10/13/1976 - City Council Special MINt1TI;S OF A SPECIAL rtELTING OF I'tIE FE~GAN CITY COUNCIL EAGAN, MINNESOTA October 13, 1976 A Special Meeting of the Eagan City Council was held on October 13, 1976 at 7:00 P.M. at the City Hall All members were present. Also present were City Administrator Thomas Hedges and City Clerk, Alyce Bolke. Budget and Tax Levy. A special meeting was called by Mayor Herb Polzin to review the budget and to adopt the tax levy for 1977. The budget was reviewed in great detail with several reductions in various categories recommended by the City Council. Councilman Rahn was excused at 8:30. The Special Levy alternatives as presented by the City Administrator :acre reviewed and upon motion of Mayor Polzin seconded by Councilman Rydrych, all members voting aye, it was RESOLVED that Alternative ~~2 as revised. be approved and the General Tax Levy be set at $639,600 and the Special Levies at $299,7.53 for a total levy of $938,753. CETA Agreements. Upon motion of Councilman Wachter seconded by Councilman Smith, all members voting aye, it was RESOLVED that the new CETA Agreement dated Oct. 1, 1976 for Title II and Title VI between Dakota County and the City of Eagan be approved and properly executed. Public j,]orks Labor Negotiations. The Council reviewed the Mediation Agreement pertaining to wages, seniority and fringe benefits for the Public t~'orks Department employees who are represented by Teamsters Local 320. Upon motion of Councilman Smith seconded by Councilman Wachter, it was RESOLVED that the terms of the mediation agreement for wages, seniority and fringe= benefits be approved. Councilmen Smith, [,yachter, Polzin voted yes and Rydrych voted no. Improvement 1.62, Sanitary Sewer Lateral. The C=ity Clerk explained that Engineer Robert Rosene recommended that a part of Jon Croft Acres he. deleted from the area to be assessed for storm sewer lateral in Improvement ~f]_62 which would therefore change the cost per square foot. It was recommended that the storm sewer lateral portion on the improvement be deleted and be assessed in the fall of 1977 for certification to the county at that time. Upon motion of Mayor Polzin, seconded by Councilman Smith, al_l members voting aye, it was RESOLVED that the storm sewer lateral assessment be omitted from the assessment roll for Improvement No. 162 which was adopted on September 7th and is to be certified to the Dakota County Auditor. Blackhawk Park Grading. Upon motion of Councilman Smith seconded by Councilman Wachter, all members voting aye, it was RESOLVED that the City of Eagan Park Dept. grade the joint park and private property which is adjacent to the Blackhawk Park, subject to a hold harmless agreement being entered into by the owners of Lots 1 and 2, Block 3, Cedar Grove No. 8. There being no further business, upon motion duly made and seconded the meeting adjourned at 11:30 P.M.
