MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
NOVEMBER 4, 1982
A special meeting of the Eagan City Council was held on November
4, 1982 at the Eagan City Hall. Those members present were Mayor Blomquist,
City Councilmembers Egan, Smith, Thomas and Wachter. Also present was City
Administrator Hedges.
TRAILS MAINTENANCE
The City Administrator presented a request from Independent School
District 197 that the City of Eagan maintain snow removal on trails that lead
to Pilot Knob Elementary School. He further reported that the Director of Parks
& Recreation is suggesting several options for consideration of trail maintenance
ranging from immediate removal to no snow removal. Discussion raised concerns
about the anticipated cost of additional snow removal equipment if trails are
to be maintained immediately following a snowfall. After further review, it
was determined that trails should be maintained for snow removal after all emer-
gency routes and public streets are removed. A motion was made by Councilmember
Egan, seconded by Councilmember Wachter, with all members voting in favor, to
adopt a policy for the removal of snow on public trails within approximately
one mile of schools as a low priority snow removal maintenance item.
COLLECTIVE BARGAINING CONTRACTS
City Administrator Hedges presented lists of demands that were sub-
mitted by three collective bargaining units: Police Department Association,
Local 320 Clerical and Local 320 Police Dispatchers. After a lengthy explanation
and review of the demands, the City Administrator was directed to present a
counter proposal to each of the three aforementioned bargaining units.
LONE OAK TREE
The City Administrator presented a request from MnDOT to develop
the Lone Oak Road crossing at Highway 55. The options were to provide a bitu-
minous surface immediately adjacent to the historic Lone Oak Tree or consider
removal of the tree as a part of the final construction. Mayor Blomquist stated
that original construction plans were approved with the Lone Oak Tree remaining
unharmed. After further discussion, the City Administrator was directed to
inform MnDOT that the City does not approve any change to the original con-
struction plans that provide for the preservation of the historic Lone Oak Tree
located at the intersection of Lone Oak Road and T.H. 55.
