08/15/1988 - City Council SpecialMINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL August 15, 1988 Subject to Approval A special meeting of the Eagan City Council was held on Monday, August 15, 1988 at 7:00 p.m. for the purpose of receiving a draft copy of the Community Market Analysis prepared by the firm of Laventhol and Horwith. Present were Mayor Ellison and City Councilmembers Egan, Gustafson, McCrea and Wachter. Also present were City Planner Runkle, Planner I Kristy Marnin and City Administrator Hedges. PRESENTATION OF COMMUNITY MARKET ANALYSIS The City Administrator introduced Rob Chelsey and Carol Nielson, employees of Laventhol and Horwith, who are responsible for completing a draft copy of the Eagan Commercial Market Analysis. City Planner Runkle also provided background on the data collection process, stating that his department was instrumental in providing information for the report. Mr. Chelsey stated that there are two main purposes identified in the Commercial Market Analysis and they are as follows: 1) How much retail space is supportable and 2) how much retail land is available. Carol Nielson proceeded to review the various parts of the report, stating that the process included information gathering and analysis of the information. She stated that an eight step process was used to canvas the City of Eagan and surrounding communities. Ms. Nielson stated that the strength of the study is based on a traditional market analysis methodology for retail users. Ms. Nielson also stated that several assumptions were considered in preparing the report which include the mega mall, Woodbury Regional Center, the reanalysis of purchasing power as the age of the community changes and other related factors. Ms. Nielson presented the various community retail nodes that were examined in the study which generated considerable discussion by the City Council. Following a discussion that was based on various scenarios and questions relating to retail space and land that is supportable for commercial designation, Rob Chelsey summarized the report by stating that there must be an equilibrium of supply and demand and further that there is supportable acreage to be developed for retail within the City of Eagan in the future. He further stated that a commercial market analysis is a report and should be used as a guide to determine the adequacy for commercial property. Mayor Ellison thanked both Mr. Chelsey and Ms. Nielson for their comments and their report stating that the findings are comprehensive and once the final report is prepared, will be considered by the City Council for adoption as a guide plan for the development of commercial land within the City of Eagan.
