MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
AUGUST 30, 1983
A special meeting of the Eagan City Council was held jointly with the
Advisory Parks and Recreation Commission on Tuesday, August 30, 1983, at
6:30 p.m.,to review the old Kehne house located at the east end of Deerwood
Drive and Patrick Eagan Park and later reconvened at the City Hall to discuss
the park master plan. Present were Mayor Blomquist and City Councilmembers
Smith, Thomas, Egan, and Wachter. Those present from the Advisory Parks
and Recreation Commission were its chairperson Roger Martin and Commission
Carrol, Bertz, Thurston, Kubik, Alt, Masin, and Jackson. Also present were
Chief Building Inspector Peterson, Parks and Recreation Director Vraa and City
Administrator Hedges.
INSPECTION OF KEHNE HOUSE/PATRICK EAGAN PARK
Members of the Parks and Recreation Commission, City Council, Chief
Building Inspector Peterson, Director of Parks and Recreation Vraa and the
City Administrator toured a dwelling structure located at the east end of
Deerwood Drive and Patrick Eagan Park commonly referred to as the old Kehne
house. The purpose of the on-site inspection was to determine whether the
City should continue renting the property, abandon the dwelling unit as
rental property, destroy the residence or present a short or long-term
purpose for that dwelling unit. After inspection of the dwelling unit it
was concluded that many repairs should be performed in order to meet the
ongoing occupancy regulations that are required for rental property. Upon
completing the tour it was the consensus of those Parks and Recreation Advisory
Commission members and City Council members present that the City staff
be directed to prepare cost estimates for the reconstruction of that dwelling
unit and further determine a short and long-term purpose for that structure.
PARK MASTER PLAN
Mr. Tim Erkilla, Erkilla & Associates, was present to discuss and present
a final review of the Park Master Plan with the City Council and Advisory
Parks and Recreation Commission. Mr. Erkilla stressed implementation of
the Park Master Plan as he reviewed the Capital Improvements Chapter outlining
all park improvement needs in terms of capital expense planned during the
next five (5) years. He explained that a new athletic field complex located
within the northern part of the City could amount to one million dollars
of the six million dollars projected. A cost summary by development category
was reviewed in detail by City Council members and Advisory Parks and Recreation
Commission members. Mr. Erkilla discussed revenue sources for funding these
parkland capital expenses stating that the sources available are 1) intergovern-
mental funding 2) dedication that includes both land and cash contribution
and 3) a bond referendum.

Mr. Erkilla emphasized the need for parkland acquisition during the first
year. Most of the discussion regarding revenue sources was directed at the
need for a bond referendum to finance remaining acquistion and development
for future and existing parklands.
Mr. Erkilla indicated that steps for final approval of the Park Master
Plan include action by the Advisory Parks and Recreation Commission &a City
Council hearing which is followed by City Council action adopting the Park
Master Plan for the City of Eagan. Following a discussion regarding procedure
for adoption of the Park Master Plan, Advisory Commission members and City
Council members reviewed whether the Plan should be a ten (10) year plan
or 1990 was desirable for implementation of the Plan.
A final discussion reviewing selected park schemes was offered by Mr.
Erkilla with comments about each of the parks discussed with Advisory Commission
members and members of the City Council. Those selected park schemes that
were reviewed are as follows:
South Oaks Park
Lakeside Park
Capricorn Park
Wedgewood Park
Blue Cross/Blue Shield Park
Coachman Park
DeBoer Park
Pilot Knob Neighbor Park
Fish Lake Special Use Park
Schwanz Lake Community Park
1984 PROPOSED BUDGET
The third workshop session was held for the purpose of reviewing and
discussing the 1984 General Fund operating budget. The City Administrator
presented a number of revisions for several departments where changes had
occurred following the August 23, 1983, special budget workshop. He reported
on the procedure for the Mayor and City Council to increase salaries stating
that an Amendment to the City Code would be required. The City Administrator
presented information regarding a proposed leadership development program
that is recommended for 1984, presented information regarding the proposed
lobbyist program and further the proposed chemical dependency program as
requested for Independent School District #191. The Director of Finance
stated that at the direction of the City Council the word processing equipment
needs were analyzed and is suggesting that the 1984 operating budget include
$30,800 for data processing/word processing equipment as a part of the operating
budget. The City Administrator reported that the Administrative Assistant
position was reduced to a Research Analyst with an annual salary range of
$16,000/$18,000.

PLANNING AND ZONING
The City Administrator reviewed the proposed Police Dispatchers reporting
how the hours were to be distributed by the Chief of Police as proposed
for that personnel increase. He further stated that the four-wheel Suburban
could be cut from the Police Department budget and the Suburban that is
operated by the Park Department would be shared with the Police Department
in the case of an emergency. The City Administrator reviewed the changes
that were recommended by the City Council and the Fire Department stating
that all the reductions for Fire Station #2 improvements and the blacktop
improvement for Fire Station #1 could be reduced as recommended. He further
stated that a reduction from 12 months to an 8z month request for the Construc-
tion Analyst in the Inspection Department is acceptable to the Chief Building
Inspector. The City Administrator also reviewed a memorandum that was prepared
by the Director of Public Works which discussed in further detail the proposal
and direction of the Public Works/Engineering Department and the reasons
why an Engineering Technician II position was requested for 1984. After
review and discussion by the City Council it was determined that the cuts
as proposed at the August 23 meeting would be recommended for further consider-
ation to include the #191 chemical dependency program in the amount of $3,130,
one additional part-time Dispatcher, office furnishings and equipment as
well as parking lot repair for the Fire Department, monitors for the Civil
Defense fund, delay the Engineering Technician II until the March 1 start
in 1984, and some other various adjustments.

There was no further business and the meeting was adjourned at 11:50p.m.
