04/26/2001 - City Council Special (2)Minutes of a Special Meeting of the Eagan City Council Thursday, April 26, 2001 Page 1 of 4 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL THURSDAY, APRIL 26, 2001 5:30 EAGAN MUNICIPAL CENTER COUNCIL CHAMBERS Present: Mayor Awada, Councilmembers Bakken, Carlson, Fields and Tilley, City Administrator Hedges, Director of Public Works Colbert, Engineering Consultant Mark Hanson, Administrative Specialist Hertel. ROLL CALL AND AGENDA ADOPTION Mayor Awada welcomed everyone to the meeting and noted that City Administrator Hedges was testifying at the Legislature and would arrive late. DISCUSS PRELIMINARY DESIGN REPORT FINDINGS — SUPER STORM JULY 2000 Director of Public Works Colbert gave an overview of the process and introduced Mr. Mark Hanson and Mr. Rich Brasch of Bonestroo, Rosene, Anderlik and Associates for their presentation. Councilmember Carlson moved, Councilmember Fields seconded a motion to authorize the preparation of construction plans and specifications and easement acquisition for Storm Drainage Mitigation Improvements for Group Area #2.3, 2.6, 2.8, 2.9 Cedar Grove and 2.13 Palisade Circle, including the Additional Improvements to the 2000 flood elevations. Mayor Awada invited residents from the neighborhood to address the Council. Thirteen residents spoke and shared concerns about recent rain events, additional water on Diffley, financing, construction impact on homes and vegetation, debris in ponds and parks and the notification process. Staff and Council responded to the questions. Mayor Awada asked that Public Works staff conduct preliminary removal of debris from the ponds to prevent blockage. Aye: 5 Nay: 0 CEDAR GROVE MEADOWLARK LANE After brief presentation, Mayor Awada welcomed residents to address the City Council. One resident from Timberwolf Trail spoke with concerns about the emergency overland flow and one engineer hired by the neighborhood addressed the Council. Aye: 5 Nay: 0 VIBURNUM TRAIL Councilmember Tilley moved, Councilmember Bakken seconded a motion to authorize the preparation of construction plans and specifications and easement acquisition for Storm Drainage Mitigation Improvements for Group Area #3.5 Viburnum Trail, including the Additional Improvements to the 2000 flood elevations. Aye: 5 Nay: 0 BEAVER DAM ROAD After a brief presentation, Mayor Awada welcomed residents to speak. Seven residents spoke and shared concerns or asked questions about the necessity of a temporary holding pond, the safety of the proposed holding pond, debris, natural vegetation preservation, drainage at the Bear Path/Beaver Dam intersection, and alternatives to the temporary holding pond. Council and staff responded to the concerns. Councilmember Bakken moved, Councilmember Tilley seconded a motion to authorize the preparation of a Feasibility Report for further study for Group Area #3.1 Beaver Dam and Bear Path Trail. Aye: 3 (Awada, Bakken, Tilley) Nay: 2 (Carlson, Fields) TIMBERWOLF TRAIL Councilmember Bakken moved, Councilmember Tilley seconded a motion to authorize the preparation of construction plans and specifications and easement acquisition for Storm Drainage Mitigation Improvements for Group Area #3.3 Timberwolf Trail, including the Additional Improvements to the 2000 flood elevations. Aye: 5 Nay: 0 BADGER COURT Councilmember Tilley moved, Councilmember Bakken seconded a motion to authorize the preparation of construction plans and specifications and easement acquisition for Storm Drainage Mitigation Improvements for Group Area #3.4 Badger Court, including the Additional Improvements to the 2000 flood elevations. Aye: 5 Nay: 0 WOODGATE LANE After a brief presentation, Mayor Awada welcomed the residents to speak. One resident inquired about which standards would be met with the project as proposed. Mr. Hanson indicated that the project would bring the area to the 2000 flood level of protection. Aye: 5 Nay: 0 ROBIN LANE After a brief presentation, Mayor Awada welcomed the residents to share comments with the City Council. Two residents spoke at length, expressing concerns about backyard flooding, the Emergency Overland Flow routes and gradings and the level of protection ensured by the improvements. Council and staff responded to the concerns and briefly discussed options to explore in a feasibility report. Councilmember Tilley moved, Councilmember Fields seconded a motion to authorize the preparation of a feasibility report for further study for Group Area #4.6 Robin Lane. Aye: 5 Nay: 0 BLACKHAWK LAKE DRIVE Councilmember Tilley moved, Councilmember Bakken seconded a motion to authorize the preparation of construction plans and specifications and easement acquisition for Storm Drainage Mitigation Improvements for Group Area #4.5 Blackhawk Lake Drive, including the Additional Improvements to the 2000 level standards. Aye: 5 Nay: 0 SAVANNAH ROAD Councilmember Bakken moved, Councilmember Tilley seconded a motion to authorize the preparation of construction plans and specifications and easement acquisition for Storm Drainage Mitigation Improvements for Group Area #7.5 Savannah Road, including the Additional Improvements to the 2000 level standards. Aye: 5 Nay: 0 GIBRALTAR TRAIL Mayor Awada stated that since the area meets city standards, the improvements must be delayed until fiscal resource issues have been resolved. Three residents spoke and expressed concern about the repeated flooding and support for the project. They further commented on the likelihood of funding and the project moving forward if possible in 2002. Councilmember Tilley moved, Councilmember Fields seconded a motion to authorize the preparation of construction plans and specifications and easement acquisition for Storm Drainage Mitigation Improvements for Group Area #7.4 Gibraltar Trail with the understanding that the project will move forward only after funds become available and the Council gives the project formal reconsideration.
