December 9, 1969
A special meeting of the Board of Supervisors of the Town of Eagan,
Dakota County, Minnesota was held at the Town Hall on December 9, 1969
at which all members were present.
The Board met with Mx'. Ed Kuntz of South St. Paul relative to proposed
appraisals on property proposed by the Park Committee for acquisition for
par?c purposes. Mr. Kuntz will report back to the Board at a later time.
Upon motion by Klein, seconded by Uselmann, it was RESOLVED that the
final plat of Lexington .Addition as presented be, and it hereby is, approved
and ordered executed by the appropriate Town officials.
Upon motion by Rahn, seconded by Uselmann ,it was RESOLVED that aithough
the streets in Saddlehorn Addition, South Oaks Addition and Silver Belle
Road have not been dedicated to the Town or accepted by the Town for main-
tenance purposes, it was determined that the streets in those additions
designated by the Road Supervisor will, during the year 1969-70 be plowed
by the Township.
Upon motion by Klein, seconded by Rahn, it was RESOLVED that the list
of delivery points for electrical service for municipal sewage pumping
purposes as presented by TdSP, be and it hereby is, approved,
The Board met in a joint session informally with the Advisory Planning
Committee and those members of the Advisory Planning Committee present
included Poizin, Diffley, Tr7achter, Rydrych, Sperling, and Marble, Also
present were Town Clerk, Bolke, Town Engineer, Rosene, and Town Attorney,
Hauge.
The Chaiman announced that one of the purposes of the joint meeting was
to discuss proposals concerning revisions to the Town Zoning Ordinance

and considerable time was spent in discussing densities for multiple dwelling
purposes. Factors of importance included the cost of the assessments and the
cost of land acquisition determined by the densities. A comparative analysis
of minimum densities in other supurban cgmmunities was presented by Bill
Rydrych.
In addition those present discussed the possibility of permitting
developers to set up automatic membership home associations in various
classifications of residentially zoned areas.
Discussion also centered around the possible revision in the trailer
park ordinance with no decision being reached in that matter.
Mr. Rydrych also submitted suggestions for zoning groumd rµles which
could be used by the Advisory Planning Committee in reviewing rezoning
requests for industrial, commercial and residential zoning. No definite
conclusions were reached.
Another issue reviewed was the possibility of requiring access to any
residential building directly to a public dedicated street. After con-
siderable discussion upon motion by Uselmann, seconded by Klein, it was
RESQLVED that the Town Attorney be ordered to draft a proposed ordinance
covering the issue.
Upon motion the meeting was adjourned.
