September 2.3, 1975
A Special Meeting of the Eagan City Council was held on September
23, 1875 at 6:30 p.m. at the City Hall at which all members were present.
Also present were Bolke and Hauge.
TITLE VI and TITLE II EP~~-LOYEES. The Council reviewed the tentative
requests for personel under the Title VI and Title II programs. The
present two Ceta employees will be extended through June 30 and the City is
eligible for four additional Title VI employees and two Title II employees.
Upon motion by T~layor Folzin, seconded by Councilman Rahn, all members
voting aye, it was RESOLVID that job qualifications be drawn up for the
following jobs: 1 Police Cadet, 3 Public T,~orks Maintenance employees,
1 Secretary, 1 Assistant Building Inspector and Fire Marshall; it was
further RESOLVED that the contract with Dakota County covering this
employment be properly executed by the proper officials.

Upon motion of Councilman ivJachter, seconded by Councilman Fiahn, all members
voting aye, it was RESOLVED that the bid for Improvement Project 156A be
awarded to h'eNamara Vivont Const. Co. in the amount of X155,060.
EAGAN POLICE ASSOCIATION HEARING. Upon motion of Councilman w'achter,
seconded by Councilman Rydrych, all members voting aye, it was RESOLVED that
City Attorney Maul Fiauge and Clerk Alyce Bolke be authorized to represent the
City at the public hearing regarding the certification which will be held
October 1, 1975 at 10:00 a.rn. at the Veterans Service Building in St. Iaul.
3981 SOUTH LEXINGTON AVENUE. T~ayor Polzin explained that the furnace
had to be replaced at the old I'~~cCarthy residence which the City is currently

renting. The cost of this repair is estimated to be ap;~~roximately w500-
x600. Upon motion of Councilman Rahn, seconded by Councilman Smith, all
members voting aye, it was RESOLVED that the Clerk be authorized to notify
the tennants that the rent will be raised X25.00 a month effective
I~tovember 1, 1975, due to excessive maintenance costs.
PROJECT 79B, PARK CONSTRUCTION. T~Trs. Schmidt presented Change Order
No. 1 to ~`roject 79B in the amount of X1750.00 to correct a drainage pro-
blem in Blackhawk Park. Upon motion o~ Councilman Rahn, seconded by
Councilman Wachter, all members voting ayes it was RESOLVED that Change Order
No. 1 to Project 79 'Part 3 in the amount of X1750.00 be approved.
PASSf;IVGER ST-~ LTERS. The Council next reviewed the boarding data
collected and the need for passenger shelters which are available under a
program set up by the MTC. Upon motion of Councilman Smith, seconded by
N'ayor Polzin, it was RESOLVED that the City request two shelters to be
installed, one at Silver Bell ?oad and Llackhawk Road, and another in the
vicinity of Jade Lane and Rahn Road.
The T~iayor reviewed an alternate proposed for the funding of improve-
ments on Johnny Cake Ridge Road. This will be placed on the October 7
Council Agenda for consideration.
The Council next reviewed the revised budgets and made several
suggested revisions. The next budget meeting will be held TYonday,
September 29 at 7:00 p.m.
