In order that there is a quorum present, please contact Mary O'Brien at 651- 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. PREPARATION FOR NOVEMBER 30 ARC TOWN HALL MEETING An airport noise town hall meeting is scheduled for Tuesday, November 30 at 7 p.m. at the Eagan Community Center (Oaks Banquet Room). Per the direction of the Commission at the September 14 meeting, the November workshop is an opportunity to discuss plans for the town hall agenda, handouts, etc. The workshop will not be televised. The enclosed doc>>«p:.::!- .,, offer assistance to the Commission in making preparations for the town hall meeting: ' • Enclosed on page "I is a map showing the area of the community that has been invited to attend the open house (approximately 825 single family households) • Enclosed on page 5 is a copy of the invitation that each household will receive during the week of November 9 -12. • Enclosed on pages (p and is a copy of the November 2010 electronic survey that invitees can fill out (it is anticipated that hard copies of the survey will be available at the meeting for those who did not choose to complete the survey online). The survey has been revised since the January 2010 edition, and includes some of the suggested modifications that were e- mailed by ARC members. Chair Thorkildson provided direction to proceed with the revised survey given the timing constraints of the survey needing to be available online at the time the invitations were printed and mailed. • Enclosed on pages % through q is the January 12, 2010 town hall meeting agenda and a separate ARC description, which were the only two handouts distributed at the January 2010 town hall meeting at Cedar School. • At the September 14 ARC meeting, it was suggested by the Commission that they may want to consider distributing a handout that addresses the role of the ARC and the ARC's relationship as an advisory commission to the City Council. • The ARC also suggested at the September meeting that the November 30 agenda could include: 1. Mayor or Council provide a brief overview of role of the ARC 2. Introduce ARC members 3. MAC staff member Chad Leqve's presentation on airport noise trends for the neighborhood (and future projections, technological advancements, etc.) 4. Citizen Question & Answer Forum —All Airport Relations Commission Establishment: The Airport Relations Commission was established in 1988. The Commission derives its authority from Section 2.50 of the City Code. Purpose: This volunteer Commission serves as an advisory board to the City Council on the issues of aircraft noise and airport policies that impact or have the potential to impact the community. Membership: Seven (7) members -at -large are appointed by the City Council to serve staggered two -year terms. One (1) alternate is also appointed for a period of one year and has all the powers and duties of a regular commission member during the absence or disability of a regular member. The City Administrator serves as an ex- officio member of the Airport Relations Commission. Chair and Vice Chair: The Chair, Vice -Chair and Secretary are chosen from and by the commission to serve for the current year. Staff Liaison: Dianne Miller, Assistant to the City Administrator Meeting Frequency: Meetings are held the 2 Tuesday of every other month at 7:OOp.m. (meetings held in May, July, September, November, January, and March)
