A Special Meeting of the Eagan City Council was held on
November 30, 1976 at 7:00 P.M. at the Ewan City Hall. All
members were present. Also present was City Administrator
Tom Hec~fes .
2977 Proposed Budget. A Special Meeting was called
by rZayor Herb Polzin to review the 1977 proposed budget and
also review the EDA application for a new Police Department
Facility. All proposed 1977 budgetary accounts were re-
viewed with detailed concentration given to the Special
Auxiliary Accounts. The City Administrator presented a
revised capital outlay schedule for all depart;nents and after
discussion on the purchase of certain items of equipment
the City Administrator was directed to study the point use
of heavy equipment with other governmental entities, rental
of equipment and prepare a replacement schedule for the purchase
of new equipment by department and further that capital
outlay of heavy equipment would not be considered as a part
of the 1977 operating budget. There was no formal action
taken regarding the 1977 proposed budget however the City
Administrator was directed to prepare a final budget docu-
ment for consideration at the December 21, 1876 regular City
Council meeting.

Police Department Facility. The City Administrator
reported that the EDA grant application for a new Police
Department Facility was given checklist approval at the
regional EDA office in Chicago and therefore will be processed
for final consideration for approval during the month of
December. It was reported that the competition is great in
the number of grant applications and further that the chance
of funding is in relationship to the per capita income and
unemployment rating given to the City of Eagan.
There being no further business, upon motion duly made
and seconded the meeting was adjourned at 11:00 P.M.
