THE BOA RD ('f' SUPERVISCRS, EAGAN Tav~HIP February 20th~ ~962 A regular meeting of the Board of Supervisor" Eagan Townehip was held on February 20th, 1962 at the Town Hall at 8:00 0' clock P.M. at which all members were present. Chairman Rahn presided. The minutes of the preceding meeting were approved as read. There were no building permit applications. A letter from Twin City Federal Savings and loan Association, St. Paul, Minnesota dated February 20th, 1962 relative to the $1$,000 Bond for Osllmd Timberline Addition was read to the Board. Upon mo- tion duly made by Supervisor Schwanz and seconded by Supervisor Trapp, it was RESO'T.VED that t11e OBeron fund being held by Twin City Federal Savings and Loan Associa tion pursuant to said letter be, and hereby is, accepted in lieu of the prescribed bond in the amount of $15,000 tor the Timberline water system and that the Town Attorney send a letter to Twin City Federal Savings and Loan Association notifying them of the Board's action. The Town Engineer presented to the Board information relative to proposed street improvements in Valley View Addition to Eagan Town- ship. After a discussion on the preliminary report on street improve- ments submitted by the Town Engineer, upon motion duly made by Chair- man Rahn and seconded by Supervisor Schwanz, it was RESOLVED that a special public hearing be, and hereby 18, ordered to be heJd on March 21, 1962 at 8:00 ot clock P.M. at the Town Hall tor the purpose of considering street improvements in Valley View Plateau Additions. Upon motion duly made and seconded, it was RESOLVED that the final plat of Poppler Addit ion to Eagan Township be, am hereby' is, approved, subject to the submission of a release from Mr. Poppler to the Board of Supervisors for road maintenance or responsibility. Walter Potter appeared on behalf of the proposed fire control district in the Cedar Grove area discussing the organizational plans for the functioning of the district together with the possible methods of financing the facilities. The Town Attorney rendered an opinion concerning the setting or the time for the Annual Meeting for the township. Upon motion duly' made and seconded, it t'i'aS ~SOLVED that the Annual Meeting be held on March 13, 1962 at -1:00 Of clock P.M. at which time the Town Clerk will be present to announce that the Annual Eleetion will commence at 1:00 Of clock P.M. An opinion was read by the Town Attorney relative to the election of Justices of the Peace in Eagan Tomship at the coming Annual Elec- tion. It was recommended that due to the fact the terms of both Jus- tices expire at the end of the current year, that the vacancy in each position be filled for a two year term. The Town Attorney presented an opinion dealing with two aspects of the gravel pit permit situation in Eagan Township: Does the State of Minnesota have the power to condemn land containing gravel to be used for road building materials, aM could the Township amend its Zon- ing ordinance to provide that gravel pits be prohibited in residenti- allY zoned areas. Mr. Lloyd Ohtrte and Hr.. ~ G. Kiasling appeared on behalf of the Minneapolis Rowing Club concerning the storage of materials owned by the Minneapolis Rowing Club on Mr. Kiszslingt s property at 2720 Lex- ington Avenue South~ St. Paul 18, ilinnesota. After considerable die- cussion concerning the cOIll1'la1ntl!l of residents in the area about the unsightl~ess of the property in question and after a verbal under- standing by' the parties involved, upon motion duly made by Supervisor Trapp and seconded by Supervisor Schwanz, it was RESOTJVED that the time originally set for November l, 1961 be, and hereby is, extended to May I, 1962 to remove the materials and personal property from said land subject to negotiations between the Town Attorney and counsel for the M1nneapol18 Rowing Club and Mr. Kissling relative to the Notice to Appear and Complaint issued in Justice of the Peace Court in Eagan Township on February 16, 1962. Upon motion duly made and seconded, it was RESOLVED that the bills as presented be, and hereby are, approved and the Clerk and Treasurer respective~ directed to make payments therefore.
