04/12/1994 - City Council Special 0(JO93 MINUTES OF A SPECIAL MEETING OF EAGAN CITY COUNCIL Eagan, Minnesota April 12, 1994 A Special City Council meeting was held on Tuesday, April 12, 1994 at 5..00 P.M. in the Eagan Municipal Center Building. The main purpose of the meeting was to receive a presentation by consultants retained in order to review and study options for transportation improvements in the greater Yankee Doodle Road/Pilot Knob Road area. Those in attendance were Mayor Egan, and City Councilmembers Awada, Masin, and Wachter. Also present were Director of Public Works Colbert, Director of Community Development Reichert, Director of Finance VanOverbeke, Chief of Police Geagan, Assistant to the City Administrator Hohenstein, Senior Planner Marnin, Administrative Intern Pruitt, and City Administrator Hedges. NEW CITY COUNCIL CHAMBERS/MEDIA EQUIPMENT Assistant to the City Administrator Hohenstein presented the need for professional assistance in designing the new Council Chambers media arrangement, due to the different shape and acoustics, noting that franchise fees should pay for design fees and some of the lighting fixtures. He added that although all items are planned to be relocated into the new Council Chambers, a contingency plan is recommended to anticipate future uses for the existing space. Councilmember Wachter responded that he liked the idea of leaving one or two monitors and microphones in the existing Council chambers for future use, and encouraged placing a microphone for the public similar to the one in the existing Council chambers, for the new Council chambers. Assistant to the Administrator Hohenstein added that staff is interested in obtaining an inventory of what items would be used in both rooms, and then decide what will require upgrading, relocating, etc. City Council provided authorization to proceed with the item to the April 19, 1994 regular City Council meeting. POLICE DEPARTMENT GRANT City Administrator Hedges and Chief of Police Geagan informed the City Council that the Minnesota Department of Public Safety, Office of Drug Policy and Violence Prevention selected the Eagan Police Department for an award of federal anti-drug funds. Chief of Police Geagan explained that the grant is for $12,056.13, with a local match of $6,028.87; for a total of $18,086, with the $6,029.87 local match to draw from drug forfeiture money which falls within the scope of uses for forfeitures established by State Law. Following discussion, Wachter moved, Awada seconded, a motion to approve participation of $6,029.87, as a local match in the form of drug forfeiture money to be used with the award of $12,056.13 by the Minnesota Department of Public Safety, Office of Drug Policy and Violence Prevention, and to authorize the Mayor and City Clerk to sign the resolution. PRESENTATION TO CONSIDER TRANSPORTATION IMPROVEMENTS FOR THE GREATER YANKEE DOODLE ROAD/PILOT KNOB ROAD PROJECT Director of Community Development Reichert introduced Consultant, Ferrol Robinson, a representative of Stugar, Roscoe, Fausch, Inc., the City retained to review and study options for transportation improvements in the greater Yankee Doodle Road/Pilot Knob area. She noted that staff was seeking concurrence from Council in order to assist in processing applications for interim land use plan amendments. Ms. Reichert added the impetus for the study was not only for inconvenience reasons, but also due to legal requirements. Mr. Robinson presented Project 669, Ring-Road/Yankee Doodle Corridor Transportation Analysis. He described existing conditions, an analysis of future decisions, estimated roadway improvement costs and potential funding sources. Mayor Egan inquired whether ISTEA funding would be used with the ring road construction. Director of Vx PAGE 2/EAGAN SPECIAL CITY COUNCIL MINUTES APRIL 12, 1994 Public Works Colbert explained that the ISTEA application deadline was April 1, 1994, and the next deadline is April 1, 1996 which at that time the City will apply for ISTEA funding. Pete Sorenson, Dakota County Traffic Engineer, stated the County supports the consultant's findings. MANN THEATRE BUILDING MATERIALS Community Development Reichert explained the request by Mann Theatres to appear before the City Council and present a choice of materials they are proposing for the exterior of the building. She added Mr. Thorbeck was contacted and asked to provide input on the quality comparison between the proposed modifications of building materials and the original materials. In response he stated that the proposed modifications were the cheapest building materials that can be used to build with. Mann Theatre representative, Attorney Jim Gruepner, explained the appearance, cost and estimated duration of the proposed modifications to the original materials. When questioned what increases attributed to the need for lower cost modifications of the original materials, Jim Gruepner, Attorney, responded the correction of the site, and general increases in stone and lumber. Mayor Egan stated that the Council's constituents desired a movie theatre and that they most likely do not care as much about the facade. He also expressed his support for the proposed modifications. Councilmember Wachter stated the sealant description provided by Mann representatives proved to him that the materials would work. Following an incomplete motion to deny the proposed modification and an uncompleted motion to continue to the item, the Mayor requested the item be placed under the Consent agenda for the April 19, 1994 regular City Council meeting. DEVELOPMENT UPDATES Director of Community Development Reichert provided development updates for the upcoming April 19, 1994 agenda items. ARCHITECT SELECTION/CIVIC ARENA PROJECT Results of the ice arena architectural bids were discussed. Council direction was provided to pursue firms INCOMPLETE and OPUS further. SPECIAL TASKS DOCKET City Administrator noted that in order to facilitate the prioritizing of special projects by the Council, a new format has been presented to the City Council for review. He welcomed feedback on the new Special Tasks Docket. ELERT AND ASSOCIATES City Councilmembers determined it was necessary to bring Elert and Associates into the building process for organization with the telephone system. Awada moved, Masin seconded a motion to approve using the $15,000 budgeted for a telephone system study for Elert and Associates to work with the electrical engineers. Aye: 4 Nay : 0 3 .
