MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JULY 12, 1984
A special meeting of the Eagan City Council was held on July 12,
1984, at 5:00 p.m. in the City Council Chambers of the Eagan Municipal Center
Building. Those present were Mayor Blomquist, City Councilmembers Egan,
Smith, Thomas and Wachter. Also present was City Administrator Hedges.
CONSULTANTS' INTERVIEW FOR COMPENSATION/JOB EVALUATION STUDY
City Administrator Hedges stated that a Request for Proposal was
sent to six (6) consultants for the purpose of submitting a proposal to
perform a compensation/job evaluation study for City of Eagan personnel. He
further reported that consultants were screened and three finalists were
selected for City Council consideration. The three consulting firms to be.
further considered were Arthur Young and Associates, Stanton Associates, and
Loren Law and Associates.
Each consulting firm was allowed approximately 45 minutes to present
their compensation/job evaluation proposal to the City Council. Those persons
appearing before the City Council were Dr. Jim Fox, representing Arthur Young
and Company; Mr. Ed Wells, representing Stanton and Associates; and Loren Law
and John Duntley, representing Loren Law and Associates. Each firm was
allowed to present their proposal followed by various questions from the City
Council. The objective of the study and questions that were asked by the City
Council, related directly to satisfying comparable worth legislation require-
ments and providing a position evaluation and salary compensation plan for all
City employees.
Following the conclusion of all three (3) interviews, the
presentations and proposals were evaluated by the City Council. The general
consensus expressed by members of the City Council was to retain Arthur Young
and Associates; however, City Councilmember Egan and the City Administrator
were asked to meet with Mark Christianson who would be the field representa-
tive for that firm and report back to the City Council at the July 17, 1984,
meeting.
ADJOURNMENT
There being no further business, and upon motion duly made and
seconded, the meeting was adjourned.
