MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
SEPTEMBER 25,1979
A special meeting of the Eagan City Council was held on Sep-
tember 25, 1979, at 7:00 p.m. at the Eagan City Hall. Those present
were: Mayor Murphy, Councilmembers Egan, Smith, Wachter and Par-
ranto. Also present were City Administrator Hedges and Director
of Finance VanOverbeke.
1980 PROPOSED BUDGET
The City Administrator presented the fourth revision of the
1980 proposed budget. The Consumer Price index was then discussed
and, due to the high inflation, it was recommended that an additional
1% be added to all personal service costs to reflect a reserve for
potentially higher wage adjustments than originally projected.
Public Works Director Colbert appeared and discussed the need to
increase the Street Surfacing Fund in the Street Department Budget
for 1980, allowing the City to man the Seal Coating Program. The
City Administrator was directed to add an additional $45,000 to
the Street Surfacing Budget as a result of the Public works Di-
rector's study and based upon the need for an improved Seal Coating/
Street Improvement Program. The City Council reviewed the request
for additional manpower and it was the majority consensus that the
receptionist/clerical position for the Public Works Garage be eli-
minated and the Recreational Programmer position be made full time
to incorporate the receptionist/clerical duties. The Administrator
was also asked to increase the Parks and Recreation Budget by $1,000
for back up clerical capability if there is need for part time per-
sonnel during the year. Alice Kreitz and Jerome Sammon appeared
and asked the City Council to consider additional Police personnel
for 1980. They both stressed the need for a full time investigator
to handle juvenile incidents involving drugs and other related prob-
lems within the community. After further discussion regarding vari-
ous accounts and functions within the proposed budget, the mill
levy, which reflects the total number of tax dollars to be levied
for collection in 1980 to supplement revenues for operation of the
general fund budget, was carefully examined. City Councilmember
Smith recommended that the $86,500 for matching park grant be removed
to lower the total mill rate. The Tree Conservation Budget was
reduced to $20,000, therefore reducing the total mill rate. After
further discussion on the matter, it was agreed that the mill rate
be established at the next regular City Council meeting to be held
on October 2, 1979, to allow for certification to the County Auditor
by October 10,1979. A motion was made by City Councilmember Par-
ranto, seconded by City Councilmember Smith, with City Councilmembers
Smith, Parranto and Egan voting aye; and City Councilmember Wachter
and Mayor Murphy voting nay, that the City Administrator be directed
to prepare a mill rate based on 14.6 mills for consideration at
the October 2, 1979, meeting. Mayor Murphy and City Councilmember

Wachter objected to the motion due to the fact that no additional
Police personnel were included in the budget proposal for 1980 and
further that the mill rate should be increased to reflect some per-
sonnel as recommended by the Chief of Police.
There being no further business, the meeting was adjourned.
