEDURES CAN BE CONSIDERED IN FAA'S AIRSPACE -WIDE RNAV PROCEDURE DESIGN AND IMPLEMENTATION EFFORT.
