JANUARY 28, 1982
A special meeting of the Eagan City Council was held on January
28, 1982 at 6:00 p.m. at the Eagan City Hall. The meeting was then moved to
St. John Neumann Church at 7:00 p.m. to hold a water treatment plant public
hearing. Those present were Mayor Blomquist, City Councilmembers Egan, Smith
Wachter and Thomas. Also present were City Administrator Hedges and Director
of Public Works Colbert. Also present was the City's consulting engineering
firm representative, Mr. Robert Rosene of Bonestroo, Rosene, Anderlik & Asso-
ciates.
REQUEST FOR ADDITIONAL FIRE FIGHTERS
Representatives of the Volunteer Fire Department appeared to discuss
the need for additional daytime fire fighters at Fire Stations #2 and #3. City
Councilmembers stated that the current ordinance allows 75 fire fighters plus
the fire chief, district chiefs and fire marshal which is a total of 79 members.
The City Council reviewed the request for ten additional daytime fire fighters
and stated that it was not their intention to change the ordinance at this time
and that the fire department should over a period of time replace the nighttime
fire fighters with daytime fire fighters. Fire Chief Childers stated that he
would send a letter to those persons who were applying for an appointment as
a volunteer fire fighter stating that they would be kept on notice and be given
consideration when an opening existed in the fire department. District Fire
Chief Jerry Adams stated that the fire department planning committee is meeting
and planning locations for Fire Stations #4 and #5 which would require an addi-
tional 15 fire fighters per station. It was also mentioned by Fire Chief Chil-
ders that the fire department is looking at a reserve program for older fire
fighters who may encounter a disability and cannot perform 100% as a fire
fighter. After further discussion on the concept of a reserve program, this
item was referred to the personnel committee for further study.
WATER TREATMENT PLANT /PUBLIC HEARING
A public hearing was then convened by Mayor Blomquist at St. John
Neumann Church to consider a water treatment plant which would provide for hard-
ness reduction and the removal of iron and manganese from the water system or
a water treatment plant that removes the iron and manganese from the water and
is designed for the future addition of a hardness reduction facility. City
Administrator Hedges, Director of Public Works Colbert and the consulting
engineering firm of Bonestroo, Rosene, Anderlik & Associates represented by
Mr. Robert Rosene provided background information through the means of discussion,
visual aids and handout material explaining the City's proposal to construct
a type of water treatment plant.

There were approximately fifty (50) persons in attendance at the public hearing,
many of whom raised questions and provided comments to the City regarding the
proposed construction of a water treatment plant. A majority of the residents
present did express opposition to the water treatment plant, mainly due to the
anticipated cost. Members of the City Council discussed the feasibility study
as prepared by the consulting engineering firm and also briefly discussed the
survey results of a city wide survey taken in the fall of 1981 wherea majority
of the residents expressed a desire for the City to construct a water treatment
plant that would remove iron and manganese only. After further discussion and
approximately two hours of public comment, the City Council deferred a decision
on the water treatment plant until the March 16, 1982 regular City Council
meeting. The public hearing was closed.
ADJOURNMENT
There being no further business, the meeting was adjourned at appro—
ximately 9:00 p.m.
