SPECIAL CITY COUNCIL MEETING

City Councilmembers present: Mayor Maguire, Councilmembers Bakken, Hansen and Tilley.
Councilmember Fields was absent.
City staff present: City Administrator Osberg, Assistant City Administrator Miller, Public Works Director
Matthys, City Engineer Gorder, Superintendent of Utilities Eaton, Superintendent of Streets Plath, Water
Resources Manager Macbeth.
ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Tilley moved, Councilmember Hansen seconded a motion to adopt the agenda as
amended. Aye:4 Nay:0

VISITORS TO BE HEARD
MICRO / SMALL CELL UPDATE
Public Works Director Matthys provided an update on the status of micro/small cell wireless antenna
installations within the public right-of-way by private telecommunication companies within the City's
boundaries. Matthys noted the Council will have the opportunity to act on the proposed ordinance
language revisions at the March 5, 2019 regular City Council meeting.
The Council discussed micro/small cell antenna installations.
PUBLIC WORKS DEPARTMENT — RESPONSIBILITIES & SERVICE LEVELS
City Administrator Osberg noted the Public Works staff is seeking a dialog with the Council to share
perspectives on the department's current tasks and service levels.
Public Works Director Matthys spoke on the existing Public Works Department's tasks and service levels,
as well as suggested revisions, acknowledging potential related staffing or vehicle/equipment/software
impacts and future budget and service impacts.
City Engineer Gorder, Superintendent of Utilities Eaton, Superintendent of Streets Plath, and Water
Resources Manager Macbeth were available for questions.
The Council and staff discussed the responsibilities and service levels of the Public Works Department.
