03/09/1965 - City Council Regular MINUTES OF THE ANNUAL TOWN MEETING EAGAN TOWNSHIP, DAKOTA COUNTY, MINNESOTA March 9, 1965 The Annual Town Meeting of Eagan Township, Dakota County, Minnesota was held at the Town Hall, County Road 31 on March 9, 1965. The meeting was called to order by Clerk, Alyce BoIke, After the Election Judges were duly sworn in, proclamation of opening of the polls was made at 10:00 o'clock A. M. to elect one Supervisor for a term of three years, one Treasurer and one Constable for two-year terms, and also to vote on the following questions: Shall the Town of Eagan borrow money to purchase a Fire Truck and issue the negotiable coupon bonds of the Town in the amount of not to exceed $18,000 to provide money for such pUl~ose? Shall the Town of Eagan borrow money to purchase a Road Grader and issue the negotiable coupon bonds of the Town in the amount of not to exceed $24,000 to provide money for such pUl~ose? Polls were officially declared closed at 8:00 o'clock P. M. and the judges proceeded to canvass the votes, the results being as follows: Edward Schwanz - Supervisor - 3-year term 423 votes 5 write-in Herbert Polzin - Treasurer - 2-year term 432 votes 1 write-in Martin Des Lauriers - Constable - 2-year term 437 votes 2 wri te- in Henry Larson - Dist. Sup. for Soil & Water 5-year term 26 votes 1 wri te- in The above officers were duly declared elected. For the purchase of a Fire Truck Yes - 270 votes No - 175 votes For the purchase of a Road Grader Yes - 265 votes No - 187 votes - 2 - Both bond issues were declared approved and duly passed. Total number of votes cast was 452: Precinct I - 139, Precinct II - 68, Precinct III - 245. Clerk, Alyce Balke, called the meeting to order at 9:00 o'clock P. M. Nominations were requested for a Moderator. Herbert Polzin nominated James Klingel to serve as Moderator, seconded by Ted Wachter. There being no further nominations, Jeanne Beaudette moved that the nominations be closed, seconded by Lucille Atwood and motion carried. Mr. Klingel was duly sworn in as Moderator and thereafter presided at the meeting. Jeanne Beaudette moved to dispense with the reading of the annual minutes, seconded by Dick Thorpe and motion carried. Motion was then made by Jeanne Beaudette to dispense with the reading of the minutes of the Regular Board meetings for the past year, seconded by Herbert Polzin and motion carried. The Annual Audit Report was read by the Clerk. Don Chapdelaine moved to accept the Audit Report as read, seconded by Bert Olson and motion carried. The proposed budget for the coming year was read by the Clerk as follows: Professional Services New Roads Park Maintenance Weed Inspection Maintenance Man Revenue General Maintenance Fire Protection $12,000 5,000 1,300 200 5,800 14,000 11,500 8.000 $ 57,800 Jack Consor moved as follows: We hereby move that the Eagan Town Board of Supervisors be directed to establish a Park Board, consisting - 3 - of not less than six membe~s, chosen so as to repl'esent all areas of Eagan Township. It shall be the duty of this board to conceive, plan and implement a program of park and recreational development in Eagan Township. Be it further moved that an initial budget of $6,000 be approved to be used for acquisition of park land in such locations and for such purposes as is deemed advisable by the Eagan Board of Supervisors in accordance with the recommendations of the Park Board. Motion seconded by James Bahr. Dick Thorpe moved to amend the above motion be deleting the second half of said motion appropriating the budget of $6,000, seconded by Marjorie Shadduck and amendment carried. The original motion together with the amendment deleting creation of a budget was then voted upon and carried. Bob Marien moved as follows: Be it resolved that in the event that enabling legislation be enacted by the 1965 Minnesota Legislature, that at the effective date of such legislation, the salaries of the members of the Eagan Town Board be increased to the limits permitted by law but not to exceed $150.00 per month for Chairman and $125.00 per month for the other two supel~isors, including the Clerk and the Treasurer. Be it further resolved that should enabling legislation be passed to reimburse such officers for legitimate expenses incurred in the perfol~nce of their duties, this too be adopted as soon as legally possible. The motion was seconded by Jeanne Beaudette and carried. Motion was duly made by Don Van Engen to increase the salaries of the Election Judges from the present $1.00 per hour to $1.25 an hour. The motion was seconded by Jay Berthe and carried. Motion was duly made by Joe Harrison to accept the budget as read, seconded by Tom Stochl and carried. - 4 - Motion was duly made by Joe Harrison to break down the budget into greater detail for the next annual meeting, seconded by Bob Tuttle and carried. Ted Wachter commended the Board on completion of the very attractive New Eagan Town Hall. Discussion followed concerning several aspects of the construction of same. Motion was duly made by Don Chapdelaine to continue the three posting places within the Township, namely: Town Hall, Lone Oak Tree on County Road 26, and Harold's Center, Beau d'Rue. The motion was seconded by Joe Harrison and carried. Mr. Villelli moved that the Annual Meeting for 1966 be set at 10:00 o'clock A. M. for the opening of the polls and that polls be closed at 8:00 o'clock P. M., and the Annual Business Meeting be at 9:00 o'clock P. M. at the Town Hall, seconded by Herb Polzin and carried. Motion was made by James Bahr as follows: That the voters present adopt the provisions contained in M.S.A. 368.62 and 368.64, thereby enabling the Supervisors of Eagan Township to contract with a Public Utility for street lights if and when any portion of Eagan Township requests street lighting. Motion was seconded by Tom Stochl and lost. Motion was made by Jeanne Beaudette requesting the voters present adopt the provisions contained in M.S.A. 368.62 and 368.64, thereby enabling the Supervisors of Eagan Township to contract with a Public Utility for street lighting only if the benefited parties could be properly assessed for installation, use and maintenance of same. Motion seconded by Marge Shadduck and carried. Wally Potter requested Board action on erection of signs identifying Eagan Township and welcoming industry as provided for by the electors at the Annual Meeting of 1964. - 5 - Motion was duly made by Bill Malone as follows: We the citizens of Eagan Township state our agreement with the principle of Fair Housing Practices in sympathy with the last four governors of Minnesota, seconded by Dick Thorpe and lost. Bob Marien moved that Subdivisions of at least 10 acres or more be equipped with adequate stl'eet lighting to be paid for by the developer and maintenance of same assessed to benefited property owners, seconded by Mr. Villelli and motion lost. There being no further business, Bob Tuttle moved to adjourn, seconded by Arthur Meyer and carried. The meeting adjourned at 11:00 o'clock P. M., March 9, 1965.
