10/27/1970 - City Council SpecialMINUTES OF A SPECIAL MEETING OF THE BOARD OF SUPERVISORS TOWN OF BAGAN, DAKOTA COUNTY, MINNESOTA October 27, 1970 A special meeting of the Eagan Township Board of Supervisors was held at the Eagan Town Hall at 7;30 o'clock P.M. on October 27, 1970 at which all members were present together with Robert Rosene, Engineer, and Luther St~lland, Attorney. Chairman Klein presided. The minutes of the previous meeting (October 20, 1970) were presented and approved with the addition of the following at the beginning of the second paragraph on page 4: "The Town Engineer submitted the plans and specifica- tions for Improvement Project ~~62, Parts i and 2, consisting of street improve- ments in Eagandale No. 4, and an 3ade Lane and Nancy Circle, which upon motion duly made by Klein, seconded by Uselmann, aye Rahn, were approved and accepted." Mr. Rosene explained the street improvements included in Project 62, Parts 1 and 2, which are in Ken Appelbaum Addition, Tousignant's First Addition and Eagandale Center Industrial Park No. 4. There were no objections to the improvements in Eagandale Center Industrial Park rlo. 4 or the Ken Appelbaum Addition. The residents of Tousignant's First Addition indicated they would prefer to defer the street improvement at this time if they would be given snow plowing privileges from the Township. Upon motion by Supervisor Uselmann, seconded by Supervisor Rahn,. aye Chairman Klein, it was RESOLVED that the street improvements in Tousignant's First Addition be deleted from the project. Upon motion by Chairman Klein, seconded by Supervisor Rahn, aye Supervisor Uselmarin, it was RESOLVED that the street improvements in Eagandale Center Industrial Park No. 4 and the Ken Appelbaum Addition be ordered in. The Board Chen met with members of the Eagan Fire Department to discuss the formation of a 3~ire Department in the Northeast part of the Town- ship. The new utility truck is expected to arrive any day and the fire truck is expected by next May or June. They are meeting on November 1$ to recruit men for the above department. It was agreed that special legislation will be necessary in order to build a new fire hall in this area regardless of the outcome of the vote on .November 3 to become a city because of the time lianit involved. A meeting was set up with representatives of Rauenhorst Construction Co., the Board of Supervisors, the Fire Department and Attorney Paul Hauge at Rauenhorst office on November 19 at 4:00 P.M. The Firemen's Relief Association submitted a letter requesting the Board's permission to invest surplus funds in U. S. Government Treasury Bills, Treasury Bonds or Treasury Notes. Upon motion by Chairman Klein, seconded by Supervisor Rahn, it was RESOLVED that surplus funds may be invested as gbtsVe with the approval of the Town Attorney. The Board discussed the need for special legislation to allow the Township to levy additional millage for Firemen's Relief. Mr. Tom rlohr and I~Ir. DesLauriers appeared relative to Mr. Mohr's alleged violation of certain Eagan ordinances. The Board agreed to give Mr. I4ohr until November 17th to clean up his property according to the Police Chief's recommendations or he will be cited for ordinance violations. The easement across the Cartwright property was next discussed. Upon motion of Chairman Klein, seconded by Supervisor Uselmann, it was RESOLVED thaC the attorney offer the Cartwrights up to $3,000 £or a permanent sanitary sewer easement across their property with the understanding that if this is not accepted that the project be dropped in that area. -2- Mr. Rosene explained that rir. Hassler's electric yard light was damaged during the construction of Blackhawk Road and it would be very costly to have it repaired. Upon motion by Chairman Klein, seconded by SupE rvfsor Rahn, it was RESOLVED that installation of a gas yard light be approved at the Hassler residence and charged against Improvement 25. Upon motion by Supervisor Rahn, seconded by Supervisor Uselmann, it was RESOLVED that a public hearing concerning the application of Rauenhorst Corporation to rezone the SEd~ of the SW~ of Section 11 near Lexington Avenue and Yankee Doodle Road be scheduled for November~7, 1970 at 8:00 P.M. at the down HaI1 from A, Agricultural to I-l, Light Industrial.
