September 15, 1970
A special meeting of the Board of Supervisors of the Town of
Eagan, Dakota County, Minnesota was held at the Town Hall on September 15,
1970, at which all members were present.
Chairman Klein announced that certain matters that otherwise
would have been considered by the Board aC its regular meeting on
September 15, which regular meeting had been continued to September 29,
1970 because of the Primary Election, needed urgent attention.
The Chairman read a letter from the Attorney for Mr.~3aiizi,Simek
complaining that the road level in front of his home at 2804 Beam Lane was
at an undesirable height. The Town Engineer was requested to respond to
the letter.
The Chairman then read a letter from Mr. Sam Hobbs to the Metro
Sewer Board concerning the proposed Board budget and allocations. It was
understood after a meeting with the Metro Sewer Board by the B•E-B Board
that a recomputation of costs and adjustments will be made to each community
on the basis of actual flows.
A proposed contract between Dakota County and the Township concerning
construction and the operation of a traffic signal on Highway X55 and Lexing-
ton Avenue was submitted from Mr. Kenneth Anderson. It was noted that the
State of Minnesota will pay 50;6 of the construction cost with 50% to be paid
locally. The operation cost would be covered 50% by the County and 507. by
the Township according to the proposed contract. Upon motion by Uselmann,
seconded by Rahn, aye Klein, it was RESOLVED that the Town be on record
indicating that it does not feel responsible for paying any part of the cost
of construction or operation of the traffic signal due to the fact that it
was not a party to the negotiations end had no knowledge of the negotiations.
The Tawn Attorney was requested to write AZr. Anderson indicating that no
prior negotiations had been entered into with the township concerning par-
ticipation in cost and that the Town does not feel obligated to pay any por-
tion of the cost of the traffic signal.
The Board then discussed the Town Attorney's letter to the Board
concerning negotiations with Local #49 covering the proposed labor contract
with Town employees. After discussion, upon motion by Uselmann, seconded
by Rahn, it was RESOLVED that the Attorney be directed to proceed with the
labor negotiations according to the letter and the understanding originally
arrived at between the Board and the labor negotiators.
upon motion by Klein, seconded by Uselmann, it was RE50LVED that
the Town Clerk be authorized to pay to the Firemen's Relief Association the
sum of $1,500 from the 1969 budget.
Upon motion by Klein, seconded by Uselmann, aye Rahn, it was
RESOLVED that the sum of $90,212.50 be paid to Northern Contracting Company
as a portion of Project #49, Part 1.
After discussion and upon recommendation of the Town Clerk, it was
upon motion by Klein, seconded by Rahn, RESOLVED that the Township purchase
a copy machine for the Town office.
Upon motion by Uselmann, seconded by Klein, it was RESOLVED that
the Town Clerk be authorized to purchase a postage meter for official Town
purposes.
Upon motion by Uselmann, seconded by Klein, it was RESOLVED that
the Town Clerk be authorized to purchase an addressograph machine for a sum
of not to exceed $1,000.
At approximately 8:00 P.M. the Board met ,jointly with the Eagan
Park Board and discussed certain matters concerning park planning for the
1970.71 winter season; the proposed leasing of warming houses for the ice
rinks; the proposal from Mr, John Voss of Urban Planning and Design for
Submission of an application to the Departmeat of Housing and Urban Develog-
went for park development and miscellaneous matters. The Board took no
action and requested that representatives of the Park Committee meet with
the Board at the September 29, 1970 Board meeting.
Upon motion, the meeting adjourned.
