L ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. Also, for the Commission's information, the City Council accepted the resignation of Commissioner Bret Walsh at their October 7, 2008 City Council meeting. Enclosed on page J S ' is the letter of resignation submitted by Mr. Walsh which notes that due to a professional change he will no longer be able to serve as an ARC Commissioner. Mr. Walsh's term on the Airport Relations Commission was to expire in April of 2009 and, consequently, his position will be filled at that time. I1. APPROVAL OF MINUTES The minutes of the Au t 12, 2008 Airport Relations Commission meeting are enclosed on pages IQ through . These minutes, as presented or modified, are in order for adoption by the Commission. As a reminder, these are the most recent minutes needing approval by the ARC due to the tour of the Air Traffic Control Tower in September, which replaced the regularly scheduled September ARC meeting. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. IV. OLD BUSINESS A. Communications Update -- It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan. Newsletter, as well as stories aired on the City's local access cable channels. If any of the Commissioners have,suggestions for communication initiatives regarding airport issues, please voice those suggestions at this tinge. B. MAC Monthly Reports — Eagan /Mendota Heights Corridor Ana sis /Techncca Advisory Report /17 -35 Departure Analysis Report — Enclosed on pages 1 through is the Alms 2008 Eagan /Mendota Heights Corridor Analysis.. Enclosed on pages 15 through is the August 2008 Technical Advisory Report. Enclosed on pages ,S through& d is the August 2008 Runway 17 Departure Analysis Report. The August reports were the most current reports available on the MAC website at the time of packet preparation. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occuwTed or any other noteworthy occurrences as reported in the analyses. C. Runway 35 River Visual Approach Procedure - Enclosed on page 1p is a memo from Chad Leqve, Manager of the Aviation Noise and Satellite Programs, which a dresses the Runway 35 River Visual Approach Procedure that was included on the 2008 Noise Oversight Committee (NOC) work plan at the request of the City of Eagan. As the memo indicates, and as Mr. Leqve updated the NOC at their September 17 meeting, the MAC staff has reviewed the River Visual Procedure with local FAA representatives. Through those meetings, issues involving safety, efficiency, and established final approach segment length were raised as concerns with the approach. Mr. Leqve recommended to the NOC that such a procedure would be better suited to be considered in the context of the Area Navigation (RNAV) discussion that the Noise Oversight Committee has been having. At the September 17 NOC meeting, Assistant to the City Administrator Miller raised the point that the River Visual Approach was included in the 2004 Noise Compatibility Program which was included in the Part 150 document submitted to the FAA. Mr. Leave noted that the Noise Compatibility Program is intended as a brainstorming document, and residents should not assume that every inclusion in the document will be implemented in the near future. Mr. Leqve encouraged the City of Eagan to recommend that the River Visual Approach Procedure be included in the ongoing RNAV discussions, as will be outlined in the 2009 NOC work plan. There is no formal action to be considered by the ARC; rather, this item is intended as an update for the Commission. D. RNAV Departure Procedures Update — Enclosed on page l6 is a memo from Chad Leqve, Manager of the Aviation Noise and Satellite Programs at the MAC, regarding the RNAV Departure Procedures being explored at MSP Airport. As the memo indicates, the MAC is currently awaiting FAA approval of a thirty -day trial period of the RNAV procedures commonly referred to as the Crossing in the Corridor Procedure off the Eagan/Mendota Heights Corridor and the Minnesota River Departure Procedure off Runway 17. At the September 17 NOC meeting, Mr. Frank Alexander, Northwest Airlines Chief Pilot of Technical Programs, updated the NOC on the RNAV discussions to -date. Mr. Alexander noted that should the FAA go ahead with the thirty -day trial and find that the trial is successful; the formal process to get the procedures approved for public procedure could take one to two years. Per an inquiry by a NOC member, Mr. Alexander noted that the RNAV process should be seamless should a merger of Northwest and Delta occur. There is no formal action to be considered by the ARC; rather, this item is intended as an update for the Commission. V. NEW BUSINESS A. Review Proposed 2009 MSP Noise Oversight Committee Work Plan — Enclosed on page is a memo from Chad Leqve, Manager of the Aviation Noise and Satellite Programs, summarizing the items proposed to be included in the 2009 MSP Noise Oversight Committee (NOC) work plan. The NOC will be finalizing the 2009 work plan at their November 19, 2008 NOC meeting. The Commission is asked to review the proposed elements of the work plan and make suggestions for additions and/or changes to the plan. Based on feedback at September meeting with regard to the Runway 35 River Approach, the Commission