EAGAN MUNICIPAL CENTER COMMUNITY ROOM Present: Mayor Awada, Councilmembers Bakken, Carlson, Fields and Tilley, City Administrator Hedges, Director of Public Works Colbert, Chief Building Official Schoeppner, Chief of Police Therkelsen, Administrative Specialist Hertel, Administrative Intern Lord. Ms. Loretta Schultz of Healing Touch Chiropractic Bodywellness Massage Center was present and addressed the Council. She requested that the Council consider amending the City Code to allow off -site massage therapy to accommodate demand for special events and within the business community. The Council directed staff to place the item on an upcoming Council agenda to consider amending the ordinance to allow off -site massage therapy permits. Their direction included also finding means to ensure that massage therapists are required to be properly licensed and regulated, and to consider a limited off -site permitting process for special events. The Council further directed that staff review the action taken by comparable cities regarding off -site massage therapy and provide additional background on the establishment of Eagan's current position on massage therapy. Mr. Gary Crawford addressed the Council and stated that he often noticed unsightly maintenance problems around the city and suggested the creation of an incentive program for employees and /or residents who report matters of concern within the community. City Administrator Hedges offered that a suggestion box might be established on the webpage for residents to submit comments. Ms. Lois Daniels addressed the City Council with a concern about snow storage and subsequent water runoff as a result of Coca - Cola's snow storage in the 2000 -2001 winter season. Director of Public Works clarified that there is no City ordinance regulating snow storage. Councilmember Bakken suggested the City send Coca -Cola a friendly "heads -up" letter regarding the snow storage from the past winter.
