MINUTES OF A SPECIAL MEETING
OF THE EAGAN CITY COUNCIL SITE DESIGN TEAM
WEDNESDAY, FEBRAURY 21, 2001
8:15 A.M.
EAGAN MUNICIPAL CENTER
CONFERENCE ROOMS 2A & B
Present: Mayor Awada, Councilmember Carlson, Director of Parks and Recreation Vraa,
Director of Public Works Colbert, City Engineer Matthys, Assistant City Engineer
Gorder, Parks Superintendent Olson, Administrative Specialist Wielde, Administrative
Specialist Hertel, Damon Farber, Jesse Symynkywicz.
The meeting began at 8:15 a.m.
CALL TO ORDER
CENTRAL PARK MASTER PLAN PRESENTATION
Mr. Damon Farber presented Phase I, the Master Plan and the budget for the Central
Park. The assembled group discussed possible changes to the proposed plan. Mayor
Awada suggested planting more trees and utilizing volunteer labor to plant smaller trees
as a community project. Director of Public Works Colbert suggesting integrating the
building of the wellhouse, restrooms and warming area in the Picnic Area and utilizing
resources from the Water Utility Fund for a portion of the construction. Mayor Awada
indicated that the site amenities features planned for the entrance should be included in
Phase I. The gazebo feature was moved to Phase II in favor of a temporary warming
house by the skating pond for the first seasons. Mayor Awada further indicated that the
fountain planned for the back of the building should be included in Phase I. Mayor
Awada and Councilmember Carlson indicated that the streetscaping costs associated with
Central Parkway should be part of the roadway project and that the budget for the
Community Center /Central Park should reflect the expected special assessment amount to
be charged to the City as a beneficiary of the project.
No action was taken during the meeting.
