TOWN OF EAGAN, DAKOTA COUPITY, MINNESOTA
February 8, 1972
A special meeting of the Board of Supervisors, Town of Eagan, Dakota
County, Minnesota, was held at 7:00 P.M, at the Town Hall after notice at the
last regular Board meeting concerning the proposed meeting. All members were
present.
Martin DesLauriers and Peter Poppler appeared on behalf of the Police
D+epartment concerning proposed payment of retroactive wages act also propo~;ed
salary increases for members of the Police Department.
The Town Attorney presented a letter concerning retroactive wage page
ments and recommended that notification of increases and rerroac*_ive payments
be made to the District Director of Internal Revenue.
Chief DesLauriers recommended that officers George Kasat and John
Stevenson be changed from part-time to full-time ~tattcs effective Pdarch 1, 1972,
and applications for part-time policemen be requested, Chief DesLauriers further
" went through proposed recommended increases for Police .Department employees„ He
noted that the changes in salaries on November 15, 1971, were intended to bring
the Eagan Police Department in line with comparable police salaries in the com-
munity,. It was further recommended that increases in salary be determined as
of January 1 of each year in the future..
The Board discussed the proposed budget cut by Dakota County due to
the 1971 special session law dealing with tax rates by municipalities and school
districts and it was noted that about $60,000.00 will be cut from the Eagan tax
levy for the year 1972. The Town Attcrney was requested to investigate the
matter and report to the Board before a special meeting scheduled for the Board
at 4;00 P.M. on Fr~_day, February ll.
After discussion, upon motion by Klein, seconded by Uselmann, aye Rahn,
it was recommended that retroactive payments for step increases for all Town
employees to the beginning of Phase I of the 4lage Stabilization Act of August
15, 1971, be made according to the regulations.
The Board then discussed a proposed relief fund permitted by the 1971
legislative change providing for the setting up of a Police Relief Association
or Police Fund to be funded by a percentage of the premiums paid by auto incur,
ance companies through the Insurance Commissioner to the local municipalit~.es.
It caas noted that it is necessary to have a Police Association or separate Police
Fund, which fund could be used for any police purpose. After discussion, upoci
motion by Klein, seconded by Rahn, aye Uselmann, it caas RESOLVED that the Board
authorize the establishment of a fund for police relief purposes, only to supple-
went the pension and relief provisions now in effect for the Eagan Police
Department and that the fund be established at the earliest possible time so as
to take advantage of the insurance premium refunds.
The Board then discussed the proposed approximately 5 per cent wage
increases and expressed the opinion that longevity provisions would not be
adopted at the present time. The Board set a special meeting for February 11
at 4;00 P. M. at the Town Hall at which time the matter of wage increases for
Town employees would again be discussed.
Upon motion the meeting adjourned.
