09/29/1983 - City Council Special 00276 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA SEPTEMBER 29, 1983 A special City Council was held on September 29, 1983, at 7:30 p.m. at the Dakota County Library facility located on Wescott Road. Those present were Mayor Blomquist, City Councilmembers Egan, Thomas, Smith and Wachter. Also present was City Administrator Hedges and City Planner Dale Runkle. The purpose of the meeting was to attend a public hearing, consider an airport zoning ordinance that was presented by the Joint Airport Zoning Board. AIRPORT ZONING ORDINANCE The presentation regarding the Joint Airport Zoning Ordinance was made in detail by consultants representing the Airport Zoning Board in addition to comments made by members of the Board. City Council member Egan and City Planner Runkle are members of the Joint Zoning Board and were serving in that capacity at the meeting. A model and overhead elevation were used to demonstrate the impact the proposed zoning ordinance would have on the City of Eagan. Questions were raised at the meeting by at least two parties representing property in the City of Mendota Heights, however there were no specific questions or concerns raised regarding the City of Eagan. The public hearing was closed after approximately 8:15 p.m. LONE OAK TREE The special City Council meeting was reconvened at the Eagan City Hall at approximately 8:30 p.m. City Administrator Hedges stated -that MnDOT is unable to receive final funding for the improvements of Trunk Highway 55 by the Federal Highway Administration until the old Lone Oak Tree is removed from the intersection of Lone Oak Road and Trunk Highway 55. The City Administrator further reported that the Director of Parks and Recreation has reported that the tree is showing signs of deterioration and according to Dr. French of the University of Minnesota there were no measures that might be taken to save the tree at this time. After further discussion on the matter the motion was introduced by City Councilmember Thomas, seconded by Councilmember Smith that the tree be removed by the Minnesota Department Of Transportation and that a plaque be erected in the general area of the tree location recognizing the history of the Lone Oak Tree, and further that all limbs be removed and saved and the wood be retained by the City of Eagan. All members voted aye. TAX INCREMENT FINANCING PROPOSAL/MINNESOTA JOCKEY CLUB, INC. City Administrator Hedges recommended that the City consider retaining an outside fiscal consulting firm to review the tax increment financing application that was presented by Minnesota Jockey Club, Inc., for partial 00277 Special Council Minutes September 29, 1983 funding of the horse racing facility. He stated that the Cities fiscal consultant Miller and Schroeder Municipals, Inc., is representing the applicant, Minnesota Jockey Club, Inc., in processing an application for tax increment financing and also plans to sell and underwrite the bonds for the applicant. After further discussion in the matter, a motion was made by Mayor Blomquist, seconded by City Councilmember Thomas, with all members voting in favor that the City Administrator contact other fiscal counsulting firms and recommend the hiring of a firm for the purpose of reviewing the tax increment financing application on behalf of the City of Eagan. MUNICIPAL CENTER PROJECT/CHANGE ORDER NO. 2 City Administrator Hedges reported that Boarman Architects, Inc., is recommending the approval of Change Order No. 2 for the Municipal Center project. He stated that this Change Order includes seven items for considera- tion. Those items are as follows: 1) Provide and install three tables and podium in City Council Chamber in the amount of $2,670.30. 2) Provide and install 18ft. 3in. counter top at south wall of room 212 in the amount of $606.05. 3) Provide aridinstall four additional Type A light fixtures for lighting in north wall $278.00. 4) Provide locked cabinets in front upper area of desks on council chamber desks in the amount of approximately $380. 5) Provide and install additional telephone and electrical outlets in the amount of $856.75. 6) Remove existing roof and flashing on low roof on north side of building in the amount of $1,265.00. 7) Install new sidewalk on north side of building and handicapped entrance in the amount of $2,152.80. City Councilmember Wachter stated that he objected to the necessity to install four additional light fixtures and also the additional locked cabinets at the City Council bench area was not necessary. Other City Council- members agreed with eliminating the locked cabinets at the City Council bench area however felt the additional lighting in the amount of $278.00 should be considered at this time. In a motion by City Councilmember Smith seconded by City Councilmember Egan, with all members voting in favor, with the exception of City Councilmember Wachter who voted against change order no. 3, all other change orders were approved with the exception of elimi- nation of #4. 00278 Special Council Minutes September 29, 1983 ADJOURNMENT The meeting was adjourned at approximately 10:30 p.m. Dated: September 29, 1983 TLH City C erk
