A Special City Council Meeting was held at 5:30pm on Tuesday, September 13, 2022. City
Councilmembers present: Mayor Maguire, Councilmembers Bakken, Supina, and Hansen.
Councilmember Fields joined via teleconference. City staff present: City Administrator Miller, Assistant
City Administrator Alig, Parks & Recreation Director Pimental, City Planner Schultz, Finance Director
Feldman, Assistant Finance Director Foiles, and City Attorney Bauer.
I.ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Bakken moved, Councilmember Hansen seconded a motion to adopt the agenda as
presented. Aye: 5 Nay: 0
II.VISITORS TO BE HEARD
There were no visitors to be heard.
III.JOINT MEETING WITH ADVISORY PARKS & RECREATION COMMISSION (APrC)
Director of Parks & Recreation Pimental invited members of the APrC to introduce themselves.
Members of the Commission present were Michael Palmer, Lisa McWilliams, Kevin Hamlin, Chris Rotty,
Dione DeMartelaere, and Dagny Heimsdottir. Members John Rayman, Richard Costain, and Chair Linda
Klein were unable to join.
A.CAPITAL IMPROVEMENT PLAN (CIP) PRESENTATION
Director Pimental gave a presentation on the CIP process and outlined funding sources and the parks
master plan including projects currently underway and anticipated projects stretching into 2027. Staff
anticipate continued collaboration on the Goat Hill Rink in partnership with the Eagan Hockey
Association in 2023, when work will continue. Other projects in 2023 include the development of Norse
Park, and tennis court reconstruction and repairs.
The high cost of materials and labor will require flexibility in scheduling of projects. Director Pimental
stated that a transfer from the General Fund to help support Parks fund would be planned in 2023, and
an increased allocation from the tax levy would be necessary in 2024 and 2025.
IV.COMPREHENSIVE GUIDE CONCEPT REVIEW, METCALF MIDDLE SCHOOL
Administrator Miller introduced the item and stated the purpose of the meeting would be to allow for
an informal discussion of the proposal from Enclave Companies in conjunction with Pulte Homes and
Lifestyle Communities. Administrator Miller invited City Planner Schultz to provide an overview of the
project. Mr. Schultz provided an overview of the project noting a total of 536 units were proposed on
34.44 acres. The proposed concept would require re-guiding of the property from QP, Quasi-Public to
HD, High Density, and MD, Medium Density residential to accommodate a mix of multifamily residential

uses. The properties would include market rate, age restricted apartments, and owner-occupied
townhomes.
Mayor Maguire invited representatives from the companies to introduce themselves. Present were Paul
Heuer with Pulte Homes, Brian Bochman with Enclave Companies, and Ben Landhauser with Lifestyle
Communities. The representatives provided a presentation outlining the proposed site concept.
Council inquired on several aspects of the proposed project, including if affordable housing was a
consideration, single-level townhomes, consideration of a transition to existing single-family, density of
the project, and consideration of true mixed use instead of a mix of multi-family.
The development team responded that they are working with Dakota County to determine if
affordable housing options were possible. The development team also indicated that the senior
cooperative is intended to provide the single-level living residents are seeking; but would evaluate if
single-level townhomes would work.
The Council broadly discussed impressions of the concept and whether there was support for the
change of use from non-profit to medium- and high-density residential. Council noted selling and
maintaining the property to a non-profit user could also be a consideration.
Mayor Maguire thanked the representatives for their presentation.
V. “STATE OF EAGAN’S WATER” REPORT
Mayor Maguire invited Public Works Director Matthys to present on the State of Eagan’s Water.
Director Matthys shared a video highlighting Eagan’s quality watershed and discussed an overview of
the City’s water resource management. The City is working to coordinate asset management, water
reuse, conservation, funding, and staffing to allow management of water resources into the future.
Mayor Maguire thanked staff for the presentation.