may wish to consider a recommendation that the NOC add an item that would state "continue review of the Runway 35 River Arrival Approach ". B. Review July 2008 Runway 17 Departure Analysis — Due to the number of complaints that the City of Eagan was receiving regarding departure operations off Runway 17 during the month of July, Assistant to the City Administrator Miller requested that the MAC run an analysis on the number of operations using each of the headings that fly over Eagan off Runway 17 during the month of July 2008. In particular, Ms, Miller has been receiving increased complaints from central Eagan, particularly those living under or near the 120 degree heading. Enclosed on page (2.5 is the analysis that was completed by the MAC showing both the percentage and actual operational counts off each heading in July 2008 over the City of Eagan ranging from the 105 degree heading to the 170 degree heading. It should be noted that the majority of operations on the 170 degree heading turns west over the city of Burnsville and not over the City of Eagan. The City has also received anecdotal comments from both residents and pilots that the 120 degree heading appears to be used more frequently when the Parallel Runways are not being used simultaneously for departure operations. Also enclosed, on pages (Q through 7t is a series of correspondence from a resident living in central Eagan that also touches on the issue of use of Runway 17 for departures over central Eagan, including the 120 degree heading. The Commission is asked to review the analysis and correspondence, and consider whether recommendations should be made to the City Council to send correspondence to the FAA to raise concerns over the usage of departure tracks over central Eagan, including the 120 degree heading. C. Air Traffic Control Tower Tour Feedback/Observations — The Commission is encouraged to discuss their observations from the Air Traffic Control Tower tour that was held on September 9, 2008, In the month of September, the City continues to receive numerous complaints regarding increased usage of Runway 17 for departures, with a particular concern raised by pilots that 17 is being used for a disproportionate number of departures when the parallel runways are in an arrival configuration. It is the position of many residents and pilots that while the Runway 17 departure configuration maybe the most efficient or easiest for the air traffic controllers, capacity exists on the parallel runways and, therefore, should be used for more departures in accordance with the approved Runway Use System, particularly during the evening hours. The Commission is encouraged to discuss the issue of RUS compliance and overall runway usage and determine whether a recommendation should be made to the City Council to correspond with the FAA on the issue of adhering to the RUS and better utilizing the Parallel Runways for departure operations. VI. STAFF / COMMISSIONER REPORT A. ARC Meeting Schedule for the Remainder of 2008 — The next Airport Relations Commission meeting is scheduled for Monday, November 10, due to the observance of Veteran's Day on Tuesday, November 11. A meeting of the ARC is also scheduled for Tuesday, December 9, 2008. In previous years, the Commission has waited until the month of November to discuss whether a Commission meeting is necessary in the month of December. Commissioners are encouraged to review their schedules in advance of the November meeting in order to make a determination whether a December meeting should be held given that in past years, it is frequent that a quorum is not present for the December meeting. B. MAC Noise Complaint System - Per the request of the Commission at the August 12, 2008 meeting, an agenda item is proposed to be included on the November 10 ARC agenda to discuss the current complaint system that the MAC utilizes. There was feedback at the August meeting that Commissioners would like to see a more detailed complaint system that better gets to the specific issues that residents have when they file a complaint. Given the numerous items that were included on the October ARC agenda, this item is proposed to be included on the November ARC meeting agenda. Commissioners are encouraged to review the monthly reports and bring suggestions to the November ARC meeting as to specific improvements that could be made to the MAC's complaint system. VII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. VIII. Absent was Carol Shattuck. Also present was Assistant to the City Administrator Miller. Beseke made a motion to approve the agenda as presented. Casper seconded the motion. All members voted in favor. Walsh made a motion to approve the minutes of the July 8, 2008 regular meeting of the Eagan Airport Relations Commission as presented. Stambaugh seconded the motion. All members voted in favor. There were no visitors to be heard. MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING AUGUST 12, 2008 AGENDA APPROVAL OF MINUTES VISITORS TO BE HEARD COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their. communication initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. She further stated the MAC held its quarterly public input meeting on July 29, 2008 in the Eagan City Council