12/14/1982 - City Council Special���0 7 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA DECEMBER 14, 1982 A special meeting of the Eagan City Council was held on December 14, 1982 at 7:00 p.m. at Rahn Elementary School. Those members present were Mayor Blomquist, City Councilmembers Egan, Smith, Thomas and Wachter. Also present were City Administrator Hedges and Director of Public Works Colbert. PUBLIC HEARING /PROJECT #306 A public hearing was held at Rahn Elementary School in the lunchroom facility to accommodate property owners who were legally noticed for proposed improvements of County Road #30 (Project #306) and Cedar Grove Construction identified as Project 342. The first public hearing was held to consider Project #/306, street and storm sewer improvements on County Road #30 from Nicols Road to BLackhawk Road. Dakota County Highway Engineer Bob Sandeen appeared and presented alter- nate plans for the County Road ##30 street improvements. He stated that the alternate recommended by the County is a 68 foot wide street from Nicols Road on County Road 30 to Rahn Road and then a 52 foot wide road from Rahn Road to BLackhawk Road. The County Highway Engineer stated that the original width from Nicols Road to Rahn Road is provided to allow an off street parking lane due to the elimination of frontage roads. He stated that this width will allow left turn lanes and provide for a signalized intersection with County Road 30 and Rahn Road. Pete Sorenson of the Dakota County _Highway Engineering Staff stated that the number of traffic trips on County Road 30 have been studied, and with the completion of the I -35E /County Road 30 interchange and also future development adjacent to County Road 30, a controlled intersection at Rahn Road and County Road 30 is desirable. The County Highway Engineer also stated that as alternatives the County Engineering Department has considered reconstruction of the frontage roads with either a direct access to County Road 30 or no direct access to County Road 30 with access allowed at the interior residential streets which intersect County Road 30. Whether the road is proposed as a direct or indirect access, the width of County Road 30 was proposed at 53 feet by the highway engineer. There were a number of residents present who expressed dis- satisfaction with any plan that would eliminate the frontage road. Mayor Blom - quist explained that the City Council had not received or reviewed the County Highway Engineer's proposal to eliminate frontage roads as a part of the County Road 30 project until this public hearing. She also asked if the 44 foot wide recommendation that was discussed approximately three years ago by the residents and City Council had been reviewed or considered in any additional detail by the County Highway Department. The cost of the storm sewer and street improve- ments based on the various alternatives was explained in detail by the Director of Public Works and County Highway Engineer. After further presentation and in a motion by City Councilmember Thomas, seconded by City Councilmember Egan with all members voting in favor, the public hearing to consider street and storm sewer improvements for Project ##306 (County Road ##30) was continued until the January 4, 1983 City Council meeting and the County Highway Engineer was directed to prepare additional information on reducing the size of the County Road 30 improvements as originally requested at a public hearing in 1979. 00328 Special City Council Minutes City of Eagan December 14, 1982 Page Two CEDAR GROVE #1 & #2 STREET REHABILITATION (PROJECT #342) Director of Public Works Colbert presented a feasibility report that was prepared by the consulting engineering firm of Bonestroo, Rosene, Ander- lik & Associates at the request of the City Council, proposing street rehabilita- tion for Cedar Grove #1 and #2 defined as Project #342. Public Works Director Colbert presented a lengthy explanation and description of the proposed street rehabilitation project for Cedar Grove #1 and #2, followed by a slide presenta- tion showing the problems of streets breaking up, curbs and gutters deteriorating and the need for certain utility improvements as they are presently existing in Cedar Grove #1 and #2. The Director of Public Works also presented a cost breakdown by outlining a preliminary assessment roll as to the impact if the project is approved on those property owners residing in Cedar Grove #1 and #2. Mayor Blomquist explained that the City Council is proposing street reha- bilitation in Cedar Grove #1 and #2 based on complaints by residents and a thorough field inspection by City staff that streets are in need of various improvements. She further explained that if a majority of property owners are opposed to any street rehabilitation the City Council has the alternative to make no improvements if property owners are satisfied with the current condition of the streets. There was considerable discussion by residents present and the Director of Public Works regarding the difference between concrete curb and gutter and bituminous curb and gutter if the street rehabilitation project is approved. The Director of Public Works answered questions by the audience regarding the cost and impact of water and sewer improvements, storm sewer im- provements, driveway aprons and all other improvement considerations that are proposed as a part of the street rehabilitation project. After considerable discussion, Mayor Blomquist asked for a show of hands as to those residents who favored bituminous curb and gutter and those who favored concrete curb and gutter. It was estimated that approximately 30 persons desired concrete curb and gutter, while 17 were in favor of bituminous curb and gutter. The Director of Public Works distributed a preliminary assessment roll to persons who were in attendance at the meeting and explained how assessment rolls are calculated. There were approximately 200 persons in attendance for the public hearings. After further discussion on the street rehabilitation project, a motion was introduced by City Councilmember Egan, seconded by Councilmember. Thomas, with all members voting in favor that the public hearing be continued for Project #342 until the January 4, 1983 City Council meeting for further review and dis- cussion.
