SPECIAL CITY COUNCIL MEETING
JANUARY 13, 2015

EAGAN MUNICIPAL CENTER
City Councilmembers present: Mayor Maguire, Councilmembers Bakken, Hansen and Tilley.
Councilmember Fields arrived at 6:05 p.m.
City staff present: City Administrator Osberg, Assistant City Administrator Miller, Director of Finance
Pepper, Director of Parks & Recreation Johnson, Recreation Supervisor Andersen, Director of Public
Works Matthys, Director of Community Development Hohenstein, and Police Chief McDonald,
ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Tilley moved, Councilmember Hansen seconded a motion to adopt the agenda as

There were no visitors to be heard.
JOINT MEETING WITH EAGAN'S LEGISLATIVE DELEGATION
Mayor Maguire welcomed
State Senator Carlson and
State Representatives
Masin and Halverson. It was
noted that Senator Metzen
and State Representative
Atkins were unable to
attend.
City Administrator Osberg stated that it is an annual tradition of the City Council to invite Eagan's
legislative delegation to the first Council workshop of the year to dialogue with the Council regarding
legislative issues anticipated during the upcoming session. Osberg summarized the 2015 legislative
priorities of the City.
The City Council and delegation discussed the legislative priorities and positions for 2015.
Mayor Maguire thanked the legislative delegation for attending the meeting and their service to the
community.
INDOOR SHOOTING RANGE ORDINANCE REVIEW
City Administrator Osberg introduced the item noting at the August 11, 2014 workshop, Council directed
staff and the City Attorney to prepare a draft ordinance amendment regarding indoor gun ranges.
Director of Community Development Hohenstein gave a staff report, walking through the key elements
on the policy questions associated with indoor gun ranges from the August 11, 2014 workshop.
The Council directed the ordinance amendment for indoor gun ranges be included on a future City
Council consent agenda for formal consideration.

ARTS PLANNING PROCESS REPORT
City Administrator Osberg introduced the item noting the City received funding from a private
foundation to complete an Arts Visioning Master Plan. City Council, at the February 5, 2014 meeting,
accepted the funding and directed the Advisory Parks & Recreation Commission (APrC) to guide the
work of the plan through a series of conversations with community stakeholders. Osberg noted a draft
of the committee's work and recommendations was presented to the Advisory Parks Commission on
November 17, 2014. The APrC approved recommending the work of the committee to the City Council.
Director of Parks and Recreation Johnson gave a staff report and provided additional information. A
consultant from Forecast Public Art presented the results and recommendations from the completed
discussion of the Arts Planning Steering Committee.
The Council took a 5 minute break.
The Council and staff discussed the results and recommendations. After further discussion, the Council
agreed they were comfortable going forward with the recommendations presented and looked forward
to further discussion on funding opportunities and funding mechanisms used by other cities for this
purpose.
IMPACT OF THE OUTLET MALL ON POLICE DEPARTMENT AND OTHER CITY SERVICES
Police Chief McDonald along with Public Work's Director Matthys gave a brief presentation on the
effects the redevelopment district has had on their departments.
There was no other business to be heard.
