01/12/1983 - City Council Special 00 003 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA .JANUARY 12, 1983 A special meeting of the Eagan City Council was held on Janaury 12, 1983 at 7:00 p.m. in the Eagan City Hall. Those members present were Mayor Blomquist, City Councilmembers Egan, Smith, Thomas and Wachter. Also present was City Administrator Hedges. ADVISORY PLANNING COMMISSION/ADVISORY PARKS & RECREATION COMMISSION INTERVIEWS The City Administrator introduced the following Eagan residents who were interviewed by the City Council for a prospective appointment to either the Advisory Planning Commission or the Advisory Parks & Recreation Commission: David Bohne, Michael Wold, Gail Swanson, Jay Brunkhorst, Douglas McNeeley, George Kubik, Phillip Davis, JoAnne Alt, Mark Nosbush, James E. Staloch, and Chris T. Leifeld. Each resident was given approximately 5 to 10 minutes of time to meet the City Council and talk about the advisory commission position which they were seeking an appointment to. There was no action taken to consider an appointment; Mayor Blomquist directed that the appointments would be made at the regularly scheduled City Council meeting of January 18, 1983. SALARY COMPENSATION FOR ALL NON-UNION EMPLOYEES The City Administrator presented two plans for considering salary increases for all non-union employees. The plans varied from a 5.5% increase for all non-union employees to a plan that would provide a rate of compensation equivalent to the Stanton mean for all non-union employees. The City Council evaluated each position and it was suggested that a 5.5% salary increase be considered for non-union employees with the exception of those positions where an equity adjustment or merit increase was allowed. Upon completion of all employee evaluations, it was decided that the final ratification of a salary compensation plan for non-union personnel would be placed on the January 18, 1983 City Council meeting.
