MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
MARCH 12, 1981
A special meeting of the Eagan City Council was held on March 12,
1981, at 7:00 p.m. at the Eagan City Hall. Those members present were Mayor
Blomquist, Councilmembers Egan and Smith. Absent were Councilmembers Parranto
and Wachter. Also present was City Administrator Hedges.
CABLE TELEVISION ADVISORY COMMITTEE MEETING
The City Council held a regular meeting of the Cable Television
Advisory Committee. Minutes of that meeting are recorded as official minutes
of a regular meeting of the Cable Television Advisory Committee held on March
12, 1981.
MIC/MAC POSITION PAPER
City Administrator Hedges stated that a position paper was drafted
by the Planning Departments of Mendota Heights and Eagan at the direction of
both City Councils. He stated that the position paper has been prepared and
it addresses several of the important issues including methodology that is appro-
priate for determinining aircraft noise, what land use guidelines should be
adopted, source noise reduction, airport operational procedures, development
of variance criteria, representation on advisory commissions and the rezoning
of land to achieve compatibility. City Councilmember Egan stated that he has
reviewed the document and feels that additional emphasis should be placed on
the issue of property loss or damages due to airport safety noise compatibility
plan. After a brief discussion on the position paper and in a motion by Blom-
quist, seconded by Egan, with all members voting in favor, the position paper
was adopted as presented by the Planning Department for the Cities of Eagan
and Mendota Heights subject to the inclusion of one additional and most important
issue, "Property Loss or Damages Due to Airport Safety Noise Compatibility Plan-
ning". D 81-13
ADJOURNMENT
There being no further business, the meeting was adjourned at
approximately 9:45 p.m.
