02/08/2022 - City Council SpecialMINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL Eagan, Minnesota February 8, 2022 A Special Meeting of the Eagan City Council was held on Tuesday, February 8, 2022, at 5:30 p.m. in the Council Chambers. Present were Mayor Maguire, Councilmembers Bakken, Hansen, and Supina. Councilmember Fields was absent. Also present, City Administrator Osberg, Assistant City Administrator Miller, Parks & Recreation Director Pimental, and Peter Frosch, President/CEO of the Greater Minnesota Partnership. ROLL CALL AND ADOPTION OF THE AGENDA The meeting was called to order at 5:30 p.m. Councilmember Hansen moved, Councilmember Bakken seconded a motion to approve the agenda. Aye: 4; Nay: 0. Motion carried. VISITORS TO BE HEARD There were no visitors to be heard. GREATER MSP UPDATE – PETER FROSCH City Administrator Osberg introduced Peter Frosch and invited him to present to the Council. Peter Frosch thanked the Council for being involved in the Greater MSP partnership and provided an overview of the Greater MSP Region, vision and mission, scope of work, and the organization’s structure and goals for the region. PARK NAMING RECOMMENDATION FOR NE EAGAN PARK City Administrator Osberg introduced the item and invited Director Pimental to share more with Council on the topic. The park area to be named is the newest parkland acquisition in the Northeast part of Eagan. A committee was established and met twice over the last three months to research and discuss possible names with the goal of presenting five recommendations to the Council for consideration. Director Pimental shared with Council the five names which were voted on by the Advisory Parks and Recreation Commission in January for Council consideration: • Du Nord Park • Nordic Park • Touch Down Park • Norseman Park • O’Neill Park Councilmember Bakken suggested using the name “Norse” rather than “Norseman” Park as it is considered more inclusive and representative of Norse culture. Councilmember Supina asked whether the committee had considered Native American history in the naming of the park. Director Pimental said the committee had considered naming the park after Chief Black Dog, but they felt that the location of the park was not well suited to this name because the site known as Black Dog’s Village was situated closer to the river near Cedar Avenue and Highway 13 on the other side of the city. Councilmember Hansen stated he preferred Nordic Park or O’Neill Park in appreciation for the history of Robert O’Neill. There was agreement around naming the park Norse Park. Director Pimental said he would bring the name back to the committee. Director Pimental asked the Council for input on naming of the pocket park at the Eagan Municipal Center Polzin Plaza, to recognize the significance of the first Mayor of Eagan, Herbert Polzin. Councilmember Supina stated he felt it was appropriate. Mayor Maguire added the location for the park was particularly fitting. ADJOURNMENT Councilmember Hansen moved, Councilmember Supina seconded a motion to adjourn. Aye: 4, Nay: 0. Motion carried.
