06/09/1970 - City Council SpecialJune 9, 1970 Meeting: Park Committee, Board of Supervisors and Advisory Planning Committee with John Voss, Park Planner John Voss suggested that there should be some coordination between the Advisory Planning Committee and the Park Committee - The APC should try to understand the goals and objectives of the Park Committee a.nd give them encouragement. He explained a Park System (see attached sheet . He suggested a fund be established to acquire park land from donations of developers - suggested X25 per unit. Acquisition through purchase rather than donation of land will enable a community to get the proper size and the most suitable location. He feels that the Park Committee's proposal was good but more than we could afford.. Their suggestions on the west side of 35E worked out well with his plan, however, funds are available for parks up to 20 acres but practically no funds are available for large parks. The Park Committee proposed more community parks than are really needed. Development of the necessary neighborhood parks would be approximately X2,000,000 and are one of our most critical needs together with an athletic field. The neig~:borhood parks which should have priority are the Highview area and Country Horrie Heights. He has selected the 160 acrea McCarthy site for a Community dark. Iie feels the present school sites can be developed together with the Community and be more usable. All school districts were in favor of this approach. Some property could be purchased through Hud for a nominal fee and then be eligible for 50-50 funds for development. UThen a neighborhood park is purchased it should be developed 80-100~~ as soon as possible as this is good for the community and helps sell future bond issues. Building around our lakes should be accomplished with a walkway and green space adjacent to the lake which is open to the public. Pir.
