MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JUNE 13, 1985
A special meeting of the Eagan City Council was held on. June 13, 1985, at
8:30 p.m. at the Eagan Municipal Center. Present were acting Mayor and City
Councilmember Smith and City Councilmembers Wachter, Egan and Thomas. Absent
was Mayor Blomquist who is attending the League of Minnesota Cities
Conference. Also present was City Administrator Hedges.
TRUCK TRAFFIC ON COUNTY ROAD 30
Kathy Schaeffer and Jan Gaub who are residents on Diffley/County Road 30
were present and complained about the excessive truck hauling on County Road
30. It was explained by the City Administrator that the trucks are hauling
black dirt from airport property to the 135-E corridor south of Diffley Road
and it was uncertain as to when the hauling would be completed. Both Ms.
Schaeffer and Ms. Gaub explained that the trucks are traveling beyond the
posted speed limits, using both lanes of traffic and recently struck and
killed a pet owned by the Gaub's. After further discussion by the City
Council the City Administrator was directed in a motion by City Councilmember
Wachter, seconded by City Councilmember Egan, with all members voting in
favor, that the City Administrator request both the contractor and MN DOT to
move the truck hauling to Cliff Road and utilize the on-off ramps and if MN
DOT will not approve the new haul route travel should be restricted to normal
hours, police posted to require traffic obedience and further the use of
highway patrol on the Cedar freeway to help restrict the traffic movement on
Diffley Road/County Road 30.
DIRECTOR OF PUBLIC WORKS POSITION
Former Director of Public Works Tom Colbert appeared and informed the
City Council that he was interested in obtaining his Director of Public Works
position-that he vacated March 22, 1985. Mr. Colbert explained to the City
Council that his professional interest as a civil engineer is to further his
position as a director of public works and not in the field of consulting
engineering at this time. He stated that his decision to leave the position
of Director of-Public Works for the City of Eagan in March to pursue a
consulting engineering careerwas hurried due to circumstances within the
Consulting firm of McCombs and Knutson and after experiencing the consulting
business of the past eight weeks it was his decision to pursue the opening of
Director of Public Works and ask for his old position with the City of Eagan.
After members of the City Council discussed Mr. Colbert's return as Director
of Public Works, it was agreed unanimously by all members that Mr. Colbert did
leave in good standing and there is no reason to not reinstate him as Director
of Public Works since interviews have not been held to consider his
replacement.. In a motion by City Councilmember Thomas, seconded by
Councilmember Egan, with all members voting in favor, Tom Colbert was rehired
as the Director of Public Works with the same salary, all benefits and credit
for his seniority while serving the City of Eagan in the capacity of Director
of Public Works during the past 6 1/2 years-before his resignation on April
12.

BLACKHAWK PARK PUD
Acting Mayor Smith stated that he has given additional consideration to a
motion that was made at a recent City Council meeting pertaining to the staff
researching land use and density data as it pertains to the Blackhawk Park
Planned Unit Development Agreement. He stated that any additional negotiations
with the developer should be considered at the time of the annual Planned Unit
Development review. City Councilmember Egan stated that in a recent
discussion with City Attorney Hauge he indicated there is some information
that might lead to changes in the Blackhawk Park PUD that are appropriate and
therefore the study should proceed as previously acted upon at a recent City
Council meeting. After further discussion on the matter and a motion by
Acting Mayor Smith, seconded by City Councilmember Wachter, with Smith,
Wachter, and Thomas voting aye and Egan nay, a motion to rescind a motion that
was originally enacted at the June 4, 1985, City Council meeting for the City
staff to collect data and research land use and density data within the
Blackhawk Park PUD Agreement and further that any negotiations or changes in
the Blackhawk Park PUD Agreement will be addressed in the future at the time
of annual Planned Unit Development reviews. Acting Mayor Smith further stated
that the owner of the Blackhawk Park PUD should be notified of the thorough
review that will be given to the agreement and exhibits when the PUD review is
considered in late 1985.
