08/26/1981 - City Council Special 0('498 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA AUGUST 26, 1981 A special meeting of the Eagan City Council was held on August 26, 1981 at 6:00 p.m. at the Eagan City Hall. Those members present were Mayor Blomquist, Councilmembers Egan, Parranto, Smith and Wachter. Also present were Park and Recreation Director Vraa and City Administrator Hedges. NORTHVIEW ATHLETIC FIELD/STORM WATER DRAINAGE Park and Recreation Director Vraa reported that the City is experiencing inadequate storm water drainage on the softball fields at the North- view Athletic Field complex. Various drawings and pictures were shown that illustrated the lack of storm water drainage causing additional maintenance responsibility by the Park Department and inadequate playing surface for softball teams following rainy conditions. City Councilmember Wachter recommended that the infields be reconstructed this fall and storm sewer piping be constructed as appropriate. After further discussion on the matter, and in a motion by City Councilmember. Smith, seconded by Councilmember Wachter, with all members voting aye, the Director of Parks and Recreation was directed to proceed with the proper reconstruction of the four (4) softball diamonds and a baseball diamond at the Northview Athletic Field complex to provide for proper storm water drainage and further than labor be provided by the Park Maintenance Depart- ment. 1982 BUDGET SESSION #3 The third budget meeting was held to review (1) New Services and Programs, (2) An Examination of Accounts within Each Department, and (3) A Re- evaluation of the Proposed Mill Levy. The City Administrator presented docu- mentation that reviewed various budgetary reductions proposed for each of the departments, an expenditure and revenue summary as well as a detailed analysis of the general property tax levy. Members of the City Council reviewed each of the departments and after an examination of all funds recommended a budgetary reduction of $107,150 from the proposed General Fund Budget. It was also sug- gested by Council that four (4) civil defense warning sirens at an estimated cost of $41,720 be budgeted. The total General Fund Budget was therefore reduced to $3,240,130. City Councilmember Smith suggested that the special levies for park matching grants remain as a revenue source to allow funding for the civil defense warning sirens. There was considerable discussion regarding the possi- bility of additional budget reductions for the shade tree program. At the request of the City Council, a fourth budget meeting was scheduled for September 9, 1981.
