11/23/1982 - City Council Special00.310 MINUTES 10 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA NOVEMBER 23, 1982 A special meeting of the Eagan City Council was held on November 23, 1982 at 7:00 p.m. at the Eagan City Hall. Those members present were Mayor Blomquist, City Councilmembers Egan, Smith, Thomas and Wachter. Also present were Finance Director VanOverbeke, Director of Public Works Colbert and City Administrator Hedges. 1983 PROPOSED PUBLIC ENTERPRISE, GENERAL FUND & REVENUE SHARING BUDGET The City Administrator presented the public enterprise fund budget for 1983 consisting of revenues and expenditures for water and sewer utilities and residential street lighting. Also reviewed was the federal revenue sharing entitlement appropriation for 1983 and, further, a final review of all proposed changes to the draft 1983 general fund budget. There was discussion regarding the $100,000 increase in treatment costs proposed by the Metropolitan Waste Control Commission and the City Administrator was directed to write a letter expressing objection to the high increase. There was discussion regarding the use of federal revenue sharing money for the 1982 and 1981 entitlement periods with consideration given to funding ordinance codification and possibly voting machine equipment. DISCUSSION OF FEASIBILITY REPORTS FOR PROJECTS #306 AND #342 The Director of Public Works reviewed in detail a cost comparison between no concrete curb and gutters and that of a street improvement project with concrete curb and gutter as it relates to Project #342. He stated that the concrete curb and gutter is more expensive, presenting the City Council with a detailed cost comparison. There was also discussion regarding Project #306, street and storm sewer improvement, proposed for County Road 30 (Diffley Road). After considerable discussion, the City staff was directed to present all the alternatives for both Projects #306 and #342 at a public hearing scheduled for December 14, 1982 at Rahn Elementary School. NEW CITY HALL PROJECT Jack Boar.man, of Boarman Architects, appeared and reviewed final design plans for the new city hall. He reviewed floor plans, on —site traffic patterns, a site plan and a model for the new city hall. City Councilmembers asked a number of questions about various design features and as a result the architect was directed to make changes and explore some alternative modifications for final consideration and discussion at the next regular City Council meeting scheduled for December 7, 1982.
