08/10/1982 - City Council Special06212 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA AUGUST 10, 1982 A special meeting of the Eagan City Council was held on August 10, 1982 at 7:00 p.m. at the Eagan City Hall. Those present were Mayor Blomquist, City Councilmembers Egan, Smith, Thomas and Wachter. Also present were City Administrator Hedges and Director of Public Works Colbert. FILL & EXCAVATION PERMIT /EXTENSION OF HOURS /JOHNSON BROS. Mayor Blomquist stated that she had received telephone calls from persons who reside on Blue Gentian Road regarding noise, dust and the rerouting of traffic caused by excavation work and new construction of the I -35E /I -494 interchange project. She further stated that the City Administrator was directed to contact residents on Blue Gentian Road to appear this evening and comment on any impact the fill and excavation operation is causing to their property in addition to asking that representatives of Johnson Brothers and MnDOT be present in an effort to work out a solution to the neighborhood concerns. Many persons residing on Blue Gentian Road did appear at the meeting in addition to the superintendent for Johnson Brothers and a representative of MnDOT. Several residents expressed concern that the dust is causing the interior and exterior of the homes and automobiles to be dirty requiring constant clean up and further that the noise of the heavy equipment operating in early morning hours and late evening hours is a nuisance causing a disturbance during the normal sleeping hours. A representative of Johnson Brothers stated that they have constantly applied water to the hauling route and in an effort to hold down the dust are planning to make several applications of calcium cloride on the hauling route. He further indicated that they are now using a larger watering truck which will eliminate dust in the area of the homes. Several property owners explained their concerns about the amount of traffic utilizing Blue Gentian Road and asked if additional signage could redirect traffic to Lexington or Dodd Road on Highway 55. After further discussion and in a motion by Wachter, seconded by Egan, with all members voting in favor, Johnson Brothers were authorized to continue with the hours of operation as originally designated for this fill and excavation permit, subject to: 1. Providing regular applications of calcium cloride. 2. Utilization of a larger water truck. 3. Additional signage study to be performed by MnDOT. 4. All conditions will be reviewed by the Director of Public Works and Public Works Committee. If the problem is not resolved, the residents should contact the City and another meeting will be scheduled to futher consider the excavation and fill permit. INFORMATIONAL MEETING /CITY HALL EXPANSION PROJECT An informational meeting was held, with several residents present, to consider the proposed city hall expansion program as evaluated by an appointed citizens' advisory committee and City Council. The City's architect, Mr. Jack Boarman of Boarman Architects, Inc., was present and presented a slide show 00213 Special City Council Minutes August 10, 1982 Page Two that provided information about the proposed city hall expansion project. The general consensus of those persons present was to proceed with Plan C which provides for construction of a new city hall combined with parks and recreation offices above the existing police department and the remodling of the existing city hall to provide space for centralizing the ambulance and 24 hour paramedic service and fire administration. There was no action taken. TEMPORARY 3.2 ON -SALE LICENSE City Administrator Hedges stated that an application for a non -in- toxicating temporary 3.2 on -sale beer license was received from Hector Baldus for the purpose of sponsoring the annual DFL cornfeed at Rahn Park on August 14, 1982. In a motion by Smith, seconded by Thomas, with all members voting in favor the temporary 3.2 on -sale beer license was granted to Hector Baldus.
