The purpose of the excavation observations was to evaluate the suitability of the excavation bottom soils for support of the proposed building. The purpose of the compaction testing was to evaluate the suitability of the fill placed far building support. The observations and testing were performed to meet the general requirement of the Uniform Building Code (LTBC) Section 1701, Special Inspections and the pcojects speciFications by an International Conference of Building Officials (ICBO) certified special inspector and engineer in training (EIT) specia] inspector. The work was done under the direction of a professional engineer registered in the SCate of Minnesota. Available Information Braun Intertec Corporation performed soil borings for the proposed CDA Office Building. The results were submitted in our "Geotechnical Evaluation ReporP' dated August 10, 2001 under project BODX-O 1-151. We were provided with a set of plans titled, "CDA Office Building", which were prepared by CNH ArchitecCS and were dated October 10, 2001. Offset staking of the building comers were set in the field by Ingram Excavating, Inc. Braun Intertec excavation oversizing measurements, bottom of excavation elevations and compaction test locations and elevations were referenced to those stakes. The exact location of the building is the responsibility of others. Excavation Observations The excavarion observations were conducted by a senior engineering assistant in the fall and early winter of 2001. The excavarion observations consisted of observing the soils exposed in the bottom and sidewalls of the excavarion. The approximate density or consistency of the soils encountered in the excavation bottom were judged Uy the force required to advance random, shallow (about 1 to 3 feet deep) Providing engineering and environmen[al solutions since 1957 Dakota County Community Development Agency Project BODX-0 1-314C October 31, 2002 Page 2 hand auger probes. Soil classifications were determined in the field using the American Society for Testing and Matenals (AST'Iv) procedures by examining the hand auger probe cuttings. A backhoe was used to excavate the foundation area_ There was 1 to 2 feet of topsoil removed. Fill soils were removed from the northern half of the building. The depths of the fill soils ranged from 3 to 9 feet. The soils encountered in the excavation bottom were lean clay or sandy lean clay. The southern end of the building has a basement area that was cut grade. Clayey sands were placed in thin lifts and then compacted with a large vihratory compactor. Based on the off-set stalting, it appeazs the excavation was adequately oversized. Based on the results of the borings and excavation observations, it is our opinion the excavation bottom soils are suitable for fill and building support. Compaction Testing Project specifications required that the engineered fill used to backfill the foundations, wall, and foundation subgrade throughout the site be placed in thin lifts and thoroughly compacted. Fill placed for foundation support was to be compacted to a minimum of 98 percent of standard Proctor maximum dry densiry (ASTM D 698). Backfill of interior foundations and under floor slabs, was to be compacted to a minimum of 95 percent of standard Proctor. Backfill on the exterior of the building was also compacted to a minimum of 95 percent of the standard Proctor density. During this period, 37 compacrion tests (1 to 39, excluding 30 and 31) and 3 retests (7A, 8A and 9A) were performed. The compaction test results are attached to this report for your records. Concrete Reinforcement The concrete reinforcement observations were conducted on an as-needed basis by an ICBO certified special inspector for reinforced concrete. To conduct the observations, the special inspector reviewed the project structural drawings and the available shop drawings. The information included bar size, bar length, bar spacing and bar locations. Other items such as clearance, splice length and dowel placements were also included. The information was then used in the field to document the "as-builY" conditions. As areas of work were reviewed, various items were compared to the structural drawings. If the azea of observed reinforcement did not conform to the structural drawings, the contractor was notified of the required additions and/or concerns. Based on the results of our observations and available plans, it is our opinion that the reinforcement observed has been placed in general accordance with project plans and specifications. Concrete Testing and Observations The concrete testing and observations were performed by an ICBO certified special inspector far reinforced concrete or an American Concrete Institute (ACn certified level I technician. The observaUons and testing were performed between December 14, 2001 and August 6, 2002, and consisted of determining slump, temperature and air content of the concrete as it was discharged from the h-uck. We also ohserved the contractor's concrete placement procedures for compliance with industry standards. A total of 21 sets of concrete test cylinders were cast for evaluation of compressive strength of the concrete placed for this project. See the attached Special Inspector Reports (rebaz and concrete) Dakota County Community DeNrelopment Agency Project BODX-O 1-314C October 31, 2002 Page 3 for a more detailed outline of each day's pour. There are no outstanding discrepancies of the concrete placements. Review of the 28-day test results indicate the concrete represented by these cylinders has met or exceeded the specified ininimum 28-day compressive strength. The concrete should be considered acceptable based on the requirements of the plans and specifications. The results of the compressive strength tests were previously forwarded and are attached to this report. Strucfural Masonry Observations and Testing The observations and testing of the reinforced masonry was completed an ICBO certified special inspector between January 1 through March 21, 2002. Services included observations of the horizontal and vertical wall reinforcement, inbed bearing plate placement, unit placement, mortar placement and grout placement. Any discrepancies noted were brought to the attention of the masonry fareman and corrections were promptly made, or the discrepancies were noted on our Special Inspection Daily Repart forms and Sumtnary of Discrepancy sheets submitted to Adolfson and Peterson Construction. Compressive strength determinations (Sets 1 through 2) were also made of the masonry units. The resulfs of the compressive strength tests were forwazded previously and are attached to tlus report. Review of the 28-day test results indicate the unit masonry represented by these tests have met or exceeded the xninimum specified 28-day compressive strengths. Structural Steel Observations Observations of the sh-uctural steel construction were performed by an ICBO certified special inspector for structural steel or a level II technician qualified in accordance with American Society for Nondestructive Testing (ASIVT), publication SNT-TG1A. A separate report was previously sent out which summarized our structural steel observations. The report was dated September 23, 2002 and is attached for your convenience. Pavements A proofroll of the parking and drive azeas was performed on July 24, 2002 with a fully loaded tandem axle dump iruck. The areas proofrolled included: . South drive azea, . North drive area, . West parking lot, . Nartheast parking lot and . West half of the east parking lot. The areas observed did not show excessive rutting or deflection and were judged to be suitable for pavement. After the aggregate base and bituminous base course were placed, several areas experienced distress. These areas were evaluated and it was determined the distress was caused by the use of a large front end ]oader used to finish grade the proj ect and perform landscaping, The pavement was not intended to support those heavy loads, especially when the bituminous wear coarse had not been placed.
