12/08/1981 - City Council Special MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA DECEMBER 8, 1981 A special meeting of the Eagan City Council was held on December 8, 1981 at 6:30 p.m. at the Eagan City Hall. Those members present were Mayor Blomquist, City Councilmembers Egan, Parranto, Smith and Wachter. Also present was City Administrator Hedges. UNION NEGOTIATION UPDATE & NON-UNION SALARY SCHEDULE FOR 1982 The City Administrator presented a memorandum entitled "Union Nego- tiations" that provided an update on the status of negotiations for both the police dispatchers and public works maintenance employees. A memorandum and salary compensation schedule was also distributed for all non-union personnel for a 1982 wage schedule. The City Administrator stated that salary considera- tions included a no increase to a 9.5% increase in addition to some additional increases due to merit increases, reclassification and adjustments to meet the City's salary compensation plan. There was no action taken regarding the nego- tiations or non-union personnel settlement. AMM LEGISLATIVE POLICIES FOR 1982 Mayor Blomquist, who is on the Board of Directors of the Association of Metropolitan Municipalities, stated that the general membership meeting is scheduled for December 30, 1981 at which time all legislative policies for 1982 will be reviewed. She stated that the City Administrator distributed a copy of the various policy modifications proposed for legislative policies in 1981 and 1982 and asked that each of the various policies be reviewed so she can provide input at the general membership meeting on the position towards each legislative policy as taken by the City of Eagan. A number of policies were reviewed, including: 1. Municipal Revenue & Taxes - that. consists of levy limitations, taxes on property and other related revenue taxes. 2. General Legislation - regarding shade tree, uniform building code, cable communications, police officer eligibility and recruitment and uniform information practices. 3. Housing - regarding mandatory standards in local housing. 4. Metropolitan Area Issues & Concerns - such as watershed district, sur- face water management, hazardous and solid waste, metropolitan park funding and regional park impact. 5. Transportation - which includes taxi cab regulations. The City Council reviewed each of the policies suggested by AMM for modification and provided their input to Mayor Blomquist. Upon completing the review, Mayor Blomquist indicated that she would present the policy modifications at the general membership meeting on December 30, 1981. Special City Council Minutes December 8, 1981 Page Two CABLE TELEVISION ADVISORY COMMITTEE MEETING The City Council held a regular meeting of the Cable Television Advisory Committee. Minutes of that meeting are recorded as official minutes of a regular meeting of the Cable Television Advisory Committee held on December 8, 1981.
