06/09/2020 - City Council SpecialMINUTES SPECIAL CITY COUNCIL MEETING JUNE 9, 2020 5:30 P.M. EAGAN MUNICIPAL CENTER Due to the COVID-19 outbreak, the Council has directed that regular, special and emergency meetings of the Council be conducted by telephone or other electronic means until such time as in-person meetings can resume in a practical and prudent manner. A virtual meeting of the Special City Council was held on Tuesday, June 9, 2020 at 5:30 p.m. City Councilmembers present: Mayor Maguire, Councilmember Bakken, Fields, Hansen and Tilley. City staff present: City Administrator Osberg, Assistant City Administrator Miller, Parks and Recreation Director Pimental, Public Works Director Matthys, Community Development Director Hutmacher , Finance Director Pepper and Assistant Finance Director Feldman. ROLL CALL AND ADOPTION OF THE AGENDA Councilmember Fields moved, Councilmember Bakken seconded a motion to adopt the agenda as amended. Aye: 5 Nay: 0 (Roll Call) VISITORS TO BE HEARD There were no visitors to be heard. COMMUNITY DEVELOPMENT AGENCY (CDA) UPDATE City Administrator Osberg noted the Dakota County CDA acts as the City' s Housing Authority. Through the Dakota County CDA tax levy, Eagan property owners contribute approximately $ 1.3 million annually towards affordable housing. Tony Schertler, Executive Director, Dakota County CDA, gave a presentation on affordable housing development, housing need, and financing tools and was available for questions. Mayor Maguire thanked Mr. Schertler for the update. CITY OPERATION PLANS IN RESPONSE TO COVID 19 City Administrator Osberg noted the City is preparing to reopen City Hall and other City facilities. The remodel of City Hall is nearly complete, and all staff is expected to be moved into the remodeled building by June 17. Osberg noted the June 16 City Council meeting will be held in the Council Chambers with the proper socially distancing. City Hall is scheduled to open to the public on Monday, June 22. The City has created a Return to Work and Reopening Plan. Assistant City Administrator Miller noted in preparation for City Hall and other city facilities reopening, there will be a combination of remote and in-person teams on site, all with the understanding that customer service will remain a priority. The plan outlines the many steps the City is taking to ensure the safety of our employees and public. Special City Council Minutes June 9, 2020 Page 2 Parks and Recreation Director Pimental provided an update on the facilities and programs that will be opening and how they are preparing to ensure the safety of our employees and the public. FINANCIAL IMPACTS AND BUDGETING ISSUES DUE TO COVID 19 City Administrator Osberg noted staff is seeking direction and guidance from the City Council recognizing the fluid nature of this year's budget process and uncertainty the pandemic brings, regarding possible changes in the 2020 budget and parameters for the 2021 budget. Osberg noted, in December 2019, as part of a two-year budget cycle, the City Council adopted a 2020 budget and levy, and reviewed the 2021 budget with a tentative levy amount. Finance Director Pepper walked through the PowerPoint slides illustrating the potential impact on 2020 and 2021 budgets, levies and projected fund balances. City Administrator Osberg noted in June and July, City Staff will be reviewing options to eliminate the deficit and will report back to the City Council at the August Special City Council Workshop. There was no other business to be heard.
