MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL ts.
EAGAN, MINNESOTA
AUGUST 15, 1984
A special meeting of the Eagan City Council was held on August 15,
1984, at 7:30 p.m. in the conference rooms of the Eagan Municipal Center
building. Those present were Mayor Blomquist, City Councilmembers Egan,
Smith, Thomas and Wachter. Also present were City Administrator Hedges and
Director of Finance VanOverbeke.
CONSIDERATION OF 1985 BUDGET
The City Administrator reviewed the draft of the 1985 Budget stating
that the amount requested by the departments for the General Fund Budget is
$6,242,300 and further that the City Administrator's revision and recommenda-
tion is $5,776,000. Several of the departmental requests were reviewed in
detail by the City Council. The City Administrator concentrated most of the
remarks on reorganization relating to manpower requests and also the large
capital equipment requests that were part of the operating budget. He stated
that it would be advantageous for the City Council to have an architect
present at a future budget meeting to present proposals for the remodeling and
expansion of the Public Works Garage. Some of the specific concerns that were
raised in reviewing the first draft of the proposed 1985 budget included the
1-1/4% charge on all public projects by the City Attorney since many projects
are being handled on a private basis. Other concerns included the possibility
of a data processing service to better train all employees, continued utiliza-
tion of part-time personnel for general government, the need to limit sworn
police officer personnel in the Police Department and numerous questions about
the dollars being requested for capital equipment. The City Administrator
stated that all the changes addressed by the City Council will be reviewed and
that additional adjustments will be made for consideration at the next special
budget meeting which is scheduled for August 27, 1984.

There being no further business, the meeting was adjourned at 10:00
p.m.
