10/05/1978 - City Council Special MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA OCTOBER 5, 1978 A special meeting of the Eagan City Council was held on October 5, 1978 at 7:00 p.m. at the City Hall pursuant to notice. Those present were Mayor Murphy and Council Members Wachter, Smith, Egan and Parranto. Also present was City Administrator Hedges. CITY PROPERTY - ASSESSMENTS FOR PARCEL 10 02200 011 26. Discussion was held concerning the green acres installment and unpaid balance of sewer, trunk and water area assessments against parcel 10 02200 Oll 26 which is 20 acres of property owned by the City of Eagan that was recently purchased from Hollis Orr. City Administrator Hedges stated that since the property is owned by the City of Eagan, the Dakota County Auditor's office would like a decision as to how the City of Eagan is planning to pay the unpaid balance of assessments and green acre installments due against the 20 acre parcel. After a brief discussion on whether to abate the assessments, pay for the assessments from the Trunk Fund, special levy for the assessments or include the assessment amount with the total purchase cost of the 20 acres, a motion was made by City Council Member Parranto, seconded Smith, that the City of Eagan include as a cost accounting alternative, the addition of the green acre installment and unpaid balance of assessments totaling $16,073.50 to the total $100,000 purchase cost for parcel 10 02200 Oll 26 as payment from the Water Trunk Fund for 10-5-78 purposes of reserving said property for a reservoir site, if required in future years. 1979 Proposed Budget. Park Director Schmidt appeared and discussed her departmental budget consisting of the Park and Recreation Department and Tree Conservation Fund. There were a number of considerations discussed by the City Council consisting of elimination of Park and Recreation Programmer, whose responsibilities would be assumed by the Park and Recreation Director. The City Council emphasized the importance of maintaining the programs that are in existence at the present time and further requested that playground equipment and small equipment be purchased as required and allowed for in the budget to improve certain park programs. The Public Works Superintendent Bill Branch appeared and discussed his operating budget for Streets and Highways. The City Council discussed the various budget accounts and after a consensus of the Highway and Street Budget as revised, it was determined that the sewer rodder and van for the Public Works Department should be ordered immediately and paid for out of the 1978 CIP and further that the front end loader, budgeted for 1979, be bid this fall with delivery and payment in early 1979. In a motion by Smith, seconded by Wachter, all members voting in favor, the Public Works Superintendent was directed to obtain quotations for the purchase of a sewer rodder and a van to be used in the Water and Sewer Departments and further that specifications be written and bids be taken for the purchase of a front end loader in early 1979. 10-5-78 MISCELLANEOUS UTILITY REPAIR PROJECTS. Public Works Superintendent Branch presented quotations for repairing sewer and water mains on various streets throughout the City of Eagan. Quotations were received in the amount of $10,400 from Fredrickson Excavating Company and $12,600 from Parrott Construction Inc. After review of the quotations there appeared to be an error in the Delaware and Highway 49 water main repair project. In a motion by Smith, seconded Egan, all members voting in favor, the Public Works Superintendent was directed to proceed with the various sewer and water main utility repair work and that the project be awarded to the low bidder. ROAD GRADER REPAIR. Public Works Superintendent Branch reported that the 1965 road grader will need an overhaul which is estimated at approximately $6,000. Mr. Branch explained that once the engine is overhauled, the equipment should be operatable until the early 1980s and further that replacement of the vehicle would cost in excess of $65,000. In further discussion on the matter and in a motion by Wachter, seconded Parranto, all members voting in favor, Superintendent Branch was directed to proceed with quotations for the engine overhaul of the 1965 road grader. 1979 MILL LEVY CERTIFICATION. City Administrator Hedges submitted resumes of a special tax levy consisting of $239,799 and general property tax levy of $1,008,299 consisting of the levy limitation for the City that totals $1,248,098. After further consideration on the matter, in a motion by Wachter, seconded Egan, all members voting in favor, the 10-5-78 general and special levies as described above for the year 1977 were approved and the City Clerk-Treasurer was authorized to forward the same to the State Department of Revenue and Dakota County Auditor.