Chambers and stated the - meeting is currently being aired on local cable access channels as well as being web - streamed on the City of Eagan's website at w ww.cityo feagan.coni. MAC MONTHLY REPORTS -- EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Aljcts introduced the item noting these reports appear monthly in the Commissioners' packets and asked the Commission for comments regarding the June reports. Aljets noted departure compliance on 12L and 12R for the month of June was at 93 %. He further noted Eagan had 35.4% of the total number of complaints for the month of June and there were 68 complainants. The Commission discussed the number of complaints from Eagan and Minneapolis and stated specific data on the reasons for the complaints would be helpful. Miller stated excessive noise and frequency of noise are the most common reasons for complaints. She stated the top issue expressed to her by residents would be to fan operations and disburse the flights more evenly. The Commission discussed geographic areas of the complaints, RM.T locations, and the corridor. Eagan Airport Relations Commission August 12, 2008 Page 2 of 3 NOISE OVERSIGHT COMMITTEE /INVER GROVE HEIGHTS NIGHTTIME NOISE LETTER Miller introduced the item noting the Noise Oversight Committee and the Metropolitan Airports Commission received a letter from the city of Inver Grove Heights with concerns about the amount of nighttime noise their city is receiving, Miller stated at the July 16, 2008 NOC meeting she made a motion to ask the Noise Oversight Committee to endorse the long - standing Runway Use System (RUS) at MSP and communicate to the MAC F,l) &E Committee that the NOC believes the RUS represents a sound public policy decision that best serves the communities around MSP and ask MAC to hold a future quarterly public input meeting in the city of Inver Grove Heights. Miller stated the motion was unanimously adopted. Miller provided additional background on the discussion from the July NOC meeting regarding nighttime operations. NOISE OVERSIGHT COMMITTEE /UPDATE ON RNAV PROCEDURE AND IMPLEMENTATION Aljets introduced the item giving background on the procedure. Miller stated a memo dated July 2, 2008 from Chad Leqve, Manager of the Aviation Noise and Satellite Programs, was sent to the NOC with an update on the RNAV procedure implementation underway at MSP. Miller stated that the RNAV procedures are planned to be available for use during the nighttime hours by NSA flight in late September 2008. Miller noted the first two procedures to be implemented are the 215 degree heading on 17/35 and the crossing in the corridor point in the Eagan /Mendota Heights Corridor. NOISE OVERSIGHT COMMITTEE/MAC NOISE AND OPERATIONS MONITORING SYSTEM FUNCTIONALITY Miller introduced the item referring to a memo from Chad Legve, Manager of the Aviation Noise and Satellite Programs, which summarizes upgrades to be made to the Airport Noise and Operations Monitoring System's (ANOMS) technology used to report noise at MSP. Miller stated by the end of 2008, flight data will be available on the MAC's website 24 hours after an operation as opposed to the current 5- day delay. Miller stated the goal by the third quarter of 2009 is to have only a 10 minute delay in accessing data. Miller also noted that RMT's will stay in their current locations. AIRPORT / AIR TRAFFIC CONTROL TOWER TOUR Aljets introduced the item stating the Air Traffic Control Tower tour will take the place of the regular September ARC meeting. He further stated Miller will email information and directions prior to the tour. Miller noted the date of September 9 and instructed members to meet at the tower at 6:30 p.m. Miller stated Carl Rydeen and Chad Legve will be available for questions should the Commission have any issues they would like to discuss. Miller noted tours of the tower are not open to the public, but only to organizations directly related to airport .issues. Eagan Airport Relations Commission August 12, 2008 Page 3 of 3 JULY 29, 2008 MAC THIRD QUARTER PUBLIC INPUT MEETING Miller stated MAC held its third quarter public input meeting on July 29 in the Eagan City Council Chambers and 10 residents were in attendance. Miller noted prior to taking public comments, MAC staff provided a presentation that included a summary of the changes to nighttime operations which were moved from Runway 17 to the Eagan /Mendota Heights Corridor. Miller stated questions raised by residents in attendance included flight patterns off Runway 17, eligibility for the Noise Mitigation Program, RUS compliance, RNAV weigh points, and equitable distribution of departures off Runway 17. Miller noted each resident who had a question or comment will receive a written response from the MAC. ROUNDTABLE Casper suggested MAC reline the survey /questions for complainants so more specific and detailed information could be compiled regarding resident complaints. The procedure was outlined in the November 2004 Minneapolis /St. Paul International Airport (MSP) Part 150 Update Document as Noise Abatement Measure 16. The intent of this measure in the Part 150 Update was to consider a visual river approach to Runway 35 that routes arriving aircraft over the Minnesota River Valley. The purpose of this