09/26/1978 - City Council Special MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA SEPTEMBER 26, 1978 A special meeting of the Eagan City Council was held on September 26, 1978 at 7:00 p.m. at the City Hall pursuant to notice. Those present were Mayor Murphy and Council Members Wachter, Smith, Egan and Parranto. Also present was City Administrator Hedges. 1979 PROPOSED BUDGET. Fire Chief Childers and volunteer fireman John Flood were present to discuss the proposed 1979 Fire Department budget and the Firemen's Relief Levy Certification for 1979. After a discussion regard- ing a special levy for the Firemen's Relief Association, it was agreed that a levy certification in the amount of $26,902 would be approved allowing for a vesting plan to be designated by the Relief Association through the cooperation of the Eagan City Council at a later date. City Council Member Parranto was designated as the City Council's representative along with the City Administrator to meet with the Relief Association to discuss the vesting plan at a future date. Fire Chief Childers stated that the current per diem cost for volunteer firemen attending conferences, meetings, or other related activities for the Fire Department is $12 per day. He stated that the Executive Board of the Fire Department feels that the per diem remuneration should be increased from $12 per day to $20 per day. After discussion by members of the City Council and in a motion by Council Member Smith, seconded by Council Member Egan, all members voting in favor, a per diem remuneration in the amount of $20 per day for members of the Eagan Volunteer Fire Department who attend conferences, committees or other approved activities representing the Fire 9-26-78 Department, is effective January 1, 1979. POLICE DEPARTMENT BUDGET. Police Chief DesLauriers appeared and discussed several requests for the 1979 Police Department budget. Specific discussion was directed toward the request for additional manpower and a concern towards the increasing capital and operation cost of police vehicles. There was no action taken regarding the Police Department budget, however, after a discussion by the City Council members, it was generally agreed that due to budget constraints, additional sworn police personnel was doubtful in 1979 and the Police Chief was asked to reexamine all operating expenses including capital and operating expenses for Police Department vehicles in 1979. 1978 STREET MAINTENANCE PROGRAM. Consulting Engineer Bob Rosene appeared and informed the City Council that Madsen Specialties is requesting that Rahn Road be eliminated for Slurry Kote application as a part of the 1978 Street Maintenance program. He stated that the original bid accepted by Madsen Specialties did not consider the entire application of Rahn Road, the contractor has experienced a number of complications while implementing the Slurry Kote program, and further because of the high traffic volume on Rahn Road feels an application would be quite involved and expensive to the City of Eagan if applied. City Council Member Wachter, representing the Public Works Committee, stated that it was his opinion and the opinion of the committee that Madsen Specialties proceed with a Slurry Kote application to Rahn Road as a part of the 1978 Street Maintenance Program. He stated that because of the high traffic volume and the fact that the Slurry Kote application is an experiment, it would be most beneficial to the City of Eagan to continue with the application. After a brief discussion on the 9-26-78 matter and in a motion by Council Member Parranto, seconded Wachter, all members voting in favor, Consulting Engineer Rosene was directed to require that Madsen Specialties complete the Slurry Kote application to Rahn Road as a part of the 1978 Street Maintenance Program as previously approved.
