MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JULY 30, 1981
A special meeting of the Eagan City Council was held on July 30,
1981 at 7:00 p.m. at the Eagan City Hall. Those members present were Mayor
Blomquist, City Councilmembers Egan, Parranto, Smith and Wachter. Also present
were Director of Public Works Colbert, Director of Finance VanOverbeke and City
Administrator Hedges.
1981 Seal Coating Material
City Councilmember Parranto, who is also Chairman of the Public
Works Committee, reported that a Public Works Committee meeting was held on
July 27, 1981 for the purpose of reconsidering whether Class A "trap rock" or
Class B "buckshot" would be the best material for seal coating certain City
streets in 1981. He stated that pictures presented at the July 7, 1981 regular
City Council meeting by residents of the Donneywood Addition raised questions
and concerns in his mind as to whether buckshot instead of trap rock, providing
a safer surface to children playing on City streets, whould be used. Public
Works Director Colbert reported that seal coating with buckshot may require
one (1) additional application over the thirty year life of residential streets;
however, the total cost of application for that time duration is the same com-
pared to trap rock. The effects on the surface and life expectancy of residen-
tial streets through the use of either trap rock or buckshot for seal coating
residential streets was further discussed in detail. City Councilmember Wachter
expressed concern that trap rock would provide a more non-skidding resistance
for automobiles driving in inclement conditions and further that this surface
was a more durable and lasting application than buckshot and therefore opposed
changing from trap rock as originally specified. City Councilmember Parranto
suggested that trap rock be applied to all collector streets where there is
minimal play and use by children and that all residential streets receive a
buckshot application for seal coating this year. After further discussion,
a motion was made by Councilmember Smith, seconded by Councilmember Parranto,
with Smith, Parranto, Blomquist and Egan voting yes and Wachter no that trap
rock be used for the seal coating of Wilderness Run Road and buckshot applied
for all other residential streets, the $12,000 savings using buckshot instead
of trap rock would be applied toward the seal coating of additional residential
streets this year as a change order to the existing contract and further that
a policy be developed for review by the City Council as to how buckshot and/or
trap rock is to be used as a material for seal coating streets within the City
next year.
1982 BUDGET SESSION #1
The City Administrator presented an expenditure and revenue summary
as projected for the 1982 budget. The summary was based on the departmental
proposals with no consideration given to City Administrator adjustments. He
further provided an analysis of the impact on the proposed 1982 budget by com-
paring budgets that were adopted for the past three (3) years. There were
several questions raised by members of the City Council regarding the following:
1. Transfer all projected taxable revenues into a mill rate distribution.

2. Prepare a balanced budget with a 15% increase as an example of a bud-
getary adjustment projected for 1982.
3. Review revenues that will be generated or expenditures saved as a result
of an additional engineer in the Public Works Department.
4. Eliminate any budgetary consideration for salary increases for the
Mayor and City Council.
5. Consider adjustments for the Police Department with two new patrol
persons and no changes to administrative Police personnel.
6. Consider all other administrative adjustments for the next budgetary
session.
After further discussion on the first analysis of the 1982 Budget as projected
by the department heads, the City Administrator was directed to provide an
analysis to the questions raised by the City Council and make all administrative
adjustments prior to the next budgetary session.
REDISTRICTING - DAKOTA COUNTY COMMISSIONER DISTRICTS
City Administrator Hedges presented a letter and proposed
redistricting plan option to redistrict all the Dakota County Commissioner
districts. He stated that the proposed plan evenly distributes the population
to all five (5) districts and that the City of Eagan is all within District
Three which is shared with the City of Mendota Heights, Mendota, Lilydale, one
precinct in Burnsville and two precincts in Apple Valley. After reviewing the
proposed redistricting plan, action was taken in a motion by City Councilmember
Wachter, seconded by Councilmember Parranto, with all members voting in favor
that the proposed redistricting option as presented by the Dakota County Commis-
sioners be endorsed as presented.