procedure is to reduce aircraft arrival overflights of residential areas south of MSP. Aircraft using this procedure would approach from the southwest, flying a 65 heading over the river. ITEM 3 As detailed in the November 2004 Part 150 Update document, several issues need to be resolved prior to possible implementation of this procedure, including airspace design, Flight Standards District Office (FSDO) concurrence and flight testing. Also, additional analysis would be required to determine if the procedure could be safely used at night. MAC staff reviewed the procedure with local Federal Aviation Administration (FAA) representatives. This discussion raised several issues regarding the implementation of this procedure at the present time. Some of the issues include safety, efficiency, and established final approach segment length. Both MAC and FAA staff agree that such procedures are better suited to be considered in the context of Required Navigation Performance (RNP) utilizing Area Navigation (RNAV) andlor Global Positioning System (GPS) -based navigation technologies in the future. Although this position does not provide a future date - certain implementation of this procedure, it provides further support for the present RNAV and GPS /Ground Based Augmentation System (GBAS) efforts underway at MSP. Moreover this procedure framework provides a possible focus for follow -on RNAV and/or GPS/GBAS procedure development at MSP in the future once more aircraft are appropriately equipped and airspace redesign opportunities exist as part of the FAA's NEXT -GEN program. Many of us in Eagan were here before Runway 17 existed, l feel that the quality of life in Eagan has been diminished by all of the operations occurring off of Runway 17. I feel there must be a more equitable distribution of aircraft - related noise among all the communities surrounding the airport. Aircraft departing Runway 17 that have initial departure headings east of runway heading (headings ranging from 95° to 170 °) are directed to initiate their turns as soon as possible when departing Runway 17. This recommendation was made due to the fact that there is no one flight path considered "better" than another when departing to the southeast over the existing residentially - developed areas. Redistributing these aircraft operations has the potential to shift operations to non- impacted residential areas and the possible redistribution of noise impacts from one community to another. Due to capacity needs, Air Traffic Control (ATC) is required to use the parallel runways (12U30R, 12R/80L) in conjunction with Runway 17 -35, through most of the day. From January - June 2008, departure operations were distributed on the following runways: 12UR (Eagan/Mendota Heights) -- 20.8 %, 3OUR (S. Minneapolis /N. Richfield) — 54.8 %, Runway 17 (Bloomington /Eagan) — 24 %, and Runway 4/22 (St, Paul /Bloomington) 0.4 %. ATC also uses the Runway Use System (RUS) to direct the loudest operations (when capacity and wind conditions allow) over the more compatible land use areas off of Runways 12UR (Eagan /Mendota Heights Corridor). I feel there must be a better solution to the airport noise issue. Comment noted. The MAC works closely with representatives from the local, regional and national Federal Aviation Administration (FAA), a critical relationship for the furthering of aircraft noise reduction. As 1 am sure you are aware, the city of Eagan was envisioned and developed knowing that we had a major airport nearby. Our city planners did a fantastic job of reserving a mostly industrial corridor off the departure end of Runways 12 L and R. Separating the residential areas to the south- away from the noisiest areas. When runway 17 was being considered, most residents in Eagan assumed little impact with respect to Noise Pollution - due to the fact that a 170 heading would not impact Eagan or Bloomington residential areas. After funding and construction of this new runway was approved, however, we learned that the departure paths would fan out from the Runway Heading. The reason stated was to `achieve the desired flow rate off the new runway'. In your letter, however, the new reason mentioned to spread the departure headings was to (paraphrasing) distribute the noise footprint so as not to impact one neighborhood at the expense of another. To this 1 have three thoughts: A. My neighborhood is being affected more than other neighborhoods in Eagan - because 1 feel the number of departures directed on a 110 -130 degree heading far exceeds other headings being assigned to departing aircraft. 1 feel that the air traffic controllers are used to having departing aircraft fly the 120 heading (off the parallels) and that they prefer this heading to ease the traffic flow. Is there any statistics on the frequency of the various assigned heading (s) off Runway 17? 1 am sure such a statistic will validate this point. 1 would be very interested to see them if possible. 2. The Eagan Residential Community -- as 1 stated earlier, in existence well prior to the construction of Runway 17 - applaud the Noise Oversight Committee's efforts to reduce the impact of this Noise Pollution. When do you expect the 2.5 NM offset prior to any turns (vice as soon as possible) to be in effect? 3. My point is that the budget of the MAC and FAA are Taxpayer Burden - and therefore accountable to the taxpayers. I was not looking for a history lesson or information on the Chain of Command. Again, thank you for your timely response to my earlier questions and concerns voiced at the Noise Oversight Committee Meeting held in Eagan on Tuesday, July 29, 2008. 1 look forward to receiving your reply to the questions raised in this fetter. Our rieighborhood is much closer (most direct route - i.e. "turn as soon as possible ") to the airport than other Eagan neighborhoods - meaning that the aircraft overhead are at a much lower altitude in our neighborhood in comparison to other areas of Eagan - even those close to the airport. My neighborhood is taking the brunt of the noise. This is far from an `equitable spread'. C. As you can see from the enclosed copy of the VFR Terminal chart for WISP - the obvious preferred flight path is Runway Heading - then over the river - avoiding ALL residential areas. 1 propose runway heading should be used until at least a 3 or 4 NM point - then initiate a turn on course (or even better further down the river - to allow for a higher altitude over populated areas). By way of background, the National Environmental Policy Act of 1969 (NEPA) requires airports to fully consider the impacts a project would have on the environment before capitol improvement projects, e.g. new runways, are funded. In compliance with NEPA, the MSP expansion alternative was-evaluated • In • the Dual- Track Airport Planning Process Final Environmental Impact Statement (FEIS) dated May 1998. The FEIS included the construction of Runway 17/35 and its anticipated use and flight track information. Noise impacts, aircraft flight tracks and affected population were analyzed in the FEIS. Specifically, the FEIS contained a series of proposed flight tracks off Runway 17, which included tracks that provided a 190 -degree fan from a 95- degree departure heading; clockwise to a 285 - degree departure heading. At no point in the environmental review process was a 170- degree flight track heading considered the only flight track available for departures off of Runway 17. The FAA issued a Record of Decision (ROD) in September 1998 that determined the document adequately assessed the environmental effects of the MSP 2010 plan and construction an the new runway, 17 -35, began in 1999. Prior to the opening of Runway 17/35 a departure procedure was developed to route westbound jet departure operations off Runway 17 further south over the Minnesota River Valley. Through extensive discussions and concurrence with the cities located south of MSP (Bloomington, Burnsville, Apple Valley and Eagan) the 2.5 Nautical Mile Turn Point Procedure for westbound jet departures was established. After completion of an Environmental Assessment (EA), which included open houses and a public hearing on the proposed procedure, the FAA issued a Finding of No Significant Impact (FONSI) approving the procedure for implementation concurrently with the runway opening. The procedure requires all jet aircraft that are departing Runway 17 with a heading west of runway heading (170 degrees) to remain on runway heading until the aircraft reaches a point that is 2.5 nautical miles from the start of takeoff (north end of the runway). Upon reaching the 2.5 nautical mile point, aircraft can then turn onto their assigned westerly heading. This results in westbound jet aircraft flying more over the Minnesota River Valley than over residential areas in Bloomington directly south and west of the new runway. It is important to point out that this procedure was designed to reduce overflights in residential areas in Bloomington located close to the runway end. This is possible due to the orientation of the Minnesota River Valley, which turns to the southwest allowing westbound aircraft to proceed west after departure while over flying a relatively uninhabited area. However, to the east of runway heading there is not one area that is better than another to concentrate aircraft due to the dense residential land use along the north and west border of Eagan. Due to this fact, the 2.5 nautical mile procedure applies only to westbound jet aircraft and, as stated previously, aircraft that have initial departure headings east of runway heading (headings ranging from 095 degrees to 170 degrees) are directed to initiate their turns as soon as possible when departing Runway 17. As stated in my letter dated August 27, 2008, this recommendation was made due to the fact that there is no one flight path considered better" than another when departing to the southeast over existing residentially developed areas. This is consistent with the FEIS documentation for Runway 17. My neighborhood is. being _affected more than other neighborhoods in Eagan — because 1 feel the number of departures directed on a 110-130 degree heading far exceeds other headings being assigned to departing aircraft. The MAC analyzed radar flight track data for departure operations off of Runway 17 for August 2008. A Geographic information System (GIS) was used to correlate 5,675 Runway 17 departure radar flight tracks to modeled Integrated Noise Model (!NM) flight tracks that were used in the 2007 actual noise contour. The correlation process employs a best fit analysis of the radar flight track based on linear trends and matches each radar flight track to the appropriate INM flight track. (Radar tracks were matched to the best fit INM track broken down from east to west in 10 degree heading increments from 100 degrees to 280 degrees). The analysis shows a fairly even distribution among the flight tracks with the 120- degree heading matched to 595 (10.5 %) departures, followed by the 220 - degree heading matched to 558 (9.8 %) departures, and the 170 - degree heading matched to 534 (9.4 %) departures. Your residence, at Ashbury Place, Eagan, is located under the 130- degree INM flight track which was matched to 491 (8.7 %) departures (see enclosed map). -Jo\ I feel that the air traffic controllers are used to having departure aircraft fly the 120 heading (off the parallels) and that they prefer this heading to ease the traffic flow. Several trends are evident when looking at departure traffic at MSP. Most aircraft departing at the airport are traveling eastbound, destined for places like Chicago and other cities on the East Coast. Aircraft bound for those destinations are going to be assigned headings consistent with Air Traffic Control (ATC) on- course routing 'practices and will be assigned eastbound departure headings whenever possible. Chicago O'Hare (ORD) has been the top Runway 17 departure destination each month in 2008 as reported in the monthly Runway 17 Departure Analysis Report. Our neighborhood is much closer (most direct route — i.e. "turn as soon as possible ") to the airport than other Eagan' neighborhoods -- meaning that the aircraft overhead are at a much lower altitude in our neighborhood in comparison to other areas in Eagan -- even those close to the airport. This statement is incorrect. An analysis of the flight track data shows that the average altitude over your neighborhood is approximately 2,805 feet above ground (based on Runway 17 departures from 1 -1 -08 to 9- 11 -08). An analysis of the flight track data over residential neighborhoods located at Highway 13 and Yankee. Doodle Road in Eagan (approximately 1 mile north of your neighborhood) shows that the average altitude is approximately 2,490 feet above ground (based on Runway 17 departures from 1 -1 -08 to 9- 11 -08). I propose runway heading should be used until at least a 3 or 4 NM point -- then initiate a turn on course (or even better further down the river -- to allow for a higher altitude over populated areas). ' A turn point for westbound departing aircraft (headings from 170 degrees to 285 degrees) beyond 2.5 nautical miles was assessed in the 2003 Environmental Assessment for the Implementation of a Departure Procedure off of Runway 17. Alternative F (2.7 Nautical Mile Turn Point Procedure) was ruled out for two reasons: 1) The cities located south of the Minnesota River Valley were concerned that extending the turn point further south would push more operations south of the river valley over their communities; and 2) The FM would not approve a turn point located further south due to the impact such a measure would have on runway capacity. In addition, requiring aircraft that would normally be directed on an eastbound heading off of Runway 17 to fly on a southwest heading over the Minnesota River Valley has the potential to increase flight time and fuel consumption, impact capacity, and derogate efficiency and safety and would not be consistent with FAA on- course routing practices. When do you expect the 2.5 NM offset prior to any turns (vice as soon as possible) to be in effect? The 2.5 Nautical Mile Turn Point Procedure for westbound jet aircraft went into effect concurrently with the opening of Runway 17 -35. My point is that the budget of the MAC and FAA are Taxpayer Burden — and therefore accountable to the taxpayers. I was not looking for a history lesson or information on the Chain of Command. Comment noted. Review of the meeting minutes suggests that you specifically asked to whom the FAA is accountable and therefore a response was included in my letter dated August 27, 2008. For clarification, the MAC is a public corporation of the state. Unlike typical state agencies, the MAC does not receive an appropriation from the state operating budget. Instead, the MAC operates like a business, paying its expenses from revenues it generates: The MAC has authority to levy taxes in the seven county metropolitan area for a variety of purposes: to pay debt on general obligation revenue bonds, to fund part of its operations and maintenance, and to provide police and fire services, parking facility maintenance and roadway upkeep. However, the MAC has not levied taxes for debt service since 1969, for operations and maintenance since 1961, or for police, fire, streets and parking since the early 1980s. In closing, I hope you find this information helpful. The MAC will continue to work with the communities, the FAA, airlines and other stakeholders toward noise reduction, where possible, around MSP, including issues related to Runway 17/35. However, given your location and the configuration of the new runway, the elimination of aircraft overflights that you seek is simply not possible.
